HomeMy WebLinkAbout2007-09-04Minutes of Regular Meeting of Board of Aldermen of City of Riverside, Missouri September 4, 2007 A regular meeting of the Board of Aldermen of the City of Riverside, Missouri, was held in the City Hall, of Riverside, Missouri, on September 4, 2007 at 7:00 p.m. Those in attendance were Mayor Kathy Rose, Aldermen Fuller, Dazata, Hurt, Salyer, Bruns and Super. Also present were David Blackburn, City Administrator, Louise Rusick, City Clerk, Chief Gregory Mills, Brent Miles, Director of Planning & Economic Development, Jeff Rupp, Public Works Director and John McClelland, City Attorney. Visitor Leonazd Goldammer, 5011 NW Merrimac spoke to the board about the Renner-Brenner Comment Park with its skateboard pazk and playground. Mr. Goldammer said with the parking lot next to the playground there is no space. There were 6 teenagers there and 4 of them were on the slide, consequently the kids couldn't use the slide. The mother of the small kids complained to him about this and the teenager's language. Mr. Goldammer approached the kids and asked them to move away from the playground equipment. Mr. Goldammer thinks we need to take a stand for the children and find a better way to provide entertaimnent for kids so each kid can be in sepazate areas and the other concern is a safety concern with the parking lot nearby. Alderman Hurt asked Mr. Goldammer to define children and Mr. Goldammer said they were teens. He said the children need mentors. Mayor Rose said the city is actively involved in getting programs started at the Community Center and study hall is now offered at the City Hall. Alderman Fuller said he was at the pazk Monday and if Mr. Goldammer sees that Mother again to duect her to the E.H.Young Pazk. Proclamation Alderman Super moved to postpone the request to approve a Proclamation for Postponed October as Senior Citizen's Month, seconded by Alderman Darata, the vote was: Aye: Aldermen Bruns, super, Darata, Hurt, Salyer and Fuller. Motion carries. Minutes of Alderman Darata moved to approve the minutes for August 14, 2007, seconded by Aug. 14th seconded by Alderman Bruns, the vote was: Approved Aye: Aldermen Salyer, Darata, Fuller, Bruns, Super and Hurt. Motion carries. City Admin. David summarized the report as follows: Report Village at Gatewoods (Skyline) T.E. Woods submitted a Master Sign Plan to market the entire Gatewoods Village. Due to the commercial portion of the Briazcliff development being within the permanent right-of--way of the Levee District, the COE must give approval. Minn. 9/4/07 The City Staff and Shafer, Kline & Warren completed a request for proposed developers in the Horizons azea for a Sales Tax Comparison Table to other project within the Metro We can now report on visitors to the City's website, therefore for an 11 day period there were 963 unique visitors and a total of 1,218 visitors. The City staff and the City Engineers have compiled a spreadsheet of utility issues due to the amount of projects within the City. Document imaging is being investigated. The Corps of Engineers said they would commit to quarterly meetings with the City and Levee District to better the process of review on projects. The Streetscape Comrnittee met for the final time to complete the design of the streetscape improvements, finalize cost estimates, and complete the phasing schedule for the improvements. All police departments are facing the problem of ammunition shortage because of the war and because of this, ammunition is costing more. Public Works continues to work on a draft document for debris management which is required from SEMA and FEMA. The Pazk Maintenance Standazds continue to be worked on. Also, being worked on is writing a new 5-year stonnwater management plan for the Mo. Dept. of Natural Resources ordered by the EPA. The Department of Public Safety collected money for the Musculaz Dystrophy Assn. on Friday August 24'~ and Saturday, August 25's collecting $2,650.31. The Department of Public Safety received the same funding level for 2007-2008 as previous, Hazardous Moving Violation Enforcement, $13,820, Driving While Intoxicated, $5,010 totaling $18,830. Building & Codes reported the number of violation notices sent to residents building inspections and zoning. Staff Training schedule was submitted to the board. The YMCA update for week ending August 19s' was: 129 units with 424 total people. An update for Northwood Road Phase 1 was given and is 80% complete. Northwood Road is scheduled to be done by the first week of September. The Street programs for Vandepopulier, driveway repairs and the Business Park area are being worked on. Painting on the water tower is expected to being in mid-September and the logo design has been submitted. The Horizons Pazkway N. Design is 95% complete. The Horizons Pazkway S. project is 31 % complete. The staff is in the process of receiving additional gate quotes for the Park Hill High School east entrance. Other gates are being discussed for the parks. Minn. 9/4/07 Brent said the transmission line that follows the 9 highway corridor from the City's water tower is a 24" line through the City. There is now a study being performed. City Admin. David mentioned the proposed Bill No. 2007-100 regarding the City's Personnel Comments Manual. The Department Heads have discussed the issue of sick leave time. The Bill allows for employees to volunteer their available sick time to other employees who don't have enough sick time and full time employees only are allowed to participate. Also, within this proposed bill is the Employment of Relatives (family members) of an elected official of the City during the tenure of said elected official unless the employment precedes the election and this applies to commissions or board members and family members will not be employed by the City in the same department. Alderman Alderman Hurt said FEMA is visiting the Levee District in 10 days and Brent said comment the City is involved and there is 12 representatives