AN ORDINANCE AMENDING THE CITY CODE BY ADDING A NEW SECTION 210.210
RELATING TO INTERFERENCE AND/OR ABUSE OF A POLICE SERVICE DOG
WHEREAS, the interference or causing of physical harm and/or abuse of the police
service dog is a potentially serious problem within the City of Riverside; and
WHEREAS, the Board of Aldermen find it is in the best interest of the citizens of the City
of Riverside to enact laws within the City which will provide for the protection of police service
dogs and the safety of their handlers;
NOW THEREFORE, BE IT ORDAINED BY THE BOARD OF ALDERMEN OF THE
CITY OF RIVERSIDE, MISSOURI, AS FOLLOWS:
SECTION 1— AMENDMENT OF THE CITY CODE BY ADDING A NEW SECTION
210.210. Title II Public Health, Safety and Welfare, Chapter 210 Offenses, Article III Offenses
:oncerning Administration of Justice of the Riverside City Code is hereby amended by adding a
new Section 210.210 to read as follows:
Section 210.210 — INTERFERENCE ANDIOR ABUSE �F A POLICE SERVICE
DOG
A. Definitions. As used in this section, the following terms shall mean:
1. A�ea of control means a vehicle, kennel, pen, enclosure or other surroundings in
which a police service dog is temporarily or regularly kept or maintained;
2. Handler means an officer of a law enforcement agency who has been trained in
law enforcement activities, performs law enforcement-related duties and uses a
police service dog in the performance of those duties;
3. Police service dog means any dog used by a law enforcement agency, which is
specially trained for law enforcement work to assist a law enforcement agency in
the performance of law enforcement duties.
B. It shall be unlawful to:
1. Cause bodily injury or death to a police service dog;
2. Engage in any conduct likely to cause bodily injury or death to a police service
dog;
3. Lay out, place or administer any poison, trap, substance or object which is likely
to cause bodily injury or death to a police service dog;
4. Taunt, torment, strike or otherwise assault a police service dog;
5. Throw any object or substance at, or in the path of, a police service dog;
6. InterFere with or obstruct a police service dog, or attempt such interference or
obstruction;
7. InterFere with a handler in such a manner as to inhibit, restrict or deprive the

, handler of his or her control of a police service dog;
8. Release a police service dog from its area of control, or to trespass within such
area;
9. Place any food, object, or substance into a police service dog's area of control
without the permission of the handler.
C. Dog bite - exemption from quarantine or other ordinances. A police service dog shall
be exempt from quarantine or other animal control ordinances if it bites any person
while under proper law enforcement supervision or routine veterinary care. In the
event of a bite, the Director of Public Safety and the police service dog's handler
shall make the police service dog available for examination by a licensed
Veterinarian at any reasonable time and location.
D. Exemption from other City Code requirements. A police service dog shall comply
with immunization requirements set forth in City Code; however, a police service
dog, while under proper law enforcement supervision, is exempt from all other
ordinances that usually apply to animals.
SECTION 3— REPEAL OF ORDINANCES IN CONFLICT. All ordinances or parts of
ordinances in conflict with this ordinance are hereby repealed.
SECTION 4— SEVERABILITY CLAUSE. The provisions of this ordinance are severable
and if any provision hereof is declared invalid, unconstitutional or unenforceable, such
determination shall not affect the validity of the remainder of this ordinance.
SECTION 5— EFFECTIVE DATE. This ordinance shall be in full force and effect from
and after the date of its passage and approval.
