HomeMy WebLinkAbout1042 Transystems Agreement BILL NO. 2010-066 ORDINANCE NO. ��'��-- AN ORDINANCE AMENDING THE AGREEMENT FOR ENGINEERING SERVICES WITH TRANSYSTEMS CORPORATION TO PROVIDE FOR AN EXPANDED SCOPE OF SERVICES IN CONNECTION WITH THE DESIGN OF 41 STREET FROM MATTOX ROAD TO HORIZONS PARKWAY AND SUCH ADDITIONAL SERVICES AS MAY BE NECESSARY OR DESIRED ALONG MATTOX ROAD WHEREAS, the City of Riverside, Missouri ("City") entered into an agreement with TranSystems Corporation ("TranSystems") for provision of survey, design and engineering services related to the construction of the I-635 and Van de Populier Interchange and Horizons Parkway pursuant to Ordinance 2003-24 (hereinafter the "AgreemenY'); and WHEREAS, there is a need to amend the Scope of Services under such agreement as set forth in Exhibit A attached hereto; and WHEREAS, the Board of Aldermen find it is in the best interest of the citizens of the City of Riverside to provide for such additional Services; NOW THEREFORE, BE IT ORDAINED BY THE BOARD OF ALDERMEN OF THE CITY OF RIVERSIDE, MISSOURI, AS FOLLOWS: SECTION 1— AMENDMENT APPROVED. Execution and delivery of an amended scope of services with TransSystems Corporation in substantially the form attached hereto as Exhibit A, in the amount of $224,140 is hereby approved, ratified and authorized as Supplement #5 to the Agreement. SECTION 2—AUTHORITY GRANTED. The Mayor, the City Administrator, the City Attorney and other appropriate City officials are hereby authorized to take any and all actions as may be deemed necessary or convenient to carry out and comply with the intent of this Ordinance and to execute and deliver for and on behalf of the City all certificates, instruments, agreements and other documents, as may be necessary or convenient to perform all matters herein authorized. The attached sketch oullines the designlsurvey project limits. The services that are listed below are spec�c tasks that will be completed by TranSystems Corporation. Items to be completed by our subconsultant are listed in the attachments. PROJECT LIMRS The project has two main tasks. The descrip6ons of these tasks are noted below and are delineated on the attached sketch. They include: 41rt Street IMattox Road to Horizons Parkwavl • Design of a new three lane roadway beginning approximately 700' south of the 43� SVeet I Mattox Road intersection and then continuing eastward to the first intersection of Horizons Parkway south of the BNSF Railroad bridge. Total length of the new roadway is anticipated to be approximately 1,800 feet. A topographic survey (including right of way limits, property ownershipllines and utilities) will also be made between the defined end points of the new roadway (300' on both of the line connecting these endpoints). Mattox Road • Centerline survey of Mattox Road from 200' north of ihe BNSF Railroad tracks to the existlng "S" curve south of the tracks (approximately 3,200 feet). Included in this centerline survey will be the locations of the existing utility mainlines within 50 feet of the centeriine (both sides). Also included will be the following topographic surveys (including right of way limits, property ownersllines and utilities): • Mattox Road (150' of centedine — both sides) between the following locations: • Northerly Right of Way of 43ro Street • Existing "S" curve south of the BNSF Railroad tracks along Mattox SCOPE OF SERVICES Upon receipt of an executed contract and your written Notice to Proceed, we propose to provide the following services: PHASE I- SCOPE OF SERVICES PRELIMINARY PLANS I RIGHT OF WAY PLANS TASKS 2000 — 2099: SURVEY ITEMS 415� Street (Mattox Road to Horizons Parkwavl: 2000 Coordinate and Management of the survey project. 2001 Coordinate, supplement and reestablishment of the Horizontal Control Datum tied to NAD 1983(HARN), Missouri State Plane Coordinate System, West Zone. Project Horizontal Control will be supplemented from the previous survey perFormed by TranSystems for Horizons Parkway Project 2002 Coordinate, supplement and reestablishment of the Vertical Control 6ed to NAVD 1988, Vertical Datum. Project Benchmarks will be supplemented from TranSystems Horizon Parkway project and new benchmarks will be established along the proposed corridor at Mattox and Horizons Parkway. 2003 Coordinate with utility companies for them to mark their main lines and facilities for verification along the project corridor belween Mattox and Horizons Parkway along the proposed 1800 feet roadway. 