D!B/A ALL AMERICAN DISPLAY FIREWORKS FOR THE RIVERSIDE BLAST 2011 AERIAL PYROTECHNIC PROGRAM IN THE AMOUNT OF $15,000 WHEREAS, the City of Riverside, Missouri issued an invitation to bid to contractors f�r a community Fireworks Display at BLAST 2011, the City's annual summer festival; and WHEREAS, three written bids were received from vendors to provide such services; and WHEREAS, the purchasing policy adopted by the City provides for award of a bid to the lowest responsible bidder with due consideration given to the quality of previous performance of the contractor as well as the quality of service for this particular use required; and WHEREAS, following an investigation of services and references, staff has recommended award of the bid to the Wald and Co., Inc., d/bla All American Display Fireworks as the lowest responsible bidder; and WHEREAS, the Board of Aldermen find it is in the best interest of the City to approve a contract with Wald and Co., Inc., d/b/a All American Display Fireworks to provide the fireworks show finale for Riverside Blast 2011. N�W, THEREFORE, BE IT RESOLVED BY THE BOARD OF ALDERMEN OF THE CITY OF RIVERSIDE, MISSOURI, AS FOLLOWS: THAT a contract with Wald and Co., Inc., d/b/a All American Display Fireworks to provide the fireworks show finale for Riverside Blast 2011 in the amount of $15,000 is hereby accepted and approved; and FURTHER THAT the City Administrator, Mayor and/or Finance Director are hereby authorized to execute all documents necessary to carry out the terms and conditions of such contract and the City Clerk is authorized to attest thereto. In February 2011, the City released an RFP for a fireworks display contract with the option of renewing the contract with that same company for three additional one year terms. RECOMMENDATION: The City received three proposals in response to this RFP: • Liberty Pyrotechnics — 1,945 shells $10,895 • J&M Displays — 536 shells $15,000 • Wald and Company — 702 shells $15,000 After evaluating the proposals, staff is recommending awarding the fireworks display contract to Wald and Company. This recommendation is based on the selection of what the staff feels to be the lowest, responsible bidder based off of reference checks, display experience and commitment to safety.
