SPECIAL MEETING
BOARD OF ALDERMEN
RIVERSIDE, MISSOURI
Tuesday, July 24, 2007
6:30 p.m.
The Board of Aldermen for the City of Riverside, Missouri, met in special session in the Board of Aldermen Chambers at C
Hall, 2950 NW Vivion Road, Riverside, Missouri.
Mayor Rose called the meeting to order. Those in attendance were Mayor Kathy Rose, Aldermen Fuller, Bruns,
Darata, Hurt, Salyer and Super.
Also present were David Blackburn, City Administrator, Jane Henry, Executive Administration Assistant, Sarah
Thompson, Administrative Clerk, Donna Resz, Finance Director, Chief Gregory Mills, Brent Miles, Director of
Planning & Economic Development, Jeff Rupp, Public Works Director and John McClelland, City Attorney.
Minutes of June 26, 2007 Alderman Darata made a motion to approve the minutes of June 26,
Approved 2007 as presented and the motion was seconded by Alderman Salyer.
The vote was:
Aye: Aldermen Darata, Hurt, Super, Salyer, Fuller, and Bruns.
Motion carried.
Minutes of July 10, 2007 Alderman Bruns made a motion to approve the minutes of July 10, 2007
Approved as presented and the motion was seconded by Alderman Darata. The
vote was:
Aye: Aldermen Darata, Hurt, Super, Salyer, Fuller, and Bruns.
Motion carried.
Discussion of Riverside City Administrator, David Blackburn explained that Northland
Home Grant Program Neighborhoods Incorporated (NNn has been working in Riverside with
City funded grants of up to $5,000 to assist residents in fixing their
homes. The original agreement was to pay NNI quarterly. They are
requesting their final quarterly payment that would be due in October
and a $50,000 extension. The funding is needed because they are at a
point where citizens are familiar with the program and requesting
assistance. Many needed projects are getting done.
Mayor Rose asked if the $50,000 was budgeted for this fiscal year.
Blackburn replied that the $50,000 was budgeted for this year and the
October payment of $25,000 that NNI is requesting was budgeted from
last years budget.
Alderman Fuller asked what prevented these home owners from selling
their homes after the improvements are complete or for a bank
foreclosing on them.
Blackburn explained that it would still improve the value of the home
and the neighborhood as a whole.
Jim Rice from NNI spoke about a possible winterization program for
Riverside residents. It would begin with an energy assessment of a
resident's home, and then upgrades would be done such as new
windows, furnace, siding, insulation, etc. After the upgrades are
installed an energy audit would be done to see how much those
upgrades improved the home's energy efficiency. In some cases that
NNI has dealt with, the homeowner's energy bills have decreased by as
much as $500 a year.
Bill No. 2007-62 Bill No. 2007-66 an Ordinance tabled at the June 19, 2007 meeting
Miller's Nursery and approving and authorizing the execution of a nuisance abatement

Bill No. 2007-74 Alderman Super moved to place Bill No. 2007-74 on its first reading,
Amended Northland said Bill authorizing the city to enter into an amended service agreement
Neighborhoods Inc. with, and pay certain funds to Northland Neighborhoods Inc., seconded
Service Agreement by Alderman Dazata. The vote was:
Aye: Hurt, Darata, Super, Bruns, Fuller, and Salyer.
Motion carried.
Ordinance No. 2007-74 Alderman Darata moved to place Bill No. 2007-74 on its second
reading, and upon passage of the same become Ordinance No. 2007-74,
seconded by Alderman Fuller. The vote was:
Aye: Darata, Super, Bruns, Fuller, Salyer, and Hurt.
Motion carried.
Bill No. 2007-75 Alderman Fuller moved to place Bill No. 2007-75 on its first reading,
Allegiant Networks said Bill approving the form of, and authorizing the City to complete
Professional Services and and execute an agreement by and between the City and Allegiant
Software Networks for professional services and the purchase of software,
seconded by Alderman Salyer. The vote was:
Aye: Hurt, Dazata, Super, Bruns, Fuller, and Salyer.
Motion carried.
Ordinance No. 2007-75 Alderman Bruns moved to place Bill No. 2007-75 on its second reading,
and upon passage of the same become Ordinance No. 2007-75,
seconded by Alderman Darata. The vote was:
Aye: Darata, Super, Bruns, Fuller, Salyer, and Hurt.
Motion carried.
