A RESOLUTION AUTHORIZING THE PURCHASE OF ONE ELSAG LICENSE PLATE READER
FOR THE DEPARTMENT OF PUBLIC SAFETY FROM THE ELSAG COMPANY OFF THE
NASPO PURCHASING CONTRACT IN THE AMOUNT NOT TO EXCEED $20,880.
WHEREAS, the Police Department has a need for the acquisition of one ELSAG license
piate reader; and
WHEREAS, the City of Riverside in the adoption of its purchasing policy has approved the
practice of purchasing equipment from competitive bids awarded by other governmental entities
through the cooperative bidding process; and
WHEREAS, NASPO has competitively bid and awarded a contract to ELSAG LPR; and
WHEREAS, funds for such purpose were budgeted in the Fiscal Year 2011-2012 budget;
and
WHEREAS, the City of Riverside finds it is in the best interest of the citizens of the City of
Riverside to authorize and approve the purchase of one ELSAG license plate reader from the �
ELSAG Company in an amount not to exceed $20,880.00.
NOW THEREFORE, BE IT RESOLVED BY THE BOARD OF ALDERMEN OF THE CITY
OF RIVERSIDE, MISSOURI, AS FOLLOWS:
THAT, the purchase of one ELSAG license plate reader from the ELSAG Company in an
amount not to exceed $20,880.00 is hereby authorized, approved and ratified; and
FURTHER THAT the Police Chief and/or the City Administrator, or his designee, are hereby
authorized to execute all documents necessary or incidental to this transaction and the City Clerk is
authorized to attest thereto.
PASSED AND ADOPTED by the Board of Aldermen and APPROVED by the Mayor of

BACKGROUND: We are requesting the purchase of one ELSAG LPR (License Plate
Reader) for the department. This unit will be a mobile type unit, which can be
transferred from car to car. It is capable of reading thousands of plates per day,
alerting on criminal offenders and is able to locate other wanted plates such as
those for AMBER Alerts and other missing person type incidents.
BUDGETARY IMPACT: Total cost of this purchase is $20,880, which is based off
NASPO contract #PC62119. Funds for this purchase were approved in the 2011-
2012 fiscal budget.
