HomeMy WebLinkAbout2011-04-14 Planning & Zoning Commission MinutesMINUTES REGULAR MEETING PLANNING AND ZONING COMMISSION RIVERSIDE, MISSOURI Thursday, April 14, 2011 7:00 P.M. The Planning and Zoning Commission for the City of Riverside, Missouri, met in regular session in the Board of Aldermen Chambers at City Hall, 2950 NW Vivion Road, Riverside, Missouri. Acting Chair Stephen King called the meeting to order at 7:00 p.m. Answering roll call were Stephen King, AI Bowman, Harold Snoderley, Tyson Spire - Sweet, Art Homer, Ray Uhl and Steve Kaspar. Members absent: Barbara Snyder, Steven Kaspar, Cheryl Melton, Evelyn Poe, Mayor Kathy Rose and Alderman Brad Cope. Also present: Jackie Carlson, SKW, Mike Duffy, Community Development Director, and Keith Payne, Assistant Fire Marshall. Approval of Minutes of Commissioner Bowman moved to approve the minutes of March 3, March 3, 2011 2011. Commissioner Snoderley seconded and the motion was approved unanimously. Commissioner Special Use Permit- Mid Acting Chair King opened the Public Hearing at 7:01 PM. America Power Systems - 500 NW Business Park Jackie Carlson gave a staff report to the Commission. She explained that the applicant, , Mid America Power Systems & Services, has applied for a Special Use Permit pursuant to Chapter 400.580 of the Riverside Municipal Code to allow outdoor storage of generators. The applicant is a distributor and renter of the generators. Some of the equipment are towable units that have the generate sets and trailers integrated. Many of these units arc rentals and will only be stored on site when they are not being rented. Mid America Power Systems & Services anticipates that on average there will be 6 units in the outdoor storage area. The applicant is proposing to store the equipment on the west side of the building in unused dock loading space. The outdoor storage is proposed to be located in non- fenced, unused dock areas on the west side of the building. At this time the applicant has not proposed any type of screening. There is one existing tree near the west property line that will offer a limited amount of screening. Because the property is a corner lot there are two sides with street frontage oil NW Business Park Lane, but the building's front faces south, making the east and west sides side yards. The applicant has proposed to store the equipment on the west side of the property, which is a side yard and thus will be in compliance with this criterion. It should be noted that given the property is a corner lot the equipment will directly face NW Business Park Lane. A goal identified in the Comprehensive Master Plan is improving the appearance of the City. Given the site's location in an industrial setting with limited views from major thoroughfares and that the equipment will only be stored when it is not being rented, staff feels that this use is compatible with the industrial nature and appearance of the business park and does not detract from the overall appearance of the community. Staff recommends approval of the Special Use Permit to allow outdoor storage. The applicant,k Brian Williams was avaiable to answer questions from the Commission and discussion took place. Adjournment Acting Chair King closed the public hearing at 7:23 PM Commissioner Homer moved to recommend approval of the Special Use Permit for outdoor storafe for Mid America Power Systems & Services with the condition of a one year review period to the Board of Aldermen. Commissioner Snoderley seconded and the motion passed 7 -0. Commissioner Bowman moved to adjourn. Commissioner Homer seconded.
