AN ORDINANCE AMENDING SECTION 7.050 OF THE
RIVERSIDE ZONING ORDINANCE REVISING THE APPROVAL PROCESS
RELATING TO BUILDING AND LANDSCAPING REQUIREMENTS
WHEREAS, the Riverside Board of Aldermen ("Board") desires, upon its own motion
pursuant to Section 18.010(1) of the Riverside Zoning Ordinance, to amend Section 7.050 of the
Riverside Zoning Ordinance to provide that the Zoning Enforcement Person may approve
exterior walls of a building and the Planning Commission may approve other finish materials
(the "Amendment");
WHEREAS, proper notice of the public hearing on the Amendment was given;
WHEREAS, the Board held a public hearing on December 17, 1996 regarding the
Amendment and the Board heard and considered all protests, objections and comments submitted
by any interested persons;
NOW, THEREFORE, be it ordained by the Board of Aldermen of Riverside, Missouri:
Section 1. Section 7.050 of the Riverside Zoning Ordinance is hereby repealed.
Section 2. Anew Section 7.050 of the Riverside Zoning Ordinance is hereby enacted to read
as follows:
5ection7.050 BUILDING AND LANDSCAPING
REQUIREMENTS
(1) EXTERIOR WALLS -FACADE.
(a) All exterior walls of a building or structure which are visible from any
road, street, highway or interstate highway shall be faced with brick
veneer, stone, glazed tile, or veneering or other similar finish material as
shall be approved by the Zoning Enforcement Person or the Planning
Commission. However, the Planning Commission may waive the
requirement for facade exterior if, in the Planning Commission's
discretion, there are extenuating circumstances that warrant such waiver,
such as the proposed appearance of the building presently under
construction, the appearance of the already existing surrounding buildings,
neighborhood characteristics, or such other circumstances that the
Planning Commission deems a necessity or a hardship.
(b) All exterior walls of a building or structure which are not visible from any
road, street, highway or interstate highway shall be painted so that no

unfinished, uncolored, undecorated exterior walls are visible. This shall
be approved by the Zoning Enforcement Person.
(2) LANDSCAPING AND SCREENING REGULATIONS. In this district, the
applicant shall be required to follow the Landscaping and Screening requirements
set forth in Chapter 10 -Landscaping and Screening.
(3) APPEARANCE. In addition to the above, any applicant within three hundred
(300) feet of any existing highway or street or within three hundred (300) feet of
any boundary of commercial or residential zoning shall provide a detailed
elevation (profile) of the outside of the building or structure which shall be
sufficiently definitive to assure the aesthetic development of the area.
(4) ROOFS. The following regulations shall apply to roofs within this district:
(a) The roof shall be structurally sound, tight, shall not admit rain, and
drainage shall be sufficient to carry water away from the roof.
(b) All downspouts and gutters shall be kept in good repair.
(c) Galvanized roofs are not permitted, except as provided by the Planning
Commission for accessory buildings.
(d) All roofs shall be constructed of materials of quality and appearance
approved by the Planning Commission.
Section 3. This ordinance shall take effect immediately.
