SPECIAL MEETING
BOARD OF ALDERMEN
RIVERSIDE, MISSOURI
Tuesday, November 30, 2010
6:00 p.m.
The Board of Aldermen for the City of Riverside, Missouri, met for a special session in the
Board of Aldermen Chambers at City Hall, 2950 NW Vivion Road, Riverside, Missouri, on
Tuesday, November 30, 2010.
Mayor Rose called the special session to order at 6:03 p.m. Those in attendance were Mayor
Kathy Rose, Aldermen Ron Super, Bernie Bruns, Mike Fuller, David Hurt, Aaron Thatcher,
and Brad Cope.
Also present were City Administrator David Blackburn, City Attorney Nancy Thompson, City
Clerk Robin Littrell, Community Development Director Mike Duffy, Community Relations
Director Meredith Hauck, City Engineer Travis Hoover, and Finance Director ponna Resz.
MOTION TO ENTER INTO Aiderman Thatcher moved that the meeting go into closed
CLOSED @ 6:U3 P.M. session pursuant to RSMo 610.021 (1) Legal actions, litigation,
or privileged communications, RSMo 610.021 (2) Leasing,
purchase or sale of real estate by a public governmental body,
and RSMo 610.021 (12) Sealed bids and related documents,
until the bids are opened and contract is executed, or all are
rejected, second by Alderman Bruns.
Yes: Thatcher, Bruns, Cope, Fuller, Super, and Hurt.
Motion carried 6-0.
MOTION TO ADJOURN Alderman Fuller moved that the closed session be adjourned at
CLOSED @ 7:25 P.M. 7:25 p.m. with no action taken and to continue closed session
following open session, second by Alderman Super.
Yes: Fuller, Super, Thatcher, Bruns, Hurt, and Cope.
Motion carried 6-0.
BLAST 2011 DISCUSSION Community Relations Director Meredith Hauck presented options
for location, date, firework display, and opportunities for residents.
Following questions and input from the Mayor and Board, it was
decided to do further research and discuss further at the
December 7 th meeting.
TRAFFIC STUDY Darren Hennen and Shannon Jeffries with Olsson and Associates
gave a power point presentation to cover the highlights of their
findings for the traffic study of Riverside. Time was allowed for
questions, comments, and discussions.

Resolution 2010-084 City Engineer Travis Hoover explained this goes along with
RR Crossing Resurfacing the Quiet Zone Project that was brought to the Board a month ago
and BNSF is requesting this installation. Alderman Hurt moved to
approve Resolution 2010-084, an agreement with BNSF to
resurface the crossing at Mattox Road, second by Aiderman
Bruns.
Yes: Hurt, Bruns, Fuller, Thatcher, and Cope.
No: Super
Motion carried 5-1.
Resolution 2010-087 City Attorney Nancy Thompson briefed the Board on details of this
Purchase of Property from IDA issue. Alderman Bruns moved to approve Resolution 2010-087,
purchasing property from the IDA, second by Alderman Thatcher.
Yes: Bruns, Thatcher, Fuller, Super, Cope, and Hurt.
Motion carried 6-0.
Resolution 2010-085 Community Development Director Mike Duffy provided details
4101 Mattox Road Purchase of this purchase to the Board. Thatcher moved to approve
Resolution 2010-085 authorizing purchase of property, second by
Alderman Fuller.
Yes: Thatcher, Fuller, Bruns, Super, Cope, and Hurt.
Motion carried 6-0.
Resolution 2010-086 Alderman Thatcher moved to approve Resolution 2010-086,
4300 Van De Populier authorizing real estate contract with Wesley and Carol Seyller,
second by Alderman Fuller.
Yes: Thatcher, Fuller, Cope, Super, Bruns, and Hurt.
Motion carried 6-0.
Bill No. 2010-066 Community Development Director Mike Duffy gave details of the
Amend TranSystems financing for the improvements and answered inquiries from the
Board and Mayor. Alderman Thatcher moved to accept first
reading and place Bill No. 2010-066 on second and finai reading,
second by Alderman Bruns.
Yes: Thatcher, Bruns, Hurt, Cope, and Fuller.
No: Super
Motion carried 5-1.
Alderman Hurt moved to approve Bill 2010-066 and enact said bill
as ordinance, second by Alderman Fuller.
Yes: Hurt, Fuller, Thatcher, Cope, and Bruns.
No: Super.
Motion carried 5-1.

Bill No. 2010-067 City Attorney Nancy Thompson explained purpose of having Brian
Special Counsel Brian Hall Hall's assistance upon request of the Mayor, to help with
Gatewood's and other real estate transactions relating to projects
at hand for the City. Alderman Hurt moved to accept first
reading and place Bill No. 2010-067 on second and final reading,
second by Alderman Super.
Yes: Hurt, Super, Thatcher, Cope, Bruns, and Fuller.
Motion carried 6-0.
Alderman Thatcher moved to approve Bill 2010-067 and enact
said bill as ordinance, second by Alderman Bruns.
Yes: Thatcher, Bruns, Hurt, Fuller, Cope, and Super.
Motion carried 6-0.
MOTION TO ENTER INTO Alderman Fuller moved that the meeting go back into closed
CLOSED @ 8:45.M. session at 8:45 p.m. pursuant to RSMo 610.021 (1) Legal
actions, litigation, or privileged communications, RSMo
610.021(2) Leasing, purchase or sale of real estate by a public
governmental body, and RSMo 610.021 (12) Sealed bids and
related documents, until the bids are opened and contract is
executed, or all are rejected, second by Alderman Thatcher.
Yes: Fuller, Thatcher, Super, Cope, Hurt, and Bruns.
Motion carried 6-0.
MOTION TO ADJOURN Alderman Thatcher moved that the closed session be adjourned
CLOSED @ 9:22 P.M. at 9:22 p.m. with no action taken, second by Alderman Super.
Yes: Thatcher, Super, Hurt, Bruns, Cope, and Fuiler.
Motion carried 6-0.
MOTION TO ADJOURN Alderman Hurt moved to adjourn the meeting at 9:23 p.m.,
second by Alderman Super.
Yes: Hurt, Super, Fuller, Thatcher, Bruns, and Cope.