2004 Conduct topographical surveys to contain an approximate area of 25.5 acres for the proposed 41 � Street. The survey area will be along a proposed centerline for approximately 1800 linear feet for a width of 600 feet being beiween Mattox Road and Horizons Parkway. Survey features will include but not limited to utility loca6ons, pavement profiles and storm drainage structures with measure downs, natural ground elevations, flowlines of ditches and etc. 2005 Conduct, verify and update the existing ownership base map to define Existing Right of Way (ROW) and property lines to supplement the previous survey by TranSystems for Horizons Parkway. 2006 Conduct and prepare base map drawing accorcling to MoDOT Standards of planimetric features with a plot scale of 1 "=50'. 2007 Prelim�ary staking and Final location of ± 10 geotechnical borings drilled by subcontractor. Mattox Road: 2008 Coordinate and Management of the survey project. 2009 Coordinate, supplement and reestablishment of the Horizontal Control Datum tied to NAD 1983(HARN), Missouri State Plane Coordinate System, West Zone. Project Horizontal Control will be supplemented from the previous survey perfortned by TranSystems for Horizons Parkway Project. 2010 Coordinate, supplement and reestablishment of the Ver�cal Control tied to NAVD 1988, Vertical Dalum. Project Benchmarks will be supplemented from TranSystems Horizon Parkway project and new benchmarks will be established abng Mattox at an approximate interval of 1000' +l-. 2011 Coordinate with utility companies for them to mark their main lines and facilities for verification along the project corridor of Mattox Road. 2012 Conduct topographical surveys to contain an approximate area of 10.4 acres along Mattox Road. The survey area will be along Mattox Road for 1,500 linear feet at a width of 300 feet. Centerline shots with utili6es will also be gathered north of 43b Street for approximately 1900 feet and terminating at 200 feet north of the existing railroad crossing. Survey features will include but not limited to utility locations, pavement profiles and storm drainage structures with measure downs, natural ground eleva6ons, flowlines of ditches and etc. 2013 Conduct, verify and update the existing ownership base map to define Existing Right of Way (ROV1� and property lines to supplement the previous survey by TranSystems for Horizons Parkway. 2014 Conduct and prepare base map drewing accorcling to MoDOT Standards of planimetric features with a plot scale of 1"=50'. TASKS 2100 — 2299: ROADWAY ITEMS 41s� Street (Mattox Road to Horizons Parkwav): 2100 Final'¢e design criteria and review with City. 2101 Coordinate preparation of final project base map with surveyors and establish layout of plan sheets. 2102 Establish final roadway typical sections. Review with City. Write MicroStation criteria files. 2103 Design horizontal alignment. 2104 Design vertical alignment. 2105 Design layout of intersectrons (2). 2106 Review Pond Pack drainage data files and model received from Continental Engineering (dated 8-1 &2006). 2107 Calculate drainage areas for all proposed swales, cross road pipes, curb inlets and box cuNerts. 2108 Layout overall stortn sewer plan. Size inlets, manholes, stortn pipes and cross road structures. Design ditches and swales in areas not draining to curb inlets. 2109 Design permanent erosion conVol measures at outlets of storm sewer pipes. 2110 Define preliminary cross sections and make adjustments to slopes to minimize impacts on adjacent lands. 2111 Meet with City to discuss preliminary findings prior to establishing right af way and easement limits. 2112 Define new right of way, pertnanent drainage and temporary easement lines. 2113 Assist in the development of the preliminary construction sequencing plan for City review. 2114 Prepare the following preliminary plans (22" X 34" Sheets): . Include tie-in alignments with 41 s� SUeet and with driveway of the exis6ng business. 2155 Calculate drainage areas for all proposed swales (east side) and cross road pipes at low point (approximately 350' south of 43b Street) between 43b Street and 41� Street (Note — no curb inlets or box cuNerts will be designed on Mattox). 2156 Layout overall storm sewer plan. TASKS 24Q0 — 2499: TRAFFIC ITEMS 41st Street (Mattox Road to Horizons Parkwavl: LIGHTING: Conventional street lighting will be designed along the length of 416' Street. 2400 Prepare base plan sheets (1"=50'). 2401 Coordinate electrical service with local utility to detertnine service locafions. 