HomeMy WebLinkAbout2011-05-03 Regular MINUTES REGULAR MEETING BOARD OF ALDERMEN RIVERSIDE, MISSOURI Tuesday, May 3, 2011 6:00 p.m. The Board of Aldermen for the City of Riverside, Missouri, met for a regular session in the Board of Aldermen Chambers at City Hall, 2950 NW Vivion Road, Riverside, Missouri, on Tuesday, May 3, 2011. Mayor Rose called the meeting to order at 6:02 p.m. Those in attendance were Mayor Kathy Rose, Aldermen Brad Cope, Mike Fuller, Bernie Bruns, David Hurt, Aaron Thatcher, and Ron S�uper. AI!so present were City Administrator David Blackburn, City Attorney Nancy Thompson, Community Development Director Mike Duffy, Finance Director ponna Resz, Deputy City Clerk Sarah Wagner, Spencer Fane Attorneys — Joe Bednar and Jim Grice. MOTION TO ENTER INTO Alderman Thatcher moved that the meeting go into closed C�OSED @ 6:03 P.M. session pursuant to RSMo 610.021 (1) Legal Action and litigation, RSMo 610.021 (2) Leasing, Purchase or sale of real estate, and (12) Sealed bids and related documents, until the bids are opened and contract is executed, or all are rejected, second by Alderman Hurt. Yes: Thatcher, Hurt, Super, Fuller, Bruns, and Cope. Motion carried 6-0. MOTION TO ADJOURN Alderman Hurt moved the closed session be adjourned at CILOSED @ 6:40 P.M. 6:40 p.m. with no action taken, second by Alderman Thatcher. Yes: Hurt, Thatcher, Super, Fuller, Bruns, and Cope. Motion carried 6-0. R�GULAR SESSION Mayor Rose called the Regular Session Meeting to order at 7:00 p.m. Those in attendance were Mayor Kathy Rose, Aldermen Aaron Thatcher, Brad Cope, Mike Fuller, David Hurt, Bernie Bruns, and Ron Super. A9so present were City Administrator David Blackburn, City Attorney Nancy Thompson, Community Relations Director Meredith Hauck, Capital Projects Engineer Travis Hoover, 1 P�ublic Safety Director Greg Mills, Fire Chief Gordy Fowlston, Public Works Director Tom Wooddell, Deputy City Clerk Sarah Wagner, and Finance Director ponna Resz. PLEDGE OF ALLEGIANCE Mayor Rose led the Pledge of Allegiance. ARGOSY REPORT Ameet Patel with Argosy Casino gave a power point presentation to the Board regarding Argosy's 2010 financials as well as the first quarter of 2011. He also discussed the impact the new casino in Kansas will have on Argosy when it opens in 2012. PROCLAMATION Mayor Rose read a proclamation for Local Govemment Week. PUBLIC COMMENT None. C�NSENT AGENDA Alderman Super requested Resolution 2011-028 be removed from the consent agenda for discussion. Alderman Hurt moved to adopt the remaining Consent Agenda, second by Alderman Bruns. Yes: Hurt, Bruns, Fuller, Cope, Thatcher, and Super. Motion carried 6-�. MaNUTES OF U4-19-11 Alderman Hurt moved to approve the minutes of April 19, 2011, second by Alderman Bruns. Yes: Hurt, Bruns, Fuller, Cope, Thatcher, and Super. Motion carried 6-0. MINUTES OF 04-26-11 Alderman Hurt moved to approve the minutes of April 26, 2011, second by Alderman Bruns. Yes: Hurt, Bruns, Fuller, Cope, Thatcher, and Super. Motion carried 6-0. Resolution 2011-029 Alderman Hurt moved to approve Resolution 2011-029, JFtV Consulting Agreement authorizing and approving an agreement by and between the City of Riverside, Missouri and JRV Consulting INC for financial advisor services, second by Alderman Bruns. Yes: Hurt, Bruns, Fuller, Cope, Thatcher, and Super. Motion carried 6-0. RGGULAR AGENDA Resolution 2017-028 Capital Project Engineer Hoover answered questions from Bill Pay Alderman Super regarding invoices for RA Knapp. Alderman Bruns moved to approve Resolution 2011-028, authorizing the expenditure of funds out of the city treasurery for fiscal year 2010- 2011 in the amount of $431,231.16, second by Alderman Cope. Yes: Bruns, Cope, Super, Fuller, Hurt, and Thatcher. Motion carried 6-0. 