ORDINANCE N0. 89-73
AN ORDINANCE ESTABLISHING A BID PROCEDURE FOR THE CITY.
BE IT ORDAINED BY THE BOARD OF ALDENMEN OF THE CITY OF
RIVERSIDE, MISSOURI AS FOLLOWS:
Section 1: BID SPECIFICATIONS
It is the general policy of the City to have bid
specifications prepared by the department head or other person
requesting purchase and to submit these specifications to the
Board of Aldermen for approval prior to solicitation of bids.
This policy is generally not applicable to purchases of
less than One Thousand Dollars ($1,000) or to other purchases
where the Board of Aldermen has deleted the requirement of
specifications.
Section ?_: ADVERTISING FOR BIDS.
It is the general policy of the City to advertise for
bids prior to receiving bids unless that policy is deemed not to
be in the best interest by the Board of Aldermen.
Section 3: BID DEPOSITS.
a. When deemed necessary by the Board of Aldermen of
the City of Riverside, bid deposits shall be prescribed in the
public notices inviting bids.
b. Unsuccessful bidders shall be entitled to return
of their deposit where one was required by the Board of Aldermen.
c. A successful bidder shall forfeit any deposit
required by the Board of Aldermen upon failure on his part to
enter a contract, within ten (10) days after the award.
Section ~~: SUBMISSION OF BIDS
a. All such bids shall be addressed to or received by
City Clerk and shall be deposited in a locked bid box kept by
City Clerk.
b. All bids for the doing of any such work shall be
signed by the bidder and enclosed in a sealed envelope directed
to City Clerk and shall state what the bid is for.
Section 5: BID OPENING PROCEDURE
Allsealed bids shall only be opened by the Board of
Aldermen unless the Board of Aldermen directs otherwise.
Section 6: ACTION UPON BIDS
a. Upon the opening of such bids, it shall be the
duty of the Board of Aldermen, or their duly-appointed
representative, to examine the bids and decide whether the bids
meet the requirements of the advertisement, specification or
form of bid and evidence of the giving of security required by
the advertisement.
b. No bids shall receive consideration if it fails to
conform substantially to the requirements set forth by the
Board of Aldermen.
c. The Board of Aldermen, or their fully-appointed
representative, shall have the authority to accept any bid, or
reject any and all bids.
