PLANNING AND ZONING COMMISSION
RIVERSIDE, MISSOURI
Thursday, May 12, 2011
7:00 p.m.
The Planning and Zoning Commission for the City of Riverside, Missouri, met in regular session in the
Board of Aldermen Chambers at City Hall, 2950 NW Vivion Road, Riverside, Missouri.
Chair Barbara Snyder called the meeting to order at 7:00 p.m. Answering roll call were Barbara Snyder,
Cheryl Melton, Stephen King, Al Bowman, Harold Snoderley, Art Homer, Ray Uhl and Steve Kaspar.
Members absent: Tyson Spire- Sweet, Mayor Kathy Rose and Alderman Brad Cope. Also present: Jackie
Carlson, SKW, Mike Duffy, Community Development Director, Keith Payne, Assistant Fire Marshall,
and Sarah Wagner Community Development.
Approval of Minutes of Commissioner Uhl moved to approve the minutes of April 14, 2011 as
April 14, 2011 corrected.
Commissioner Bowman seconded and the motion was approved
unanimously.
Special Use Permit First Chair Snyder opened the Public Hearing at 7:03 PM.
Student- Outdoor Storage
6700 NW Riveipark Jackie Carlson gave a staff report to the Commission. She
explained that the applicant, First Student Bus Services is
applying for a special use permit for the outdoor storage of buses
that serve the Park Hill School District. The outdoor storage is
proposed to be located in a fenced in area north of Highway 9. The
fence is chain link and at this time the applicant has not proposed any
type of screening. This property is unique because its orientation along
the highway makes it difficult to distinguish the different yards.
Considering access is obtained from the east and a building is located
neat this point, staff identifies the east side as the fiont yard. The
applicant is proposing parking buses along the west side of the property,
which would be the rear yard. The buses will face Highway 9. The
applicant is not proposing to use the building. The proposed area of
storage is on an existing gravel parking surface. Staff feels that this is a
temporary use for this facility and does not recommend requiring the
applicant to pave the parking. This will increase the amount of
impervious surface and impact drainage in this area. If at some time
this becomes a permanent use or the property redevelops staff will work
with the property owner to create an appropriate plan that will address
stormwater management. A goal identified in the Comprehensive
Master Plan is improving the appearance of the City, The site was
formally used as storage for a trucking facility so the change to storage
of buses is not a significant difference in terms visual impact.
Further, the site is located in an industrial setting and because passing
traffic is traveling along Highway 9 it will be moving at a faster rate of
speed. Based on these items, staff believes the proposal does not detract
from the overall appearance of the community. Staff recommends
approval of the Special Use Permit to allow outdoor storage.
Chair Snyder asked how many buses will be stored on the property.
Mike Duffy replied that they currently have about 34. A majority of the
buses will be gone during the school hours with the exception of two or
three incase one breaks down. In addition, no maintenance will be done
on site.
Commissioner Uhl asked what will happen to the buses during the
summer months.
Duffy replied that there will be more buses on the lot, but they are a
private for profit company so the busses will be rented out an used
during the summer.
Commissioner Uhl asked about the screening
Duffy replied that the screening is similar to the pavement requirements
It is still the Commissions purgative to require screening, but staff
views this use as a temporary use and thinks that the property will
ultimately be redeveloped in the future.
Commissioner Melton commented that it seems like we have several
businesses that are coming into the City and starting businesses without
checking our codes first and then we are making accommodations for
them to be able to operate.
Duffy replied that city staff looks at each business individually and
where it is located within the city. We need to decide if it is better to
have vacant buildings or if we want to allow certain types of businesses
until the area redevelops.
Commissioner Kaspar asked what the length of the lease was.
Duffy replied that he believes that it is three years.
Commissioner Bowman said that he is familiar with First Student and
would like to see a condition placed on the special use that only licensed
and useable buses are allowed on the property.
Chair Snyder closed the public hearing at 7:11 PM
Commissioner Bowman moved to recommend approval of the Special
Use Permit for outdoor storage for First Student with the condition that
only licensed and operable buses be stored on the property to the Board

of Aldermen.
Commissioner Homer seconded and the motion passed 8 -0.
Special Use Permit Chair Snyder opened the public hearing at 7:21 PM.
Damon Pursell
Construction- 6105 NW Carlson gave a staff report to the Commission. She explained that the
Riverpark Planning Commission approved a Special Use Permit for an asphalt,
compost and paving operation in 2005 for Damon Pursell Construction.
The Board of Alderman approved the SUP with the condition that
yearly reviews occur. The application was reviewed and approved in
2006 and 2007; however no further action has been taken to date, The
applicant operates 8 a.m. to 4 p.m. Monday --- Friday with some weekend
hours for special clean -up events. They provide yard waste recycling to
all Riverside residents. To date the applicant has had no code
violations. Staff supports the continuation of the Special Use Permit
with no added conditions and, per legal counsel advice, no annual
review provided there are no code violations.
Commissioner Uhl commented that the facility is kept very nice.
Commissioner Bowman commented that he was to the site four times
last week and it was always neat and orderly.
Chair Snyder closed the public hearing at 7:40 PM,
Commissioner King mover to recommend approval of the special use
permit for Damon Pursell Construction for an asphalt, compost &
paving operation.
Commissioner Uhl seconded and the motion passed 8 -0.
General Discussion Duffy discussed the announcement from Briarcliff Development to
begin developing the Horizons area and answered questions from the
Commission.
Adjournment
Commissioner Bowman moved to adjourn.
Commissioner King seconded. The motion passed and the meeting was
adjourned at 8 :11 PM