2402 Conduct photometric analyses of roadway and intersections to determine pole spacing and Iceation. Mounting height, fi�ure types, and pole spacing will match current fi�ures on Horizons Parkway. 2403 Develop conceptual layouts of pole locations. 2404 Submit conceptual layout to City for review. Attend one review meeting. 2405 Prepare preliminary plans wnsistent with the practices of City. Plan sheets for lighting will include: • Plan (Layout) Sheets showing pole locations and conduit routing. • Quantity Sheet (no quanti�es on sheets for preliminary plans) 2406 Submit preliminary plans, attend one review meeting. PAVEMENT MARKINGS: These services include the design of pavement markings within the project limits. City or MoDOT standard specifications will be util¢ed. 2407 Prepare base plans (1"=50') to illustrate pavement markings. 2408 Develop conceptual layout of pavement markings. The layout would be primarily descriptive of the design intent. 2409 Submit conceptual layout to the City for review, attend one review meeting. 2410 Prepare preliminary plans consistent with the practices of the City or MoDOT. Plan sheets for pavement marking will include: • Plan (Layout) Sheets • Quantitles Sheets (no quantities on sheets for preliminary plans) 2411 Submit preliminary plans, attend one review meeting. SIGNING: These services include the design of conventional signing vuithin the project limits. A conventional sign is generally considered one that can be found in the MUTCD and Highway Sign Manual and is typically ground mounted with standard posts. Examples include stop signs, speed limit signs, and lane use control signs, etc. The total number of signs assumed to be included in this project: Total Signs - 25 It is assumed that no special mounting methods will be necessary. No special sign layouts or sign cross sections are assumed. 2412 Prepare base plans (1"=50') to illustrate sign locations. 2413 Develop conceptual layout of signing. The layout would be primarily descriptive of the design intent. 2414 Submit conceptual layout to the City for review, attend one review meeting. 2415 Prepare preliminary plans consistent with the practices of City. Plan sheets for signs will include: • Plan (Layout) Sheets • Quantities Sheets (no quanti6es on sheets for preliminary plans) • Standard Detail Sheets 2416 Submit preliminary plans, attend one review meeting. WORK ZONE TRAFFIC CONTROL: These services include developing a concept, preliminary and final plans for fhe intended work zone traffic control on the project. The concept phase will include identifying construction sequencing and the general strategy for handling traffic. The preliminary plan services include refinement of the general construction sequencing. The final plan services included the development of detailed traffic control plans. It is assumed that • there will only be one main phase of construcbon • traffic will be carried through consWction on Van de Populier Road north of proposed 41 st Street, but may be reduced to one lane in each direction during working hours • traffic will be closed on Van de Populier Road south of proposed 41st SVeet (no detour route posted) • traffic will be closed on Mattox Road (no detour route posted) • no temporary asphalt pavement is required to maintain access to Van de Populier Road 2417 Develop concept plan identifying construction sequencing and the general strategy for handling traffic. 2418 Submit conceptual plan to City for review, attend one review meeting. 2419 Prepare base plan (1 °=100') for illustrating an overview of the traffic-handling plan during construction. 2420 Prepare preliminary plan(s) for the traffic handling during consVuction on the project. 2421 Submit preliminary plans, attend one review meeting. TASKS 2500 — 2599: ENVIRONMENTAL ITEMS 41s' Street (Mattox Road to Horizons Parkwav) and Mattox Road: NOTE: All Environmental work has been grouped into the Phase I portion of the project due to the "global" nature of the permimng process and the difficulty of separating review meetings into separate projects. 