WORKSHOP AND REGULAR MEETING
BOARD OF ALDERMEN
RIVERSIDE, MISSOURI
Thursday, June 9, 2011
6:00 p.m.
The Board of Aldermen for the City of Riverside, Missouri, met in regular session in the Board
of Aldermen Chambers at City Hall, 2950 NW Vivion Road, Riverside, Missouri, on Thursday,
June 9, 2011.

Mayor Rose called the meeting to order at 6:00 p.m. Those in attendance were Mayor Kathy
Rose, Aldermen Ron Super, David Hurt, Aaron Thatcher, Mike Fuller, and Brad Cope.
AI!derman Bernie Bruns entered at 6:25 p.m.
Also present were City Administrator David Blackburn, City Attorney Nancy Thompson,
Deputy City Clerk Sarah Wagner, Community Development Director Mike Duffy, Finance
Director ponna Resz, Communications Director Meredith Hauck, Public Works Director Tom
W'ooddell, Capital Projects Engineer Travis Hoover, and Public Safety Director Greg Mills.
Also present were on call engineers Matt Eblen with Shafer, Kline & Warren, Sabin Yanez
with Cook, Flatt & Strobel, Darren Hennen with Olsson & Associates, and Aaron Bursett with
H[�R.
Wi�RKSHOP SESSION Mayor Rose called the Workshop Session to order
at 6:02 p.m. and announced the Regular Session will follow the
Workshop Session.
2011-2012 BUDGET Finance Director ponna Resz introduced the schedule for the
PI�ESENTATION Budget Work Sessions.
David Blackburn gave a budget summery of requests and showed
pictures of projects then and now.
On call engineers, Eblen, Yanez, Hennen, and Bursett went
through the Capital Improvement Project Plan and discussed
individual projects and answered questions of the Board.
BREAK @ 8:13 PM Alderman Fuller moved to break,
seconded by Alderman Thatcher.
Yes: Fuller, Thatcher, Cope, Super, Bruns, and Hurt
Motion carried
Mo�TION TO RECONVENE Mayor Rose called the meeting back to order at 8:30 p.m.
Travis Hoover and Mike Duffy continued the Capital Improvement
Project presentation and answered questions from the Board.

I�EGULAR SESSION At the conclusion of the budget presentation, Mayor Rose
9:23 p.m. moved on to the Regular Session.
PLEDGE OF ALLEGIANCE Mayor Rose led the Pledge of Allegiance.
PUBLIC COMMENT None.
GONSENT AGENDA Alderman Thatcher moved to adopt the remaining Consent
Agenda, second by Alderman Bruns.
Yes: Thatcher Burns, Hurt, Cope, Fuller, and Super.
Motion carried 6-0.
I�INUTES OF 05-17-17 Alderman Thatcher moved to approve the minutes of May 5,
2011, second by Alderman Bruns.
Yes: Thatcher, Bruns, Hurt, Cope, Fuller, and Super.
Motion carried 6-0.
A�INUTES OF OS-31-11 Alderman Thatcher moved to approve the minutes of May 31,
2011, second by Alderman Bruns.
Yes: Thatcher, Bruns, Hurt, Cope, Fuller, and Super.
Motion carried 6-0.
Resolution 2011-032 Alderman Thatcher moved to approve Resolution 2011-032,
Bill Pay authorizing the expenditure of funds out of the City Treasury for
weeks ending May 20`", May 27� and June 3` second by
Alderman Bruns.
Yes: Thatcher, Bruns, Hurt, Cope, Fuller, and Super.
Motion carried 6-0.
CITY ADMINISTRATOR None
ADMINISTRATION Mike Duffy presented options for new signage directing traffic
into Argosy Casino's new entrance.
COMMUNITY DEVELOPMENT No Report.

PUBLIC SAFETY No Report.
PUBLIC WORKS No Report.
PARKS 8 RECREATION No Report.

I�AYOR'S DISCUSSION KC Art Institute is requesting a crossing on West Platte Road to
the waterfall. The waterfall still has a lot of sludge on it. Staff is
looking into both of those requests. Mayor Rose asked if Public
Works was taking what they could out of the park in preparation
for high water. She also commented about the letter that went out
in regard to the trash containers and has received no negative
feedback. She stated that she was introduced to the new
manager of Argosy. Finally, she said that the funeral process the
other day was very moving.
�OARD OF ALDERMEN Alderman Bruns— Echo the Mayor's comment that the funeral was
very powerful.
COMMENTS
Alderman Fuller — Echo Alderman Bruns' comments.
Alderman Super — No comment.
Alderman Hurt — Echo the comments about the funeral. David
and the Chief did a great job of helping the family and keeping
everyone informed.
Alderman 7hatcher — Thanks to North Kansas and Gladstone for
helping out so that Riverside could attend the funeral. Please
remember to keep checking on the family. Asked about how new
residents get trash service. Staff said it should just be picked up if
the trash bin is out, so call City Hall if problems continue.
Alderman Thatcher also requested to have a discussion on the
agenda for term lengths and term limits. Finally, he commented
that now that 95% of the budget has been presented he has
trouble with operational costs increasing while revenue is
decreasing.
Alderman Cope — No comment.
WIOTION TO ADJOURN Alderman Super moved to adjourn the meeting at 10:50 p.m.
second by Alderman Thatcher.
Yes: Super, Thatcher, Hurt, Bruns, Cope, and Fuller.
