HomeMy WebLinkAbout2008-05-06Minutes of Regular Meeting of Board of Aldermen of City of Riverside, Missouri May 6, 2008 A regular meeting of the Board of Aldermen of the City of Riverside, Missouri, was held in the City Hall, of Riverside, Missouri, on May 6, 2008 at 6:30 p.m. Those in attendance were Mayor Kathy Rose, Aldermen Darata, Salyer, Hurt, Fuller and Super. Absent, Alderman Bruns. Also present were David Blackburn, City Administrator, Louise Rusick, City Clerk, Jane Hemy Executive Administration Assistant, Director of Public Safety, Greg Mills, Finance Officer, Domra Resz, Mike Duffy, Director of Community Development, Meredith Hauck, Coordinator of Communications and External Affairs and john McClelland, City Attorney. Motion for Alderman Fuller moved that the meeting go into closed session, pursuant to Closed Session RSMo 610.021(1) Legal and RSMo 610.021(2) Real Estate Issues, seconded by Alderman Darata, the vote was: Aye: Aldermen Salyer, Darata, Fuller, Super and Hurt. Absent: Alderman Bmns. Motion canies. Motion for Alderman Darata moved that the meeting go into open session, seconded by Open Session Alderman Hurt the vote was: at 8:50 p.m. Aye; Aldermen Darata, Fuller, Salyer, Hurt and Super. Absent: Alderman Bmns. Motion canies. Regular Meeting Mayor Rose called the meeting to order and Aldermen answering to roll call at 7:00 p.m. were Aldermen Salyer, Darata, Super, Fuller and Hurt. Alderman Bmns, absent. Minutes of Alderman Fuller moved to approve the minutes of April 1, 2008, Apr.l, 2008 seconded by Alderman Super, the vote was: Approved Aye: Aldermen Salyer, Darata, Fuller, Super and Hurt. Absent: Alderman Bmns. Motion canies. Minutes of Alderman Darata moved to approve the minutes of April 15, 2008, secouded by Apr. 15, 2008 Alderman Salyer, the vote was: Approved Aye: Aldermen Darata, Fuller, Salyer, Hurt and Super. Absent: Alderman Bruns. Motion canies. Minutes of Alderman Super moved to approve the minutes of April 22, 2008, seconded by Apr. 22, 2008 Alderman Hurt the vote was: Approaved Aye: Aldermen Super, Fuller, Salyer, Hurt and Darata. Absent: Alderman Bmns. Motion carries. Mins. 5/6/08 Visitor comments Irene Paulhe, 4700 Pehonella said she had low water pressure and David Blackbum said the water company has drained the water tower fox repair. Alderman Hurt said he had air in the line at his home and at fnst the water dribbled, but now has full pressure. Fire Marshall, Gordon Fowlston called Missouri American Water Company and said the tower is now full, but the tower is still not in use as the water is being tested. It will take 3-4 days to stop the suxgent. Mayor Mike Hanauer, Ciry of Houston Lake congratulated Mayor Rose and board members that were recently elected to the board. Mayor Hanauer mentioned the board, Chief Mills, City Administrator, City Clerk and the Ciry Staff saying they were wonderful people. The people from Houston Lake, Public Works and their council thanked the Board for the fire protection agreement and ordinance just recently passed by the City of Riverside and strengthening the relationship with both cities. Mayor Hanauer also thanked the board for a very much needed city maintenance buck. The donation provided the Ciry of Houston Lake to donate to the City of Tracy a much needed police car. Mayor Hanauer presented Mayor Rose with a resolution for the board of aldermen thanking them for their conhibutions to Houston Lake. Mayor Rose said Mayor Hanauer is a horticulturist and has been great to work with. David Blackbum also said Mayor Hanauer is always great to work with. City Administrator David said Emergency Management Coordinator, Mike Shelton has done a great comments job promoting the weather radios and they certainly have been useful lately. School speed limit signs have been put into place along Northwood Road and N W High Drive and enforcement of the 20 mph zone has begun. The Park Hill School district's channel 18 is featuring segments on the School Resource Officers in the District. The park cameras recently evaluated by David Blackbum, Greg Mills, Gary McMullin and Chris Skhnood seem appropriate to the city's needs. The next step will be to refine the equipment needs. David said they met with Kansas City Missouri staff and looked at how their system was conshucted, The Motorola cameras in the cars can transmit a signal up to 200 miles per hour. During Earth day