HomeMy WebLinkAbout2010-11-16 MINUTES REGULAR MEETING BOARD OF ALDERMEN RIVERSIDE, MISSOURI Tuesday, November 16, 2010 7:00 p.m. The Board of Aldermen for the City of Riverside, Missouri, met for a work session in the Board of Aldermen Chambers at City Hall, 2950 NW Vivion Road, Riverside, Missouri, on Tuesday, November 16, 2010. Mayor Rose called the meeting to order at 7:�0 p.m. Those in attendance were Mayor Kathy Rose, Aldermen Bernie Bruns, Brad Cope, Mike Fuller, David Hurt, Aaron Thatcher and Ron Super. Also present were City Administrator David Blackburn, City Attorney Nancy Thompson, City Clerk Robin Littrell, Community Development Director Mike Duffy, Community Relations Director Meredith Hauck, Capital Projects Engineer Travis Hoover, Public Safety Director Greg Mills, Community Development Assistant Sarah Wagner, Public Works Director Tom Wooddell, Finance Director ponna Resz, and Attorney Joe Bednar. PLEDGE OF ALLEGIANCE Mayor Rose led the Pledge of Allegiance. INTRODUCTIONS Mayor Rose introduced Matt Pennington from Troop 214 of Liberty, he is Dave Hurt's grandson and is here to observe the meeting, working toward a citizenship badge. We aiso have Cub Scouts Ross Phillips and Jacob Bruns from Troop 51 out of the Riverside/Park Hill area. Thank you for being a part of this meeting. Representative Elect Ron Schieber was welcomed and given the opportunity to speak. He stated how he was gratefui for the leadership in Riverside and is looking forward to working with the Mayor and Board. PUBLIC COMMENT None. Alderman Super requested that Resolution-2010-082 be withdrawn from the Consent Agenda for discussion. CONSENT AGENDA Alderman Hurt moved to adopt the Consent Agenda, second by Alderman Thatcher. Yes: Hurt, Thatcher, Cope, Super, Fuller, and Bruns. Motion carried 6-0. l f MINUTES OF 11-01-10 Alderman Hurt moved to approve the minutes of November 1, 2010, second by Alderman Thatcher. Yes: Hurt, Thatcher, Cope, Super, Fuller, and Bruns. Motion carried 6-0. Motion Approve Court Alderman Hurt moved to approve the October 2010 Court Report October 2010 Report, second by Alderman Thatcher. Yes: Hurt, Thatcher, Cope, Super, Fuller, and Bruns. Motion carried 6-0. Resolution 2010-078 Alderman Hurt moved to approve Resolution 2010-078, Bill Pay authorizing the expenditure of funds out of the City Treasury for weeks ending November 5` and November 12` second by Alderman Thatcher. Yes: Hurt, Thatcher, Cope, Super, Fu�ler, and Bruns. Motion carried 6-0. Resolution 2010-079 Alderman Hurt moved to approve Resolution 2010-079, aHa Website Redesign awarding bid for the website redesign to aHa Consulting, Inc., second by Alderman Thatcher. Yes: Hurt, Thatcher, Super, Cope, Fuller, and Bruns. Motion carried 6-0. Resolution 2010-080 Alderman Hurt moved to approve Resolution 2010-080, Windstream T1 Line awarding bid for the supplemental T1 Phone line to Windstream, second by Alderman Thatcher. Yes: Hurt, Thatcher, Super, Cope, Fuller, and Bruns. Motion carried 6-0. Resolution 2010-081 Alderman Hurt moved to approve Resolution 2010-081, Phase II Northwood Road awarding bid for Phase II of Northwood Road Improvements Project to Max Rieke Brothers, Inc., second by Alderman Thatcher. Yes: Hurt, Thatcher, Super, Cope, Fuller, and Bruns. Motion carried 6-0. REGULAR AGENDA Resolution 2010-082 Following clarification on the irrigation bid by City Engineer Irrigation Bid Argosy Parkway Hoover, Alderman Bruns moved to approve Resolution 2010-- 082, awarding bid for construction of irrigation on Argosy Casino Parkway North Project to Signature Irrigation, second by Alderman Cope. Yes: Bruns, Cope, Fuller, Super, Thatcher, and Hurt. Motion carried 6-0 2 Resolution 2010-083 Mayor Rose explained the details of the contract as discussed 2011 Town & Country Service with the Sustainability Committee and how important the education will be for the January 1, 2011 start date with Town and Country Disposal Services. Alderman Thatcher moved to approve Resolution 2010-083, authorizing the contract with Town & Country Disposal of Western Missouri, Inc., second by Alderman Cope. Yes: Thatcher, Cope, Bruns, Hurt, Super, and Fuller. Motion carried 6-0. Bill No. 2010-064 Public Safety Director Mills stated the desire to have said Liberty Mutual Police Aid ordinance in place as a continuation of process started a few months ago to update agreements with neighboring cities. Alderman Fuller moved to accept first reading and place Bill No. 2010-064 on second and final reading, second by Alderman Thatcher. Yes: Fuller, Thatcher, Super, Cope, Bruns, and Hurt. Motion carried 6-0. Alderman Bruns moved to approve Bill 2010-064 and enact said bill as ordinance, second by Alderman Cope. Yes: Bruns, Cope, Hurt, Thatcher, Fuller, and Super. Motion carried 6-0. Bill No. 2010-065 City attorney Nancy