2 Bill No. 2011-017 Hoover explained that Horizons Parkway was designed as a Horizons Parkway Speed Limit 45 MPH road and city code only allows it to be 35 MPH. Alderman Cope moved to accept the first reading and place Bill No. 2011-017 on its second and final reading, seconded by Alderman Thatcher. Yes: Cope, Thatcher, Super, Hurt, Fuller and Bruns. Motion carried 6-0 Alderman Cope moved to approve Bill 2011-017 and enact said bill as ordinance, second by Alderman Hurt. Yes: Cope, Hurt, Fuller, Bruns, Thatcher, and Super. Motion carried 6-0. Bpll No. 2011-018 Alderman Cope moved to accept the first reading and place Bill Giilmore & Bell Legal Counsel No. 2011-018 on its second and final reading, seconded by Alderman Bruns. Yes: Cope, Bruns, Thatcher, Super, Fuller and Hurt Motion Carried 6-0 Alderman Hurt moved to approve Bill 2011-018 and enact said bill as ordinance, second by Alderman Cope. Yes: Hurt, Cope, Fuller, Bruns, Thatcher, and Super. Motion carried 6-0. CITY ADMINISTRATOR David Blackburn asked the Board to start thinking about the Washington DC Fly —In June 22" -24` Mayor Rose said she would be attending. ADMINISTRATION No Report CUMMUNITY DEVELOPMENT No Report. ENGINEERING Capital Projects Engineer Hoover gave an overview of the timelines for Northwood Road, Vivion Road Bridge, 48` Street, and 41 Street. He also discussed the MoDOT closure of Missouri Route 9. FINANCE Finance Director ponna Resz shared information requested by Alderman Super of legal fee and engineering fees over the last several years. PUBLIC SAFETY No Repart. PUBLIC WORKS No Report. I Mayor Rose commented that the Public Works Facility looked very � nice for residence when they came to drop stuff off for clean up. PARKS & RECREATION Community Relations Director Hauck said Embassy Landscaping 3 <, donated a tree that was planted at the Linear Trail on April 29� Also the summer kick-off event will be held May 14� at the Community Center. LEVEE BOARD REPORT There will be a meeting on May 11� at noon. AHAYOR'S DISCUSSION Help with the Faith and Action weekend where members of a church assisted residence with help around their properties. The Riverside Fire Department was honored at the Gladstone Rotary for their participations with the Line Creek Elementary field day. Missouri American gave the City approval to begin painting fire hydrants. The Metropolitan Mayor's Caucasus meet in Riverside on Friday. Twenty mayors attended as well as Senator Schaaf. Finally, Mayor Rose attended the MML Mayor's Breakfast in Jefferson City this morning in honor of Local Government Week. BOARD OF ALDERMEN Alderman Cope — Nothing to report. COMMENTS Alderman Bruns — Nothing to report. Alderman Fuller — Thanks for the fire truck that was available for a birthday party. Alderman Super — Echo the Mayor's comments for the Faith and Action weekend. It was nice to see others helping those who cannot help themselves. Alderman Hurt — Heard positive comments from citizens about having the trash compactors available at public works over the weekend for clean up. Alderman Thatcher— Very cool having the fire truck for the kids. Has been bombarded with comments about the billboards across the city. Would like to see SharePoint have folders for the different CIP projects. MQTION TO ADJOURN Alderman Cope moved to adjourn the meeting at 8:06 p.m., second by Alderman Hurt.
