BILL NO. 2011-017 ORDINANCE NO. �Q�p q AN ORDINANCE ESTABLISHING THE SPEED LIMIT OF HORIZONS PARKWAY AND REPEALING ANY ORDINANCE IN CONFLICT THEREWITH WHEREAS, Horizons Parkway was designed by TranSystems and constructed as designed for traffic to travel at the rate of 45 mph; and WHREAS, the Board of Aldermen find it is in the best interests of the City to establish the speed limit on Horizons Parkway at forty-five miles per hour (45 mph); NOW THEREFORE, BE IT ORDAINED BY THE BOARD OF ALDERMEN OF THE CITY OF RIVERSIDE, MISSOURI, AS FOLLOWS: SECTION 1— ESTABLISHMENT OF SPEED LIMIT. The speed limit on Horizons Parkway is hereby designated as forty-five (45) miles per hour. SECTION 2— REPEAL OF ORDINANCES IN CONFLICT. All ordinances or parts of ordinances in conflict with this ordinance are hereby repealed. SECTION 3— SEVERABILITY CLAUSE. The provisions of this ordinance are severable and if any provision hereof is declared invalid, unconstitutional or unenforceable, such determination shall not affect the validity of the remainder of this ordinance. SECTION 4— EFFECTIVE DATE. This ordinance shall be in full force and effect from and after the date of its passage and approval. Transystems designed both phases of the street with a 45 mph speed limit. This design meets the future capacity requirements of the Horizons Development. RECOMMENDATION: Staff recommends establishing an ordinance to allow for a 45 mph speed limit on Horizons Parkway.
