REGULAR MEETING
BOARD OF ALDERMEN I
RIVERSIDE, MISSOURI
Tuesday, February 15, 2011
6:00 p.m.
The Board of Aldermen for the City of Riverside, Missouri, met for a regular session in the
Board of Aldermen Chambers at City Hall, 2950 NW Vivion Road, Riverside, Missouri, on
Tuesday, February 15, 2011.
Mayor Rose called the regular session to order at 6:06 p.m. Those in attendance were Mayor
Kathy Rose, Aldermen Ron Super, Mike Fuller, David Hurt, Aaron Thatcher, Brad Cope, and
Bernie Bruns.
Also present were City Administrator David Blackburn, City Attorney Nancy Thompson, City
Clerk Robin Littrell, Community Development Director Mike Duffy, Finance Director ponna
Resz, Community Development Assistant Sarah Wagner, and Attorney Joe Bednar.
MOTION TO ENTER INTO Alderman Hurt moved that the meeting go into closed
CLOSED @ 6:07 P.M. session pursuant to RSMo 610.021 (1) Legal actions, litigation,
or privileged communications, RSMo 610.021 (2) Leasing,
purchase or sale of real estate by a public governmental body,
and RSMo 610.021 (12) Sealed bids and related documents,
until the bids are opened and contract is executed, or all are
rejected, second by Alderman Super.
Yes: Hurt, Super, Fuller, Cope, Bruns, and Thatcher.
Motion carried 6-0.
MOTION TO ADJOURN Alderman Super moved to adjourn closed session at
CLOSED @ 6:56 P.M. 6:56 p.m. with no action taken, second by Alderman Thatcher.
Yes: Super, Thatcher, Bruns, Fuller, Cope, and Hurt
Motion carried 6-0.
REGULAR SES510N Mayor Rose called the Regular Session Meeting to order
at 7:01 p.m.
Those in attendance were Mayor Kathy Rose, Aldermen Bernie Bruns, Brad Cope, Mike
Fuller, David Hurt, Aaron Thatcher and Ron Super.

Also present were City Administrator David Blackburn, City Attorney Nancy Thompson, City
Clerk Robin Littrell, Community Development Director Mike Duffy, Public Safety Director Greg
Mills, Community Development Assistant Sarah Wagner, Public Works Director Tom
Wooddell, Finance Director ponna Resz, City Engineer Travis Hoover, Community Relations
Director Meredith Hauck, and Attorney Joe Bednar.
PLEDGE OF ALLEGIANCE Mayor Rose led the Pledge of Allegiance.

PUBLIC COMMENT None.
CONSENT AGENDA Alderman Hurt moved to adopt the Consent Agenda, second by
Alderman Thatcher.
Yes: Hurt, Thatcher, Fuller, Cope, Super, and Bruns.
Motion carried 6-0.
MINUTES OF 02-03-17 Alderman Hurt moved to approve the minutes of February 3,
2011, second by Alderman Thatcher.
Yes: Hurt, Thatcher, Fuller, Cope, Super, and Bruns.
Motion carried 6-0.
JANUARY COURT REPORT Alderman Hurt moved to approve the January 2011 Court Report,
second by Alderman Thatcher.
Yes: Hurt, Thatcher, Fuller, Cope, Super, and Bruns.
Motion carried 6-0.
Resolution 2011-012 Alderman Hurt moved to approve Resolution 2011-012,
Bill Pay authorizing the expenditure of funds out of the City Treasury for
weeks ending February 4 and February 11�", second by
Alderman Thatcher.
Yes: Hurt, Thatcher, Fuller, Cope, Super, and Bruns.
Motion carried 6-0.
Resoiution 2011-013 Alderman Hurt moved to approve Resolution 2011-013,
Platte Co. Student Theater approving agreement with the Platte County Arts Council for the
Platte County student theater experience, second by Alderman
Thatcher.
Yes: Hurt, Thatcher, Fuller, Cope, Super, and Bruns.
Motion carried 6-0.

REGULAR AGENDA
Temp. Liquor License George Clinton, River Roll Skate Center owner came before the
Board and Mayor to explain the organization of the Dead Girl
Derby could not be issued a state liquor license. He is now
requesting Board approval for the Riverside Chamber to be issued
a temporary license for the roller derby on Feb. 20` Alderman
Thatcher moved to approve the Temporary Liquor License for
February 20, 2011, contingent upon State Liquor Control approval,
second by Alderman Hurt.
Yes: Thatcher, Hurt, Cope, and Super.
No: Bruns and Fuller
Motion carried 4-2.
Bill No. 2011-006 Public Safety Director Greg Mills stated to the board that this
Brian J. Dolan-New Hire employee is filling the position vacant from retirement of an officer.
Alderman Thatcher moved to accept first reading and place Bill
No. 2011-006 on second and final reading, second by Alderman
Cope.
Yes: Thatcher, Cope, Bruns, Hurt, and Super.
No: Fuller.
Motion carried 5-1.
Alderman Thatcher moved to approve Bill 2011-006 and enact
said bill as ordinance, second by Alderman Cope.
Yes: Thatcher, Cope, Hurt, Bruns, and Super.
No: Fuller.
Motion carried 5-1.
CITY ADMINISTRATOR No report.
ADMINISTRATION Community Relations Director Meredith Hauck presented
steps for the Board and Mayor to access the city intranet and
begin receiving packets and reports in that fashion rather
than by jump drive delivered to each residence.
COMMUNITY DEVELOPMENT No report.
ENGINEERING City Engineer Travis Hoover reported that the 48 Street Project,
Homestead relocation, we are finishing design, advertising next
month and we should see construction begin in April 2011.
Alderman Hurt inquired about the schedule of Northwood Road
Project. Hoover gave response.

FINANCE Finance Director ponna Resz briefly explained the issues that
Kansas City had recently with the purchasing cards and shared
procedures and controls that are in effect in Riverside to preclude
such actions.
PUBLIC SAFETY No report.
PUBLIC WORKS No report.
PARKS & RECREATION No report.
LEVEE BOARD REPORT City Administrator Blackburn shared that MOARC is planning a fly-
in to Washington D.C. in early March and their national
conference is scheduled at the same time. If there is any interest,
we were told this trip would be worth the investment.
MAYOR'S DISCUSSION The MML Legislative Conference begins tomorrow. Several are
going to attend from here. We will have dinner with our legisiators
tomorrow evening. I will be working with the Northland Regional
Chamber; next Tuesday I am sponsoring a breakfast for area
mayors and city administrators for seven cities. We will be
discussing transportation matters.

Mayor Rose added that Alderman Cope completed a marathon in
New Orleans and represented Riverside proudly.
City Administrator Blackburn commented that the SharePoint
looks simple, but Meredith has spent countless hours getting this
project together and running for the Board and staff.
MOTION TO ADJOURN Alderman Thatcher moved to adjourn the meeting at 7:23 p.m.,
second by Alderman Bruns.
