A RESOLUTION AWARDING THE BID FOR INSTALLATION OF LANDSCAPING ON
ARGOSY CASINO PARKWAY NORTH PROJECT TO EMBASSY LAWN AND
LANDSCAPING, INC., AND AUTHORIZING A CONTRACT IN THE AMOUNT OF $277,560.61
FOR SUCH PURPOSES
WHEREAS, Embassy Lawn and Landscaping, Inc. along with 5 other companies submitted
a proposal for installation of landscaping along Argosy Casino Parkway and the proposal submitted
by Embassy Lawn and Landscaping, Inc. in the amount of $277,560.61 has been evaluated and
recommended as the most advantageous proposal for performance of the project; and
WHEREAS, the Board of Aldermen find it is in the best interest of the City to enter into a
contract with Embassy Lawn and Landscaping, Inc. to perform such project;
NOW THEREFORE, BE IT RESOLVED BY THE BOARD OF ALDERMEN OF THE
CITY OF RIVERSIDE, MISSOURI, AS FOLLOWS:
THAT the proposal of Embassy Lawn and Landscaping, Inc. for the installation of the
landscaping for the Argosy Parkway North Project in the amount of $277,560.61 is hereby
accepted and approved; and
FURTHER THAT an agreement by and between the City of Riverside and Embassy
Lawn and Landscaping, Inc. in substantially the same form as attached hereto in Exhibit "A" and
incorporated herein by reference is hereby authorized and approved; and
FURTHER THAT the project is subject to the requirements of Section 292.675 RSMo,
which requires all contractors or subcontractors doing work on the project to provide, and
require its on-site employees to complete, a ten (10) hour course in construction safety and
health approved by the Occupational Safety and Health Administration (OSHA) or a similar
program approved by the Missouri Department of Labor and Industrial Relations which is at
least as stringent as an approved OSHA program. Such training must be completed within sixty
(60) days of the date work on the Project commences. On-site empioyees found on the
worksite without documentation of the required training shall have twenty (20) days to produce
such documentation; and
FURTHER THAT the City Administrator is hereby authorized to execute all documents
and agreements necessary or incidental to carry out the terms and conditions of such bid award
and the City Clerk is authorized to attest thereto.

RE: Contract for the Landscape on Argosy Casino Parkway North.
BACKGROUND: Previously, staff presented a plan to add landscaping and irrigation to the Argosy
Casino Parkway North project. The irrigation will be expended out of the City's
irrigation budget and the landscaping will be reimbursed from Argosy. The
irrigation contract with Signature Irrigation was approved by the Board of
Aldermen on November I 6, 2010. Although the landscaping will be fully
reimbursed by Argosy, the landscaping will primarily be installed on public
property so it was necessary for the City to bid the project.
Olsson Associates drafted a landscape plan and staff presented the project for
bid. Staff received bids from 6 companies.

Embassy Landscape $277,560.61
*Signature Irrigation and Epic Landscape did not meet the requirements of the
landscape plan and were eliminated from consideration.
RECOMMENDATION: Staff recommends approval of the resolution and acceptance of the contract with
Embassy Landscape for installation of the landscaping along Argosy Casino
Parkway North. Embassy Landscape is recommended because they presented
the most cost effective bid which met the requirements of the landscape plan.
An alternate plan within the contact was reviewed by the project engineers and
accepted by Argosy.
BUDGETARY IMPACT: Approximately $277,560.61 will be expended out of the Argosy Casino Parkway
North budget for construction under this contract and will be completely
reimbursed by Argosy under the terms of the City's cooperative agreement with
Argosy on this project.
