A RESOLUTION AWARDING THE BID FOR CONSTRUCTION OF THE 48 STREET
IMPROVEMENTS PROJECT, CONNECTING GATEWAY AVE TO HOMESTEAD ROAD, TO
AMINO BROTHERS CO., AND AUTHORIZING A CONTRACT IN THE AMOUNT OF
$449,616.39 FOR SUCH PURPOSES
WHEREAS, the City issued a request for bids for the construction of improvements to 48
Street Project connecting Gateway Ave. to Homestead Road; and
WHEREAS, the City received twelve responses to its request for bid and the proposal
submitted by Amino Brothers Co. in the amount of $449,616.39 has been evaluated and
recommended as the most advantageous proposal for pertormance of the project; and
WHEREAS, the Board of Aldermen find it is in the best interest of the City to enter into a
contract with Amino Brothers Co. to perform such project;
NOW THEREFORE, BE IT RESOLVED BY THE BOARD OF ALDERMEN OF THE
CITY OF RIVERSIDE, MISSOURI, AS FOLLOWS:
THAT the proposal of Amino Brothers Co. for the construction of improvements to 48"'
Street, connecting Gateway Ave. to Homestead Road in the amount of $449,616.39 is hereby
accepted and approved; and
FURTHER THAT an agreement by and between the City of Riverside and Amino
Brothers Co. in substantially the same form as attached hereto in Exhibit "A" and incorporated
herein by reference is hereby authorized and approved; and
FURTHER THAT the project is subject to the requirements of Section 292.675 RSMo,
which requires all contractors or subcontractors doing work on the project to provide, and
require its on-site employees to complete, a ten (10) hour course in construction safety and
health approved by the Occupational Safety and Health Administration (OSHA) or a similar
program approved by the Missouri DepartmeM of Labor and Industrial Relations which is at
least as stringent as an approved OSHA program. Such training must be completed within sixty
(60) days of the date work on the Project commences. On-site employees found on the
worksite without documentation of the required training shall have twenty (20) days to produce
such documentation; and
FURTHER THAT the City Administrator is hereby authorized to execute all documents
and agreements necessary or incidental to carry out the terms and conditions of such bid award
and the City Clerk is authorized to attest thereto.

BACKGROUND: 48" Street is the new project connecting Gateway Ave. to Homestead Rd. and
was designed by Olsson Associates. 48'" Street will become the new access into
Homestead after the removal of the Homestead Rd. access at Vivion Rd. This
removal is due to the Vivion Road Bridge over Line Creek improvements. The
City advertised requesu for bid and received I I bids for the project.

RECOMMENDATION: The low bidder was Amino Brothers Co. After review of the contract's
experience questionnaire, Staff recommends approval of the resolution a�d
acceptance of the contract with Amino Brothers Co. to proceed with
construction for the 48�` Street Project. The Engineer's Recommendation is
attached.
BUDGETARY IMPACT: Approximately $449,616.39 will be expended out of the 48`" Street budget for
the construction under this contract. The total budget it $700,000,
approximately $249,000 was spent for right-of-way acquisition and
approximately $19,000 was spent for the demolition of apartments and utility
relocation. A budgetary adjustment will be done during the CIP.

RE: 48'" Street (mprovement Plans
The City of Riverside, in partnership with the Missouri Depertment of Trensportation (MoDOT),
wiil construct a new Vivion Road Bridge over Line Creelc Bridge construction is slated to occur
during the summer and fall of 2011. To protect the traveling pubiic, the new brfdge wili be
equipped with sid�ualks and will conform to ail current safety standards. Due to inadequate site
distance, new safety standards will not allow vehfcles to enter or exit Vivion Road at Homestead
Road.
To provitle safe entry and e�At into and out of the Homestead Neighborhood, the City of
Riverside will construct a new roadway--481h Street 48�' Straet wiA be (n keeping with the city's
desfre to utilfze environmentally-conscious design by limiting the removal of large growth trees
and by incorporating storm water design to create a series of water features. Trails wUi be
inciuded to further promote a waikable community as promoted by the community's Master
Plan. Once completed, 48th Street will be permanent and will be the only entry/exit point for the
Homestead Neighborhood. Construction is slated for late Aprfl and is expected to be flnished by
July 2011.
Once 48th Street is completed, the Vfvion Road Bridge project will commence. As part of this
project, epproximately 2,000 feet of the southem portion of Homestead Road will be
' permanentiy removed to prevent further access to Vivion Road.
Access to the Homestead Neighborhood will be maintained throughout the construction of both
projects.
Bids for the 48'� street project were received on April 1, 2011 at 10:00 AM. The low bid was
received from Amino Brothers Company, Inc, in the amount of $449,616.39 (Four Hundred
Forty Nine Thousand Six Hundred Sixteen dollars and 39 cents). Besed on the price, award of
the contract to Amino Brothers Company, Inc., is recommended.
