AN ORDINANCE ESTABLISHING THE DUTIES OF THE PUBLIC WORKS DIRECTOR
FOR THE CITY OF RIVERSIDE, MISSOURI.
BE IT ORDAINED BY THE BOARD OF ALDERMEN OF THE CITY OF
RIVERSIDE, MISSOURI, AS FOLLOWS:
Section 1. The duties and qualificG~ions for the
Public Works Director are as set out in the
attached job description which is made a part
of this ordinance just as set out herein.
Section 2. The City Clerk is directed to place the
ordinance in appropriate form in the
City's Municipal Code.

POSITION DESCRIPTION
Class Title: Public Worka Director
Department: Public Worka
Date: June 15, 1996
GENERAL PURPOSE
Performs complex supervisory, administrative and professional work
in planning, organizing, directing, and supervising the Public
Works Department, including sewer, street, and park departments and
other public works projects and programs.
SUPERVISION RECEIVE]?:
Works under broad policy guidance and d:~rection of the City
Administrator.
SUPERVISION EXERCISED:
Exercises auperviaioi~ over maintenance staff as assigned.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
Provides direct supervision for Public Works employees.
Determines work procedures, prepares work schedules, and expedites
work flow.
Issues written and oral instructions to workers.
Assigns duties and examines work for exactness, neatness, and
conformance to policies and procedures.
Studies and standardizes department policies and procedures to
improve efficiency end effectiveness of operations.
Maintains harmony among workers and resolves grievances following
city guidelines.
Prepares composite reports from individual reports of subordinates
to document performance of department on projects.
Adjusts errors and responds to complaints. Provides reply to
complainant about corrective action taken.
Prepares and documeni:e budget requests; administers adopted budget
in assigned areas of responsibility.
Plans, organizes, :.oordinatea, supervises and evaluates programs,
plans, services, staffing, equipment and infrastructure of the
Public Works Department with City Administrator.
Evaluates Public Works needs and formulates short and long range
plane to meet needs in all areas of responsibility, including
transportation, streef;, sewer, drainage, and park maintenance.
Supervises the review of private project development plans for
compliance with ccdea, regulations, and standards, adequacy of
applications for permits and compliance with approved plans when
requested to do F:o by Codes Enforcement Officer and/or City
Engineer.
Oversees the development or update of the City Transportation
Improvement Program, Comprehensive Sewer Plan, City Park Master
Plan, the Capital Improvement Program for the department, and other
plans involving the municipal infrastructure in conjunction with
the City Engineer.
Reviews the engineering plans and specifications, bidding,
competency of contractors and vendors, and the selection criteria
for public contracts for informational purposes.
Reviews project management for the construction of the municipal
public works projectN with City Administrator and City Engineer.
Oversees assigned projects to ensure contra-.tor compliance with
time and budget parameters for the projects.
Coordinates the preparation of reviews and updates the sanitary
sewer, street system maps, street sign inventory, equipment
inventory, and comprehensive plane.
Oversees the maintenance of infrastructure and other records.
Responds to public or other inquiries relative to department
policies and procedures. Evaluates issues and options regarding
municipal public works and makes recommendations to the City
Administrator.
Maintains regular conY.act with consulting engineers, construction
project engineers, "~.ty, County, State and Federal agencies,
professional and technical groups and the general public regarding
division activities and services as requested by City Engineer
and/or City Admini=gyrator.
Monitors inter-governmental actions affecting public works.
PERIPHERAL DUTIES
Assists in the training of city personnel in public works systems
and techniques.
DESIRE MINIMUM QUALIFICATIONS
Education and Experience:
(A) Diplom.3 from certified High School or equivalent
GED mandatory.
(B) Specialized seminars or training classes in the
field are desired.
(C) Minimum of six years previous public works
experience, including at least rwo years in street
maintenance, construction, and repair, as well as
snow removal.
(D) One year supervisory experiea•:e.
(E) Any equivalent combinations of education and
expei° a~nce .
Necessary Knowledge, Skills and Abilities:
(A) Considerable knowledge of civil engineering
principles, practices and methods as applicable to
a municipal setting.
(B) Thorough knowledge of applicable City policies,
laws, and regulations affective Department
activities.
(C) Skill in operating the listed tools and equipment.
(D) Ability to communicate effectively, orally and in
writing, with employees, consultants, other
governmental agency representatives, City officials,
and the general public.
(E) Ability to conduct necessary research and compile
report to document information.
SPECIAL REQUIREMENTS
(A) Must possess a valid State driver's license and a CDL
license ox• have the ability to obtain one prior to
employment.
TOOLS AND EQUIPMED': USED:
Personal computer, including word processing, spreadsheet, and data
base; motor vehicles, including pickup, one ton truck, motor
grader, backhoe, front loader, snow removal equ.~.~ment, roller, and
others; variety of hand and power tools; phone; radio; fax and copy
machine.
PHYSICAL DEMANDS
The physical demands described here are representative of those
that must be met by an employee to successfully perform the
essential function= of this job. Reasonable accommodations may be

Work is performed in a combination of office setting and outdoor
work. Outdoor work is required in the supervision, hands-on
operation, and inspection of various land use developments,
construction sites, or public works facilities. Hand-eye
coordination is necessary to operate computers and various pieces
of equipment.
While performing the duties of this job, the employee is
occasionally required to stand; walk; use hands to finger, handle,
feel or operate obje~,;ts, tools, or controls; and reach wit hands
and arms. The employee is occasionally required to sit; climb or
balance; stoop, knee),, crouch, or crawl; talk or hear; and smell.
The employee must occasionally lift and/or mo~•E up to fifty (50)
pounds.
Specific vision abilities required by th=.;;. job include close
vision, distance vision, color vision, peripheral vision, depth
perception, and the ability to adjust focus.

While performing t:ie duties of this job, the employee frequently
works in outside weaL-her conditions. The employee frequently works
near moving mechanical parts and occasionally works in high,
precarious places and is frequently exposed to wet and/or humid
conditions, fumes or airborne particles, toxic or caustic
chemicals, risk of electrical shock, and vibration.
The noise level in the work environment is moderate to loud.