Thompson gave details of the agreement in Cooperative with KC MO the packet and that there may be a few minor corrections for the Northwood Road Project final document. Alderman Thatcher moved to accept first reading and place Bill No. 2010-065 on second and final reading, second by Alderman Cope. Yes: Thatcher, Cope, Bruns, Super, Hurt, and Fuller. Motion carried 6-0. Alderman Cope moved to approve Bill 2010-065 and enact said bill as ordinance, second by Alderman Bruns. Yes: Cope, Bruns, Thatcher, Fuller, Hurt, and Super. Motion carried 6-0 CITY ADMINISTRATOR City Administrator David Blackburn explained the opening filing dates for the April 5`" Election begins on December 14 and runs through January 18 Ribbon cutting for the Argosy Casino Bridge is Friday, November 19' at 1:30 p.m. ADMINISTRATION No Report. COMMUNITY DEVELOPMENT Community Development Director Mike Duffy reported to the Mayor and Board that the former RTI Trucking building has been leased by First Student Transportation Services. There wiil be a dispatcher on site as an employee there. We are going to ask them to apply for a special use permit. 3 ENGINEERING City Engineer Travis Hoover reported the traffic study will be presented on November 30` The Mayor asked why the school zone in Riverside on High Drive is 20 and not 25 like other school zones. The speed limits will be reviewed. The Northwood Road Project is moving along. They are working on utilities at this time and a schedule will be presented to the Board soon for the entire project. Travis supplied further clarification on the irrigation resolution. FINANCE No Report. PUBLIC SAFETY No Report. PUBLIC WORKS The Mayor explained to Public Works Director Tom Wooddell that there is some work on the trail needed to straighten some trees that are leaning. Discussion of the fountain at Linear Park and the waterFalls in the city. PARKS 8 RECREATION Community Relations Director Meredith Hauck reported the results of the Shred and Waste Event on Saturday. Sixty cars were received and 28 trees were saved. The next event is scheduled for April 16, 2011. LEVEE BOARD REPORT Alderman Hurt reported the next meeting for the Levee Board is Thursday, November 1g` MAYOR'S DISCUSSION I was very impressed with our Shred Event. The residents were very appreciative to have these services available. I also appreciate Meredith, Nancy Harper, and Jenny Johnston for their hard work in the cold weather to make this event a success! BOARD OF ALDERMEN Alderman Super — More kudos to Public Works for their work on COMMENTS keeping leaves cleaned from the streets with the new street sweeper. He and Tom Wooddell have traveled the streets to view tree overhangs and right-of-ways that may need addressed in the future. Alderman Fuller — I would like to thank Travis for getting the connection to the neighborhood trail completed. It looks great. Alderman Bruns — I appreciated the Shred Event, our contribution I alone probably saved 2 trees. I would also like to know if there has been any progress on the plagues for the walking trail. Community Development Director Duffy said that is a task to be , ready during the spring months, they are working on this in � conjunction with some other signage. He also asked if there was a way to acquire the old St. Mary's Hospital sign to be integrated 4 ,� along a trail also. Duffy replied that the city would I�ok into that possibility. Alderman Cope — Nothing to report. Alderman Thatcher— I had the opportunity to give a presentation to the South Platte Rotary and I wanted to thank Meredith, Nancy and Mike for helping me get the information gathered. The Rotary would �ike to volunteer more in our city. Alderman Hurt — I only have a general comment on the funeral in Weston, Missouri last week. The town's people and area veterans filled all parking places and made the statement loud and clear to the Rev. Phelps group who protests funerals for soldiers, that they were not welcome in the Weston community. Hats off to that community. BREAK @ 7:36 P.M. MOTION TO ENTER INTO Alderman Bruns moved that the meeting go into closed CLOSED @ 7:45 P.M. session pursuant to RSMo 610.021 (1) Legal actions, litigation, or privileged communications, RSMo 610.021(2) Leasing, purchase or sale of real estate by a public governmental body, 610.021(3) Hiring, firing, disciplining or promoting a particular employee, when personal information about the employee is I discussed, RSMo 610.021 (12) Sealed bids and related documents, until the bids are opened and contract is executed, or all are rejected, second by Alderman Thatcher. Yes: Bruns, Thatcher, Super, Fuller, Cope, and Hurt. Motion carried 6-0. MOTION TO ADJOURN Alderman Thatcher moved that closed session be adjourned at CLOSED @ 10:37 P.M. 10:37 p.m. with action taken, second by Alderman Fuller.