2500 Preliminary Environmental Scan TranSystems will perfortn a preliminary environmental scan and prepare an environmental issues report for the following items: • Threatened or Endangered Species. • Water Quality Impacts (aquifers, streams, weUands, 401 Certification). • Pertnits (404, Na6onal Pollutant Discharge Elimination System (NPDES)). • Historic and Archaeological Preservation (Section 106 Certification Process). • Section 4(� and Section 6(�: (4(� - public parks, wildlife refuges, historic properties, 6(� - Land and Water Conserva6on Fund Act (LWCF) properties. • Determination of the proposed projects inclusion within the Mid-America Regional Council (MARC) Master Plan conceming Air Quality Impacts. The report will provide recommendations on sensitive areasffeatures of the proposed consWction corridor as well as identification of permits and other documentation that will be needed for approval of the project. It is anticipated that clearances/approvalslpermits may be required under the following regulations: • Section 106 of the National Historic Preservation Act • Section 401 (water quality) of the Clean Water Act • Section 402 (NPDES) of the Clean Water Act 2501 Threatened and Endangered Species Review: Section 7 of the Endangered Species Act requires coordinaGon with the USFWS on all activifies involving federal funds or requiring a federal permit. TranSystems will detertnine whether Federal or State-listed threatened and endangered species or their habitat are present and may be affected by the proposed project. These results will be presented at the Pre-Apphcatan Meeting with the USACE; however the TranSystems scope of work dces not include exhaustive, species-specific investigations or wildlife mitigation plans that may be required by Missouri Deparfment of Conservation (MDC). • Review of background studies (in-office review of resource material). • Provide coordination letters to the USFWS and the MDC. 2502 Cultural Resources Review:: Section 106 of the Historic Preservation Act requires coorclination with the Missouri Department of Natural Resources State Historic Preservation Office (MDNR SHPO) on all activi6es involving federal funds or requiring a federal permit. TranSystems will perfortn the following tasks necessary to determine the potential for project impact to historic, cultural and archaeological resources. • Contact MDNR SHPO for project review. Since the presence of significant historic, archaeological and/or cultural resources cannot be determined prior to wordina6on with MDNR SHPO and perFortnance of an on-site survey, this task does not include Phase I or Phase II activities, and assumes that clearance will be obtained after correspondence with MDNR SHPO. 2503 NPDES Notice of Intent for General Pertnit: The Na6onal Pollution Discharge Elimination System requirements for consUuc6on activities require permits to eliminatel control storm water discharges due to construction grading operations. TranSystems tasks will include preparation and submittal of NPDES Notice of Intent for General Pertnit and the corresponding Erosion Control Plan (ECP) and the initial Stortn Water Pollution Prevention Plan (SWPPP). The NPDES Generel Construction Permft will be submitted to MDNR. 2504 Project environmental administration. Plans will be prepared on 22" x 34" sheets to MoDOT standards, except as noted in scope. Scales noted are for 22" x 34" sheets, however, plans wiil be provided on 11" x 17" sheets, as requested. 2. The Ciry will obtain all landowner permissions for the following tasks a. Allow surveyors to complete base mapping information and location of right-of-way monuments. b. Allow for environmental investigations (cultural, endangered species, etc.) 3. City reviews for the preliminary, right of way and final plans will take t week. 4. Construction phase services (including shop drawing review and construction observation) will be negotiated once the final improvements have been detertnined. 5. Printing of full size sets forthe successful Contractor is not included in this scope. 6. There will be no Public Informa6on meetings nor any formal presentations to the Boarcl of Aldermen. 7. All plan sheets will be in Missouri Department of Transportation format (to match rest of street construction pians in the area). 8. Bid documents will not be printed. They will be distributed to potential bidders electronically by way of the INDOX plan room. 9. A copy of the latest edition of the City's "Front-end" documents to the specifications will be given to TranSystems in a Microsoft Word electronic file. This file will be modified by TranSystems for this project (utilizing the "track changes" feature) and will be sent to the City for review prior to inclusion in to the final bid documents. 10. Electronic files of the project basemap, if requested by the Utilities and approved by the City, will be delivered only once in one fortnat (i.e. either AutoCAD or MicroStation). 11. "As Constrvcted" drewings are not part of this scope of services. 