AN ORDID?ANCE REPEALING ORDINANCE N0. 83-32 AND ENACTING A
NEW ORDINANCE IN LIEU THEREOF DECLARING THE GENERAL POLICY
RELATIVE TO COMPENSATION OF FRINGE BENEFITS FCR THE EMPLOYEES
OF THE CITY OF RIVERSIDE, MISSOURI.
WHEREAS, it is not the intention of the Board of Aldermen
to contract for any specific fringe benefits to any employee
nor to provide for any specific contractual agreement relative
to the granting of pay increases, and
WHEREAS, it is the intention of the Board of Aldermen that
all employees of the City of Riverside are considered employees
at will as de fined by Missou ri case law, and
VdHEREAS, it is deemed in the interest of the City t o
specify the current policy for gratuitous fringe benefits and
income which may be subject to change at any time by the Board
of Aldermen.
BE IT ORDAINED BY THE BOARD OF ALDERP9F.N OF THE CITY OF
RIVERSIDE, MISSOURI AS FOLLOWS:
SECTION 1: Ordinance 83-32 repealed. Ordinance No. 83-32
is hereby repealed.
SECTION 2: Longevity Pay. Longevity pay may be granted by
the City on the anniversary date of the employee. Longevity
pay shall be a percentage of the employee base monthly pay.
The percentage rate shall be 1% after three ( 3) years of
r_ontinuous employment, 1/2% additional after the fourth (4)
year of continuous employment and 1/2o after the fifth (5) year
of continuous employment. No additional longevity pay will be
granted. Longevity pay will begin to accrue at the time the
employee is hired. full-time by the City.
SECTION 3: Completion of Probation. An increase may be
granted to full-time public safety officers at the time of
completion of probation so that the public safety officer's
salary increases to the base salary of a public safety
officer. An increase may be granted to full-time public safety
communications specialist at the completion of probation so
that the specialist's salary wil] be equal to the base salary
of a public safety communications specialist. The probation
period shall be one (1) year from date of full-time
employment. Normally the probation period shall not be
applicable to other employees except public safety officers and
public safety communications specialists.
SECTIOPJ 4: City Residency. Each full time public safety
officer may be granted an additional 40.00 per month for
residence within the City.
SECTION 5: Fringe Benefits. The City may also grant the
following gratuitous fringe benefits to the full-time employees
of the City:
a. Paid Vacation. Each employee may receive five (5)
days of vacation after one (1) full year of continuous
full-time employment and ten (10) days of vacation after
two (2) years of continuous full-time employment and
fifteen (15) days after ten (10) years of continuous full
time empl oyment. It is the general policy of the City to
pay for the vacation time immediately prior to the
employee' s vacation. The Clerk is requested to continue to
implement this policy.
b. Sick Pay. Each full-time employee may be granted
sick pay of six ( 6) days per year which may be accumulated
to twenty-four (24) days, but in the event of termination
or resignation, no compensation shall be paid to the
employee for accumulated sick pay. Any employee requesting
sick leave for longer than three (3) consecutive days shall
be required to obtain a doctor's certificate verifying the
employee's illness. During the first year of employment,
the employee may receive one-half da.y of sick pay per month
of employment.

d. Paid Holidays. The employee may be entitled to
eight (8) paid holidays for which he shall receive
compensation at his regular hourly rate if he works the
holiday.
The holidays shall be New Year's, Veteran's Day,
Fourth of July, Christmas, Labor Day, Thanksgiving,
flemorial Day, President's Day.
e. Death in the Family. An employee may be entitled
to three (3) days leave for death within the immediate
family, (father, mother, husband or wife, brothers or
sisters, grandmother or grandfather or children of the

employee) and one ( 1) day's leave with pay for a death
within the spouse's immediate family.
SECTION 6: Worker's Compensation. The employee may be
granted a supplement to worker's compensation benefits up to
t:he employee's regular wages for a period up to one hundred
twenty (120) days.
SECTION 7: Pay Period. The City shall calculate wages on
the basis of a forty (40) hour week which will begin at 12:00
a.m, each Sunday and shall terminate at 11:59 p,m, the
following Saturday provided, however, law enforcement employees
shall calculate wages on the basis of 171 hours of work in a 28
consecutive day work period. In the case of such employees who
have a work period of at least 7 days, but less than 28
consecutive days, their wages shall be calculated on a ratio
basis as determined under the Fair Labor Standard Act, Title
29, U.S.C.A,, Section 207, In the event the above figures are
changed pursuant to Title 29, U.S.C.A,, Section 7.07(k), the
City of Riverside shall base their calculations on the present
law without invalidating this ordinance. Payroll will be
distributed on the first and third Fridays of each month.
SEC~iION 8: Maternity Leave Policy. An expectant mother
may have maternity leave consistent with benefits given to
others for medical leave. The expectant mother may take leave
without pay for the birth of a child for the period her
physir_ian certifies she is unable to return to work.
SECTION 9: Military Leave. Any City employee who is or
may become a member of the National Guard or of any reserve
component of the Armed Forces of the United States may be
entitled to leave of absence from his or her respective duties,
without loss o.f time, pay, regular leave or of any other rights
or benefits to which the employee is otherwise entitled for all
periods of military service during which he or she is engaged
in the performance of duty or training in the service of this
state at the call of the Governor and as ordered by Adjutant
General without regard to length of time, and for all periods
of military services during which the employee is enaaged in
the performance of duty in the service of the United States
under competent orders for a period not to exceed a total of
fifteen (15) calendar days in any federal fiscal year.
Before any payment of salary or wages is rnade covering the
period of the leave, the employee shall file with the Board of
Aldermen an official order from the appropriate military
authority as evidence of such duty for which military leave pay
is granted, which order shall contain the certification of the
employee's commanding officer of performance of duty in
accordance with the terms of such order.
SECTION 10: Training. No compensation will be paid to any
City employee for training unless the head of the department to
which the employee belongs has first obtained the express prior
written consent of the Board of Aldermen for the employee to
attend the training program.
S ECTIOPJ 11: City Vehicles. It is the policy of the City
that public safety vehicles leave the City only on pertinent
public safety business and it is the responsibility of the
Director of Public Safety to monitor vehicle use. Other City
vehicles will leave the City only on pertinent public business
and it is the responsibility of the department head to whom the
vehicle is assigned to monitor all other vehicle use.
SEC'PION 12: Outside Employment. No full-time employee of
the City shall accept or perform employment for another
employer without the prior written approval of the Board of
Aldermen.
SECTION 13 : Leaves of Ab Bence . Leaves of absenr_e in
excess of any time an employee may be entitled to through
accrued vacation time, military leave, paid sick leave or
maternity leave may be granted at the discretion of the Board
of Aldermen. Any leave so granted will be without pay and will
not be considered "continuous employment" for the purpose of
determining entitlement to pay increases, vacation, paid sick
leave, or any cther benefit set forth in this ordinance.
SECTION 14: Annual Evaluations. The City wi.11 evaluate
all full-time departmental heads and assistants and regular
City consultants on or about February 1 of each year.
SECTION 15: Reimbursement of Expenses. Expenses incurred
by a City employee as a result of that employee's attendanr_e of
professional organization meetings and seminars and related
activities will be made only if the employee obtained the prior
consent of the Board of Aldermen to attend the professional
organization meeting, seminar or similar activity.
SECTION 16: Resignation Notices. The employees shall give
the City written notice of resignation at least two (2) weeks
prior to the effective date of the resignation.