Bill No. 2007-82 Alderman Hurt moved to place Bill No. 2007-82 on its first reading,
YMCA Community Center said Bill approving the form of, and authorizing the Mayor to complete
Use and execute an agreement by and between the City and the Young
Men's Christian Association for use of the Community Center,

seconded by Alderman Salyer. The vote was:
Aye: Hurt, Darata, Super, Bruns, Fuller, and Salyer.
Motion carried.
Ordinance No. 2007-82 Alderman Bruns moved to place Bill No. 2007-82 on its second reading,
and upon passage of the same become Ordinance No. 2007-82,
seconded by Alderman Fuller. The vote was:
Aye: Darata, Super, Bruns, Fuller, Salyer, and Hurt.
Motion carried.
Bill No. 2007- 83 Blackburn explained that Bill No. 2007-83 has to do with the loan
Assignment of TIF agreement with T.E. Woods and his lending agency. This agreement
Agreement makes it so if there are any violations to the loan agreement the City
would notify the lender and the TIF funds would go to whoever fmishes
the project if T.E. Woods defaults.
Alderman Salyer asked if whoever finished the project would be
obligated to complete the project with the plan that has already been
approved.
City Attorney John McClelland responded that if they wanted the TIF
funds it would have to be completed to those standards. Even if they
did not want the TIF funding, than they would still have to comply with
City regulations.
Alderman Bruns moved to place Bill No. 2007-83 on its first reading,
said Bill approving collaterial assignment of the assignment of TIF
agreement, and approving other actions related thereto, seconded by
Alderman Salyer. The vote was:
Aye: Hurt, Darata, Super, Bruns, Fuller, and Salyer.
Motion carried.
Ordinance No. 2007- 83 Alderman Salyer moved to place Bill No. 2007-83 on its second
reading, and upon passage of the same become Ordinance No. 2007-83,
seconded by Alderman Fuller. The vote was:
Aye: Darata, Super, Bruns, Fuller, Salyer, and Hurt.
Motion carried.
Bill No. 2007-84 Alderman Super asked if this contract would be set up so that the
Embassy Landscape Group property owner where the nuisance abatement is carried out is charged.
Nuisance Abatement
Brent Miles, Director of Planning and Economic Development, replied
that the properly owners would be billed.
Alderman Super moved to place Bill No. 2007-84 on its first reading,
said Bill approving the form of and authorizing the execution of a
nuisance abatement contract with Embassy Landscape Group, seconded
by Alderman Darata. The vote was:
Aye: Hurt, Dazata, Super, Bruns, Fuller, and Salyer.
Motion carried.
Ordinance No. 2007-84 Alderman Hurt moved to place Bill No. 2007-84 on its second reading,
and upon passage of the same become Ordinance No. 2007-84,
seconded by Alderman Fuller. The vote was:
Aye: Darata, Super, Bruns, Fuller, Salyer, and Hurt.
Motion carved.
Bill No. 2007-85 Miles explained that the position for Fire Mazshal has not been filled yet
Fire Protection and Codes and the City needs someone to do professional fire reviews of plans.
Consultants (FP&C) FP&C has lots of experience; they did the reviews for Argosy's hotel
Development Review and pazking gazage.
Services
Alderman Bruns moved to place Bill No. 2007-85 on its first reading,
said Bill authorizing the City to enter into a service agreement with Fire
Protection and Code Consultants (FP&C) for development review
services, seconded by Alderman Hurt. The vote was:
Aye: Hurt, Darata, Super, Bruns, Fuller, and Salyer.
Motion carried.
Ordinance No. 2007-85 Alderman Salyer moved to place Bill No. 2007-85 on its second
reading, and upon passage of the same become Ordinance No. 2007-85,
seconded by Alderman Darata. The vote was:
Aye: Dazata, Super, Bruns, Fuller, Salyer, and Hurt.
Motion carried.
Bill No. 2007-86 Miles commented that this is the second step in the review process with
Design Energy Group the fire marshal review being the first step. He asked that this Bill be
Consulting Engineers tabled until the Board's next meeting. The City is still reviewing their
Construction Inspection insurance requirements.
Services
Alderman Super asked if the contract would include a "not to exceed"
amount.
Miles replied that it would be hard to determine what the cost would be
month to month, but he would include some sort of estimate.
Alderman Darata moved to table Bill No. 2007-86, an ordinance
authorizing the City to enter into a service agreement with Design
Energy Group Consulting Engineers for construction inspection
services, seconded by Aldermen Super. The vote was:

Motion Carried.
