Board of Aldermen of City of Riverside, Missouri
February 20, 2007
A regulaz meeting of the Board of Aldermen of the City of Riverside, Missouri, was held in the City
Hall, of Riverside, Missouri, on February 20, 2007 at 7:00 p.m.
Those in attendance were Mayor Kathy Rose, Aldermen Jones, Darata, Hurt, Beazd, and Super.
Alderman Bruns, arrived later.
Also present were David Blackburn, City Administrator, Louise Rusick, City Clerk, Chief Gregory
Mills, Brent Miles, Duector of Planning & Economic Development, and Christine Schlomann, City
Attorney's office.
Minutes, Feb 6, 2007 Alderman Super moved that the minutes of February 6, 2007 be approved,
Approved seconded by Aldem~an Hurt, the vote was:
Aye: Aldermen Beard, Darata, Jones, Super and Hurt.
Absent: Alderman Bnms.
Motion carries.
Riverside Recycling Alderman Jones moved to approve the Riverside Recycling Center to have
Days for Pazkville "Pazkville Cleanup Day" April 14`s and 15s', seconded by Aldem~an Dazata,
Cleanup, Approved the vote was:
Aye: Aldermen Super, Darata, Hurt, Beard and Jones.
Absent: Alderman Bruns.
Motion carries.
City Administrator David distributed a list to the board, given to him by Missouri American Water
Discussion Company. This list has several customers here in the City that has not been
billed for sanitary sewer service. Missouri American Water Company will start
billing for this service next month.
Attorney Schlomann suggested Missouri American Water Company notify the
customers that they will be billed whether on not they are hooked up to the
sewers.
Alderman Bruns arrived at 7:05 p.m
Bill No. 2007-14 Alderman Beard moved to place Bill No. 2007-14 on its first reading,
Payment of said Bill authorizing the payment of certain indebtedness listed therein,
Indebtedness seconded by Alderman Bruns, the vote was:
Aye: Aldermen Darata, Beazd, Bruns, Jones, Hurt and Super.
Motion carries.
Ordinance No. 2007-14 Alderman Darata moved to place Bill No. 2007-14 on its second reading,
Approved and upon passage of same become Ordinance No. 2007-14, seconded
by Alderman Jones, the vote was:
Aye: Aldermen Bruns, Super, Jones, Darata, Hurt and Beard.
Motion carries.
Bill No. 2007-15 Alderman Hurt moved to place Bill No. 2007-15 on its first reading said Bill
Enter Into a Service authorizing the City of Riverside to enter into a Service Agreement with, and
Agreement with and pay certain funds to, Northland Neighborhood, Inc. pursuant to the terms
Northland Neighborhood of the Minor Home Repair Service Agreement, seconded by Alderman Dazata,
Inc. the vote was:
Aye: Aldermen Dazata, Super, Hurt, Beazd, Bruns and Jones.
Motion carries.
Ordinance No. 2007-15 Alderman Jones moved to place Bill No. 2007-15 on its second reading,
Approved and upon passage of same become Ordinance No. 2007-15, seconded
by Alderman Dazata, the vote was:
Aye: Aldermen Hurt, Beazd, Bnms, Dazata, Super and Jones.

Brent Miles comments Brent said they are in the process of finishing the design of the sanitary sewer
force main. An appraisal has been done on the River Valley Enterprises property
and negotiated an offer with them for a permanent construction easement. A
Right of Way permanent utility easement and temporary construction easement
is needed. A verbal agreement is needed and bid specs are being worked on. The
ad goes out in Mazch or early April.
River Valley Enterprises rents out property to Pat Casey with Premier Coach
and this will disrupt their business as they won't be able to pazk as many RV's
as usual.
Bill No. 2007-16 Alderman Dazata moved to place Bill No. 2007-16 on its first reading, said Bill
Authorizing & authorizing and approving the City of Riverside, Missouri to acquire a permanent
approving the City utility easement from River Valley Enterprises for the Horizons Sanitary Sewer
to acquire a permanent Force Main Public Improvement Project and to pay the purchase price of $9,000,
utility easement from seconded by Alderman Bruns, the vote was:

Ordinance No. 2007-16 Alderman Bruns moved to place Bill No. 2007-16 on its second reading,
Approved and upon passage of same become Ordinance No. 2007-16, seconded
by Alderman Jones, the vote was:
Aye: Aldermen Jones, Darata, Beazd, Super, Hurt and Bruns.
Motion carries.
Resolution No. 2007-04 Alderman Super moved to approve Resolution No. 2007-04 declaring that it
Industrial Development wise, expedient, necessary and advisable that an Industrial Development Authority
Authority be formed & be formed in the City of Riverside, Missouri, authorizing the formation thereof and
approving the Articles Approving the Articles of Incorporation thereof, seconded by Alderman Dazata,
of Incorporation the vote was:
Aye: Aldermen Beard, Bruns, Darata, Jones, Super and Hurt.
Motion carries.
Bill No. 2007-17 Alderman Dazata moved to place Bill No. 2007-17 on its fast reading, said Bill
Amend. Ord. No. amending Ordinance No. 2006-131 by substituting the Industrial Development
2006-131 by sub- Authority of the City of Riverside, Missouri in lieu of the Industrial Development
stituting the Indus. Dev. Authority of Platte County, Missouri relating to all matter in such Ordinance; and
Authority of the City documents related thereto, seconded by Alderman Hurt, the vote was:
in lieu of the Indus.

Ordinance No. 2007-17 Alderman Hurt moved to place Bill No. 2007-17 on its second reading
Approved ,
and upon passage of same become Ordinance No. 2007-17, seconded
by Alderman Super, the vote was:
Aye: Aldermen Bruns, Hurt, Super, Jones, Dazata and Beard.

Mayor's comments Mayor Rose said the Platte County Mayor's met last Thursday and they are
are moving forward on the animal shelter. Sazah, with our City, has been
very helpful gathering information and has visited Wayside Waifs. More
information will be obtained from the Humane Society.
Land is being looked at to be donated for the animal shelter somewhere between
NW 64m S
treet and Platte City. This will be a tough project, but they are
committed to doing this.
A study was done and the prediction was we could have 82 dogs and 92 cats in a
single day in Platte County that would need to go to the shelter.
A list is being obtained of 500 people in the service and Mayor Rose said her
goal is to take 100 of those names and adopt them out to residents or anyone who
wants to join the effort. A name would be given to a someone and they would be
required to write the service person 3 letters and send them a care package. There
will be a press release regarding this.
Aldermen comments Alderman Hurt said it means a "world of good" to the service men and women to
receive information from individuals.
Alderman Bruns said the Wellness Challenge is going well. North Kansas City
has one person that is losing quite a lot of weight.
Motion for Closed Alderman Darata moved that the meeting go into closed session, pursuant to
Session at 7:22 p.m. RSMo 610.021(1) Legal and RSMo 610.021(2) Real Estate Issues with the City
Attorney, seconded by Alderman Jones, and the vote was:
Aldermen Beard, Darata, Jones, Super, Hurt and Bruns.

Motion for Open Alderman Bruns moved that the meeting go into open session, seconded by
Session at 7:30 p.m Alderman Jones, the vote was:

Mayor Rose said there is a luncheon on April Ss' and the City is a finalist chosen
through the Kansas City Business Journal for the Capstone award.
Mayor Rose suggested there be a town hall meeting on April 9th discussing the
City Hall buildings on campus and just what to do with them.
Adjournment By unanimous decision the meeting adjourned at 7:30 p.
