AN ORDINANCE APPROVING THE FINAL PLAT OF ARGO INNOVATION PARK, A
SUBDIVISION OF THE CITY OF RIVERSIDE, PLATTE COUNTY, MISSOURI.
WHEREAS, Application No. PC11-01 FP, submitted by the City of Riverside requesting
approval of the final plat for ARGO Innovation Park, a subdivision in the City of Riverside, Platte
County, Missouri, was referred to the Planning Commission; and
WHEREAS, the Planning Commission considered the application on January 27, 2011
and rendered a report to the Board of Aldermen recommending that the final plat be approved;
and
WHEREAS, that it is in the best interests of the City of Riverside, Missouri to approve
the final plat of ARGO Innovation Park as set forth herein;
NOW THEREFORE, BE IT ORDAINED BY THE BOARD OF ALDERMEN OF THE
CITY OF RIVERSIDE, MISSOURI, AS FOLLOWS:
SECTION 1— APPROVAL OF FINAL PLAT. That the Final Plat of ARGO Innovation
Park, a subdivision of the City of Riverside, Platte County, Missouri, a true and correct copy of
which is attached hereto and incorporated herein, is hereby approved, platting the property
legally described in Exhibit "A" attached hereto.
SECTION 2— APPROVAL OF DEDICATION. That the City of Riverside approves
dedication of the streets, municipal uses, easement, access, and utilities shown on the plat, not
heretofore dedicated to the public on property owned by the City as shown on the plat.
SECTION 3- ACCEPTANCE OF DEDICATION. That the City of Riverside hereby
further accepts the dedication of on the plat of all streets, municipal uses, easement, access, and
utilities shown on the plat, not heretofore dedicated to the public is hereby accepted for the
purpose as therein set out.
SECTION 4— ACCEPTANCE OF EASEMENT DEDICATION. That the dedication to the
City Riverside of an easement or license to locate, construct and maintain or to authorize the
location, construction and maintenance and use of conduits for all or any purpose, water, gas,
sewer mains, poles and wires or all or any of them, over under and along the strips of land marked
"UTILITY EASEMENT" or "U/E" is hereby accepted for the purpose as therein set out.
SECTION 4— REPEAL OF ORDINANCES IN CONFLICT. All ordinances or parts of
ordinances in conflict with this ordinance are hereby repealed.
SECTION 5— SEVERABILITY CLAUSE. The provisions of this ordinance are severable
and if any provision hereof is declared invalid, unconstitutional or unenforceable, such
determination shall not affect the validity of the remainder of this ordinance.
SECTION 6— EFFECTIVE DATE. This ordinance shall be in full force and effect from
and after the date of its passage and approval.

Description:
A tract of land being part of lots 3,4 and 5, plat of the partition of the "Estates of George Roberts"-
deceased, a Platte County, Missouri probate court ordered partition of land and all being located in the
Northeast quarter and the Southeast quarter of Section 6 and the Southwest quarter of Section 5, all in
Township 50 North, Range 33 West, in the City of Riverside, Platte County, Missouri, bearings are '
referenced to grid North of the Missouri State Plane Coordinate System 1983, West Zone, and being
more particulariy described as follows: Commencing at East quarter corner of said Section 6, T50N,
R33W, being found 1-1 '/ inch diameter iron pipe and nail, per certified land corner document number
600-61553; thence S00`29'11"W along the East line of the Southeast quarter of said Section 6, a
distance of 466.62 feet to a point on the Southeasterly right-of-way line of the Burlington Northern
Santa Fe Rail Road, as now established and being the point of beginning; thence continuing
S00*29'11" E along said East line of Southeast quarter of Section 6, a distance of 409.51 Feet; thence

General Information

Existing Land Use: Undeveloped and storage/industrial
Proposed Land Use: Undeveloped andindustrial
Site Area: 90.0675 acres
Number of Proposed Lots: 6 lots
Procedure: As this application is a minor subdivision, no preliminary plat is required. Thus, the final
plat will be reviewed by the Commission and the Board of Aldermen.
Analvsis
Overview: The City of Riverside is in the process of assembling several pieces of land to begin the first
development in the Horizons Area. Some of the land was already owned by the City, and other portions
were acquired from the Industrial Development Authority and private land owners. Lot 3 will be the
future site of the Johnson Controls, Inc. facility. The remaining land was assembled to clean up the
surrounding parcels and make way for road construction and future development. This site is zoned
both PD: Planned Development and GP-I: General Planned Industrial, as it develops the property will be
rezoned to PD: Planned Development.
Site Layout & Improvements: The land included in the plat is mostly undeveloped. The City has
installed a majoriTy of the utilities including water and electric to the site and is currently working on
extending the gas and sanitary. A new east-west road, NW 41s` Street is also being constructed to
provide better access to the area. With the completion of the infrastructure improvements, all proposed
lots will have direct access to the transportation network and public services.
Conformance to Comprehensive Master Plan: The plat and proposed use are in conformance with the
Comprehensive Master Plan as the plan identifies the area as low density residential.
Recommendation
Staff finds the application in conformance with the Comprehensive Master Plan, UDO and adopted
policies and procedures, and therefore, recommends approval of the Final Plat.