Public Hearing Mayor Rose opened the Public Hearing at 6:30 p.m.
Proposed Annexation into Miles began by clearing up some misconceptions that have been going
City of Riverside Mo azound about the annexation. Their have been several calls to City
Hall asking if this annexation would demolish homes. That is not the
case. The City cazes about the existing homes and not just the new
higher income homes. The steps the City is taking with NNI shows that
the City is compassionate and cazes about all its citizens.
Mayor Rose asked for a quick overview of the proposed annexation.
Miles than gave an abbreviated version of the annexation presentation
he gave at the public hearing on July 10, 2007. He explained that the
City's ability to annex has to meet certain state statutes and the Board of
Aldermen need to find the annexation reasonable and necessary. That is
what City staff has been trying to prove before this goes to vote on
August 7, 2007. A large majority of this development, Montebella, is in
Platte County Unincorporated, while three lots are within the city limits
of Riverside. The developer wants to create a sense of community, but a
line dividing city and county could create friction. The Master Plan and
ETC Citizen Survey both address annexation for the City. The survey
revealed that the majority of the citizens support the annexation.
The City has also entered into a cost shaze agreement with the developer
for improvements to Northwood Road. The developer, North River
Holding LLC will pay 70% of the cost, while the City will pick up the
remaining 30%. Many citizens travel this road and it was in need of
repairs. Miles said, "For the City to have a developer come in and bring
the road up to city standards and pay for 70% of it is an unbelievable
deal."
Taxes are another benefit to the City. Riverside does not have a real
estate tax and can not add one without it going to a vote of all the
citizens. However, the City does get utility franchise tax based on
usage. The City also gets a percentage of the state's motor fuel tax
based on its population. It is estimated that the City will receive about
$151,000 dollazs in taxes from this development. The City will also
benefit from sales tax from this development. Individuals who own
these homes will shop and use other services within the City. However,
this is very difficult to quantify.
This development, along with others in the City will help to change the
demographics and add the services that many citizens aze looking for
such as a pharmacy or a movie rental store. Right now the City does
not have the demographics to support those types of services, but these
developments will help to turn that around.
Stormwater management is one of the most important reasons for this
annexation. All the water from Kansas City North drains duectly into
Riverside. A large portion of the drainage could be controlled through
the annexed area. The County has some stormwater regulations, but
they aze not as strict as the ones within the City.
Alderman Fuller asked what the number of single family residences is
in the city compazed to rental units at this time.
Miles replied that he is not sure of the exact number, but he believes
there are around 400 single family homes and 850 rental units.
Alderman Fuller commented that the City would be almost doubling its
single family residences with one project.
Miles replied that all of the projects combined will have a dramatic
impact on the City at full build-out.
Alderman Hurt commented that all the development coming to
Riverside offer a full range of prices. The City is also working with
NNI to help the older retirement community so they can get
improvements done to their homes and not feel left behind with the new
higher priced homes.
A member from the community asked about the Northwood Road
closure.
Miles replied that their will be an update on Northwood Road in the
monthly newsletter. There has been a short delay in the work due to the
weather, but the project is still expected to be completed in a 60 to 90
day time frame.
Raye Sanders of 5006 Woodside Drive addressed the Board. She
expressed how happy she is to live in Riverside and how proud she is of
the community.
A member from the community asked what the potential of a city real
estate tax would be in the future.
Miles replied that according to state statute in order for the City to
impose a real estate tax it would have to go to the vote of the citizens. It
is unlikely that anyone would vote to impose a tax on themselves. The
City is financially sound enough even after all the proposed projects are
completed that a real estate tax is not a necessity.
Aldermen Hurt commented that with the growth of the Horizons
Project, another tax base will be created so the City will not be so
dependent on the casino.
City Administrator David Blackburn commented that the tax rates that
the Platte County Assessor sets that Riverside residents pay are based
on all of Platte County and not just on Riverside.
Aldermen Salyer said that he encourages everyone to go out and vote on
August 7, 2007. It will give the Board of Aldermen and Planning
Commission a direction for the future.
Alderman Bruns commented that many of the residents in his
neighborhood are students. They have a vested interest in Riverside and
would like to stay here, if appropriate housing were available.
Mayor Rose closed the Public Hearing at 7:05 pm
Adjournment Alderman Super moved to adjourn and Alderman Hurt seconded.