12. The plans for the sanitary sewer (running parallel to and on the south side of 415� Street) will be completed by Olson and Associates. Plans and specifications will be inserted into the 415� Street bid documents. Olson and Associates will be responsible for the approval process of these plans with the City of Kansas City, Missouri (including any required signatures on any of the plan sheets). Survey: 13. The Horizontal Datum is tied to previous datum set by TranSystems in the survey for Horizons Parkway and referenced to (NAD 1983 HARN), Missouri West Zone). 14. The Vertical Datum is tied to previous datum set by TranSystems in the survey for Horizons Parkway and referenced to (NAVD 1988). 15. The coordination and marking from Missouri One-Call for all utilities on the projects will be marked for the surveyors to locate without any delay or problems. 16. No Coordination with Buriington Northem Santa Fe is anticipated for this project for marking of signal lines, Right- of-Entry for topographic survey along the Railroad Right of Way and no flagman costs are included within our costs. 17. Topographical surveys would only be completed for each project separately and will include, but not limited to utiliry IocaGons, pavement profiles, railroad crossing, drainage structures, natural ground elevations including breaklines, trees 6° diameter or larger, and etc. 18. Conduct, prepare, verification and update of Existing Ownership Base Map to properly show the Existing Right of Way and property lines. New TiUe Reports will be needed for each portion of the project and has an es6mation of 6 total parcels. TiUe Reports (Ownerships, Easements and Encumbrances) will be ordered by a Title company of TranSystems choice. 19. The planimetric drawing (Base Map) will be prepared by the new survey data acquired for these two projects. TranSystems will prepare the existing base map to a plot scale of 1"=50' and according to MoDOT Standards by TranSystems. 20. Geotechnical Borings would have two visits to the projects 1) Preliminary staking of boring locations and 2) Final location of actual boring locations. Approximately t 10 borings on the proposed 41 s� Street project is included within our scope of services. 21. Right of Way dedications and Easement preparation is not anticipated for this project and is not included within our scope of services. 22. Right of Way monumentation, Property monumentation and Final Subdivision Platting is not included within our scope of services. TranSystems can provide these services for an additional fee that would be negotiated with the client. Roadway: 23. All borrow material will be "Contractor Fumished". 24. Once the "Typical Sections" have been approved no additional modifications will be made. This includes variables such as median swales, raised roadways, etc. 25. Pavement will be asphalt. No "Altemate Pavement Section" (i.e. concrete) will be designedCndicated. 26. APWA Standards and specifications will be utilized. APWA Standard Drawings will be referenced but will not be included in the plans set (website reference where they can be downloaded will be included in general notes). 27. It is not anticipated that 41 s� street will be landscapedfirrigated therefore no underdrain designs or detailing have been included in this scope. 28. Fencing will not be required. SYNCfUral: 29. MoDOT will not be involved in any reviews or approvals for the preliminary or final design of culverts. 30. All preliminary plans will conform to MoDOT Engineering Policy Guide (EPG) requirements. 31. MoDOT Construction Specifications will be used as the goveming specifications for all culverts and will be supplemented by Special Provisions. 32. Final Design for all culverts included in this project will confortn to the latest MoDOT EPG requirements, as well as the requirements of the current edition, and latest interims of the AASHTO LRFD Spec�cations for Highway Bridges. Traffic: 33. All traffic standard detail sheets will be MoDOT standard sheets except as specifically noted in this scope of services. 34. All traffic specifications will be MoDOT or APWA standard specifications unless otherwise indicated herein. 35. All available as-built drawings and other informafion will be delivered to TranSystems at the kick-off meeting. 36. Street lighting plans will show pole location, foundation type, and conduit type and location only. Contractor will be responsible for installation of pole foundation and conduit only. 37. Pole and fixture type will be shown for KCPL's information. KCPL will install pole and fixture assemblies, cable, and connection to power sources. 