AN ORDINANCE ADOPTING THE JOB DESCRIPTION FOR THE CODES ENFORCEMENT
OFFICER/BUILDING INSPECTOR FOR THE CITY OF RIVERSIDE, MISSOURI.
BE IT ORDAINED BY THE BOARD OF ALDERMEN OF THE CITY OF RIVERSIDE,
MISSOURI, AS FOLLOWS:
SECTION 1: The attached job description for the
position of Codes Enforcement Officer/
Building Inspector is hereby adopted by
the Board of Aldermen.
SECTION 2: Amendments and changes to this description
may be affected as required by the City
Administrator.

POSITION DESCRIPTION
CITY OF RIVERSIDE
Class Title: Codes Enforcement Officer/Building Inspector
Department: Administration
Date: August, 1996
GENERAL PURPOSE:
Performs a variety of routine and complex work in the
interpretation and enforcement of adopted codes and related rules
and regulations.
SUPERVISION RECEIVED:
Works under the general supervision of the City Administrator.
SUPERVISION EXERCISED:
None.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
Periodically patrols and inspects area to monitor for violations of
local codes.
inspects and approves all phases of public and private construction
and improvement work to assure that the appropriate construction is
completed in compliance with the plans, standards, specifications,
special requirements, codes and regulations; issues correction
notices or approvals as required.
Responds to complaints of potential code violations relating to
signing, building occupancy, nuisances, hazardous sidewalks or
other conditions, housing conditions, construction, land use,
zoning, noise, dumping, clearing, grading, filling, polluting, or
other code related matters.
Conducts field investigations of potential violations; gathers
evidence; questions or interrogates complainants, witnesses and
suspects; compares facts to code requirements; makes findings; and
issues warnings, correction notices, or citations.
Meets with owners, tenants, contractors, developers, businesses,
etc., to review and explain code requirements and violations or
potential violations; secures code compliance.
Drafts and distributes a variety of correspondence, memoranda,
notices, flyers, brochures, and reports relating to code
enforcement issues and actions.
Prepares a variety of studies, reports and related information for
decision-making purposes.
Prepares and administers the annual operating budget for the Zoning
Department.
Enforces a variety of codes, including Uniform Building Code,
Uniform Mechanical Code, Uniform Plumbing Code, Uniform Electrical
Code, Uniform Fire Code, and local codes such as sprinkling,
nuisance, clearing, grading, filling, zoning and flood areas.
Issues correction notices and citations.
Explains, interprets, and provides guidance regarding all
applicable codes to architects, engineers, contractors, developers,
and other interested parties.
Researches problems and complaints regarding commercial and
residential buildings, building construction and code compliance.
Responds to complex and sensitive building issues.
Resolves complex and sensitive customer service issues, either
personally, by telephone or in writing. Maintains records and
documents of customer service issues and resolutions.
Administers the permitting function, including application, fee
assessment and collection, permit issuance, inspection, and
occupancy.
Coordinates plan reviews, inspections, and enforcement actions.
Provides information to persons who request information or
assistance in code enforcement related matters.
Maintains a variety of logs and records related to inspection and
enforcement activities; prepares recommendations for amendments and
additions to codes or regulations which related to the position.
Coordinates efforts with the public safety, planning, and public
works departments, the prosecuting attorney, and other staff or
agencies as needed.
Assists in obtaining, enhancing, preparing or presenting exhibits
or other evidence in court as required.
PERIPHERAL DUTIES:
Serves as staff person to the Planning and Zoning Commission, and
as ex-officio member of the Board of Appeals, and is responsible to
see that a secretary is provided for the Board of Appeals meetings,
maintaining written transcripts of all meetings, facilitating
meetings, providing required information, etc.
Review proposed subdivisions for code compliance.
Performs the duties of a plans examiner or inspector, as needed.
DESIRES MINIMUM QUALIFICATIONS:
Education and Experience:
(A) Graduation from a standard senior high school or GED
equivalent;
(B) Two years of experience in general construction and
fields related to inspection, law enforcement, building inspection,
land use, public administration or a related field, or
(C) Any equivalent combination of education and experience.
Necessary knowledge, Skills and Abilities:
(A) Thorough knowledge of uniform building codes and
electrical codes, plumbing codes, mechanical codes, general
construction codes, and a thorough knowledge of carpentry;
Considerable knowledge in electrical work, carpentry work, cement
work, or plumbing, and skill in applying knowledge of national
uniform building codes, zoning, and land use applications.
(B) Some knowledge of code enforcement principles, practices
and methods as applicable to a municipal setting; working knowledge
of applicable laws, standards and regulations relating to various
land use, nuisance and public safety codes; working knowledge of
inspection techniques;
(C) Skill in operating the listed tools and equipment;
(D) Ability to establish effective working relationships with
contractors, developers, architects, engineers, owners, and the
general public; ability to read and understand complicated plans
and blueprints; ability to communicate effectively orally and in
writing;
(E) Ability to prepare, organize and maintain inspection
field data, reports and systems;
(F) Ability to analyze complex situations, problems and data,
and use sound judgment in drawing conclusions and making decisions;
(G) Ability to produce or obtain reports, graphs, charts,
photographs or the evidence or exhibits;
(H) Ability to handle stressful situations and effectively
deal with difficult or angry people.
SPECIAL REQUIREMENTS:
A. valid state driver's license, or ability to obtain one by start
of employment.
TOOLS AND EQUIPMENT USED:
Personal computer, including word processing and data base
software; motor vehicle; phone; ladder or scaffolding; tape
measure; mobile or portable radio, copy and fax machine.
PHYSICAL DEMANDS
The physical demands described here are representative of those
that must be met by an employee to successfully perform the
essential function of this job. Reasonable accommodations may be

Work is performed in both indoor and outdoor settings.
Considerable outdoor work is required in the inspection of various
land uses, construction sites, and other related uses. Hand-eye
coordination is necessary to operate computers and various pieces
of office equipment.
While performing the duties of this job, the employee is
occasionally required to stand; walk; talk or hear; use hands to
finger, handle, feel or operate objects, tools, or controls; and
reach with hands and arms. The employee is occasionally required
to sit, climb or balance; stoop, kneel, crouch, or crawl.
The employee must occasionally lift and/or move up to 50 pounds.
Specific vision abilities required by this job include close
vision, distance vision, color vision, peripheral vision, depth
perception, and the ability to adjust focus.

The work environment characteristics described here are

While performing the duties of this job, the employee occasionally
works in outside weather conditions. The employee occasionally
works near moving mechanical parts and in high, precarious places
and is occasionally exposed to wet and/or humid conditions, fumes
or airborne particles, toxic or caustic chemicals, risk of
electrical shock, and vibration. The noise level in the work
environment is usually moderate to loud.
