AN ORDINANCE ALLOWING RESIDENTIAL OR OUTPATIENT FACILITIES
FOR THE TREATMENT OF ALCOHOL OR OTHER DRUG ABUSE F;ITHIN A
SECTION OF THE GENERAL INllUSTRIAL DISTRICT (P4-2).
BE IT ORDAINED BY THE BOARD OF ALDERMEN OF THE CITY OF
RIVERSIDE, MISSOURI AS FOLLOWS:
SECTION 1. In Section 7.010, a reference to the term
"residential or outpatient facilities for treating alcohol or
other drug abuse" shall be appropriately alphabetically
inserted with an instructional asterisk (*) and shall be
adopted to read as follows:
"PERMITED SPECIAL USE
*Residential or outpatient
facilities for treating
alcohol or other drug abuse ...........................X"
The following shall be placed at the bottom of the page where
the above term is located to define the asterisk (*):
"*Residential or outpatient facilities for treating alcohol or
other drug abuse are not allowed in the entire M-2 district,
instead they can only be located in the area described in
Section 13.120(2)."
'Ihe Table of Contents shall be changed to conform with the
above.
SECTION 2. A new Section 13.120 shall be adopted as
follows:
"Section 13.120 RESIDENTIAL OR OUTPATIENT FACILTIES FOR
TREATING ALCOHOL OR OTHER DRUG ABUSE.
(1) APPROVAL. Residential or outpatient facilities for
the treatment of alcohol or other drug abuse will be permitted
only in the location as set forth by Section 13.120(2) by
special use permit of the Board of Aldermen after a review for
compliance with the Zoning Code, including the special use
permit regulations, and a recommendation by the Planning
Commission.
(2) LOCATION. Residential or outpatient facilities for
treating alcohol or other drug abuse are only allowed within
the following area of the M-2 District (General Industrial):
That area South of DeConich Road; West of
Mattox Road; West of a line continuing South
of Mattox Road; North of the Missouri River
and Riverside City limits; East of the
Riverside City limits and Missouri River and
South of a line continuing West on DeConich
Road. More particularly, that shaded area
as set forth below:

(3) CERTIFICATION. The facility must be a State certified
or licensed facility.
(4) EXTERIOR. The exterior appearance of the facility and
property must be in reasonable conformance with the general
standards in the area in which it is located. This shall be
approved by the discretion of the Planning Commission and the
Board of Aldermen.
(5) DENSITY. There shall be no more than one (1)
residential outpatient facility for the treatment of alcohol
and other drug abuse for every ten thousand (10,000) people
residing in Riverside, Missouri according to the last U.S.
census.
(6) POLICE PROTECTION. It shall be the responsibility of
the applicant to employ and maintain sufficient or approved
security on the grounds at all times. The security force must
be approved by the Director of Public Safety.
(7) PARKING. There shall be two (2) parking spaces
required for each bed."
SECTION 3: The City Clerk is hereby directed to make the
appropriate changes in the Table of Contents and Index
necessary with the above revisions.
SECTION 4: If any portion of this ordinance shall, for any
reason, be declared invalid, such invalidity shall not affect
the remaining provisions hereof.
SECTION 5: All provisions of the code of the City of
Riverside, Missouri which are inconsistent herewith are
repealed and amended to conform with this ordinance. The City
Clerk is directed to incorporate the provisions of this
ordinance into the appropriate sections of the City Code.