38. Quantities will include pole foundations and conduit; pole assembly and luminaire quantities will be included for informafion only. Cost estimate will only include pole foundations and conduit. 39. No special guide signs are included on the project. 40. No traffic signals are included on this project. If requested by the City, a scope of services and fee proposal will be prepared to evaluate MUTCD warrants for the use of traffic signal control at the 41st Street and Horizons Parkway intersection. If signal control is warranted, design services will be negotiated. 41. Work zone traffic control components consist of the configuration of conventional traffic control devices. Items such as ITS design, non-standard streeUhighway signage, and any roadway design work are not included in our scope of services and budget 42. No traffic signals are included on this project. There will be no wetland determinations or mitigations since it is our understanding that the City has mitigated all wellands that are within the Horizons Development area. 46. An initial Storm Water Pollutlon Prevention Pian (SWPPP) will be prepared. It will be the responsibility of the construction contractor to maintain this SWPPP as per their means and methods of construction. 47. The City of Riverside will be responsible for ail permit fees. 48. No additional air quality or noise studies will be necessary. Comqensation For services described in the scope of services above TranSystems will be reimbursed for labor and expenses using the standard hourly indicated on Exhibit B. The maximum compensation for this scope of services is estimated to be $224,140.00. Detailed summaries of our estimate of hours and fees are attached as Exhibit A1 for your convenience and review. SCOPE OF SERVICES Utility Locations/Access Terracon will contact a utility locate service to have underground public utility lines located and marked. Terracon understands borings will be staked by TranSystems and access to boring locations may require Terracon to traverse properly owned by others. TranSystems will contact other property owner(s) for permission to allow Terracon access to boring locations. Boring Locations/Elevations Terracon will consult with TranSystems to determine locations where borings are to be performed. Terracon unde�stands TranSystems will determine locations and elevations of exploratory borings by survey. If a boring is offset from the staked location, Terracon will mark the offset location so it can be surveyed again by TranSystems Subsurface Exploration Procedures Borings conducted along the roadway alignment and potential adjacent borrow areas will be about 15 feet deep. The boring at the RCB may be somewhat deeper. Samples of the soils will be obtained using thin-walled tubes and/or a split barrel sampler at 2.5-foot intervals in the top 5 feet and at 5-foot intervals thereafter. Laboratory Test Procedures In the laboratory, unconfined compression or calibrated penetrometer, water content, and dry density tests will be performed on representative samples extracted from the thin-walled tubes. Water content and, where appropriate, calibrated penetrometer tests wili be pertormed on split- barrel samples. Soil samples wili be visuaily classified in accordance with the Unified Soil Classification System (USCS). Atterberg Limit tests (LL, PL), grain size analyses, and moisture density tests will be performed on selected samples to determine physical index properties. Geotechnical Engineering After completion of expioration and laboratory testing, the data would be correlated and boring logs will be developed. Professional opinions and recommendations will be presented in a Geotechnical Engineering Report prepared by or under the supervision of a registered professional engineer licensed in Missouri. The geotechnical report will contain a description of the project, a summary of the drilling, sampling, and testing procedures, logs of the borings and recommendations concerning: • Asphalt pavement thickness based on TranSystems-provided traffic data • Pavement subgrade preparation requirements including possible stabilization alternatives • Compaction requirements • Minimum side slopes for embankments • Suitability of existing soil to be utilized as embankment • Matetial descriptions and classifications applicable to off-site borrow materials 1('�rracon EXHIBIT C.