week, the city handed out more than 300 ChicoBags to employees and community members and collected more than 1,200 plastic bags to be recycled. In April there were 3,063 visitors to the city website. From Febmary 2008 through Apri12008, MAST responded to 212 various call in the city. There were 1,368 accesses in April for the Healthy Citizen Initiative. Specific events coming up are the City Wide Garage Sale May 2 &3, Rollie' on the River Skate Compefition at Renner Brenner, May 3`a and the Senior Dance at the Community Center, 1 to 3 P.m. The garage sale might have been limited because of the weather. Mins. 5/6/08 Aldermen Super and Fuller were out helping with the cleanup and did a good job. Van Chevrolet's crew handed out bottles of water during the cleanup. David said a work session is needed for Northwood Road as there axe several issues. There has been a proposal to scour up the road to the top of the hill all the way down to the bottom of the hill and let the contractor take care of keeping it a tight roll up and grade out to maintain consistency for the whole road. After this is done, we need to look for some kind of mahrtenance of rep acemen o e asp a t. erman Hurt asked if there would be any kind of reimbursement from the contractor for tearing up the road. David Blackburn said that's not part of the contract, but this is why a work session is needed. Apri15`s through April 19t°, 971 people attended 41 events and classes at the Commutaity Center. David said final meetings are ongoing regarding tourism Facilities mahrtenance, mowing, street patching/repairs, miscellaneous sheet work, sweeping and signs took place. Also; grounds, baseball field care, fleet and building maintenance. During cleanup weekend, 18 residents brought iu 28 loads on Friday and 27 residents brought in 37 loads on Saturday. The budget timeline is March 12a' through June 1T". Many City Hall meetings with various businesses including MoDot were held from April 14`h through May 2"d. The Capital Improvements (CIP) update is in the packet for the board's review. Staff frainings are scheduled iu May for Donna with the Western Mo. GFOA, Court Clerk, Shayla Jones, MACA Conference. Jane, Meredith and Louise, advanced Laserfische Training. Meredith, PRSA, Building Effective Crisis Communication Plans. Landscaping work is continuing on Northwood Road Phase I. Site cleanup is going on at the Horizons Parkway South project. Continued fill and grading for the road way continues for the Horizons Parkway North project including poured concrete walls and deck for the RCB and poured pier footings for the bridge. Water line installation continues for Montebella. Dirt fill, grading, storm/sanitary installation, layout of pad sites. Building stmctures began at the Briarcliff project. Commurrity Develop- Mike Duffy said the Renner-Brenner Park drainage improvements are complete. ment Comments Thursday or Friday is the fmal walk through. Staff will be checking during storm events to make sure the drainage is working as intended. This project was to get water off the trail system and to be able to clear out the central part of the park. Mayor Rose said this project was part of the grant received from the county and the park looks `wonderful'. Twenty-five thousand dollars will be reimbursed by the county as part of the parks grant received. Absent: Alderman Bruns. Motion carries. Mayor's comments Mayor Rose said she was very impressed with the storm cleanup. Public Safety helped out Gladstone and this was very much appreciated .Public Works was like a well-oiled' machine and was out early Friday morning and said she is very proud for Public Works and Public Safety's work and they did a great job. The stop light Mins. 5/6/08 at the intersection was out and said she is glad to see it working again. The funcfion at the skateboard park, put together by Lori Rardeen on Saturday, hrcluded 75-85 kids participating and it was `great'. The kids were very well behaved. We need to do something else like that again. Mayor Rose thanked those employees that worked on the `Employee Banquet'. Aldermen Comments Alderman Salyer and Hurt expressed their gratitude to Public Safety and Public Works for `pullhrg together' afrer the recent storm. Alderman Hurt said the neighbors were very appreciative for limb pickup. Alderman Darata expressed the same and said the weather radios are worthwhile.