coming from other states as they wish us to inform us of our levee process and map revision. There will be a van tour of the levee. City Engineer Mike Duffy said Kansas City, Missouri has request for proposals out for design work Comment on 56's Street from I-29 west and included in this is sections of Northwood Road from 52md Street and north of Prarieview Road. They will begin design on that this year, but they don't have a schedule date yet for construction. Shafer, Kline & Waxen will keep in contact with them to coordinate any work where we are involved. Donna Resz, Donna submitted the Capital Improvements report to date for the board's review. Finance Officer Line Creek Trail John Zimmerman with TranSystems outlined the Line Creek Trail Options as listed Discussion below: #1-Build a new bridge #2-Use Railroad Overpass #3-Argosy Overpass Original Design and no additional construction costs, but the schedule is unacceptable to BNSF but the advantages are it matches the vision of trail and the disadvantages are BNSF won't allow this due to bridge condition. The Original design doesn't impact their bridge, but BNSF can't be convinced. Alternative 1-Railroad Underpass per BNSF and additional constmction costs, $900,000 with the schedule design, 3 months and BNSF, maybe 2 months, USACE, 6-9 months. Alternative 2-Railroad Overpass with additional construction, $430,000 and design- months and BNSF maybe 1-2 months and USACE, 3-6 months with advantages it avoids underpass and unaffected by high water and the disadvantages are additional design and construction costs and not preferred by trail users. Alternative 3-Potential Roadway Overpass with additional costs $250,000 and the schedule is based on roadway schedule and BNSF approval and it doesn't have to go through the levee district. The advantages are it combines transportation facilities and can be a temporary solution. The disadvantages are additional design and construction costs and the longest schedule of 2 years. Brent said we would lump Argosy's Bridge into the design fees. The bridge is 27 feet from the top of the track to the bottom of the bridge. Mins. 9/4/07 Board Mayor Rose said she feels Alternative 3 puts the project into a longer date and is comments extremely disappointed. Alternative 3 would take 1 yeaz to design, then start construction depending on Argosy's choice and the total time for this would be 2 years. Alderman Salyer wanted to know why the sidewalk has to follow the street. Brent said because the city would have to get easements, but he can look at alternatives once it gets over the bridge. There is more Corps of Engineers and Levee district approval on Altemative 2 and a 1 year completion time. The boazd was asked to take time to study the alternatives and to a-mail Brent their choice. City Engineer Mike Duffy, Shafer, Kline & Warren said the Merrimac Drainage project is 90% comments complete. He's still working with the property owners for satisfaction. Most all of the High drive driveways are done and nearly ready to start on High Drive Terrace. The replacement for the driveways is 6"-8 or 9" thick asphalt. The driveways aze 50% done. They are going to add some people into the project up to 52°d Street. Saw cutting is done for the drainage in the Business Park and drive approaches aze being done. Out of the $515,000, twenty per cent is reimbursable. When the driveways were done in 1999 there were 24 all together. 5001 NW High Drive moved the driveway on the backside and this wasn't included in the repairs. The property was vacant at the time and the staff decided to include this one. Alderman Super asked that documentation be done on all property owners that have make private deals with contractors to add more asphalt to their driveways. Comments Mayor Rose said there is a Park Board Meeting Wednesday at 6:00 p.m. There will be on the Parks a "Waters Edge" presentation (children's play feature at the pool). Public Safety Chief Mills said Sunday evening the Casamano case was investigated and an account has comments been setup for the Metro Squad fees. The Tour of Missouri is coming through the City September l 1's around 1 p.m.-1:40 p.m. This is a bicycle race with 120 pro riders. Nine Highway will be closed and all the traffic from the school will go out the back gate on High drive. There will be a cost of overtime as this is a safety issue. The boazd was given a summary of activity of the police dog. There is a 2°d police dog available to the City and Brent Holland will be the handler. The dog's name is "Flash" and is 4 yeazs old, a German Shepazd from Czechoslovakia. Public Safety has purchased a 2005 Dodge Dazango SLJV for $12,055 at the auto auction and will purchase an extended warranty. Mayor's Mayor Rose mentioned the Riverfest flyer. She asked the board to be in the parade and it comment will start at 10:00 a.m. Bill No. 2007-95 Alderman Bruns moved to place Bill No.2007-95 on its first reading, said Bill Paymentof authorizing the payment of certain indebtedness listed therein, seconded by Alderman Certain Hutt the vote was: Indebtedness Aye: Aldermen Dazata, Salyer, Bruns, Hurt and Fuller. Abstain: Alderman Super. Motion carries. Ord. No. 2007-95 Alderman Fuller moved to place Bill No. 2007-95 on its second reading, and upon passage Approved of same become Ordinance No. 2007-95, seconded by Alderman Darata, the vote was: Aye: Aldermen Bruns, Fuller, Darata, Hurt and Salyer. Abstain: Aldem~an Super. Motion carries. Bill No. 2007-96 Alderman Super moved to place Bill No. 2007-96 on its fast reading, said Bill authorizing IDA to transfer the Industrial Development Authority of the City of Riverside, Missouri to transfer to Harry Hany/Lucille C. and Lucille C. Edwazds certain properly pursuant to a Special Warranty Ddeed in exchange Edwazds certain for Infrastructure Easements and Rights-of--Way granted by the Edwards to the City and property... actions related thereto, seconded by Alderman Hurt, the vote was: Aye: Aldermen Super, Salyer, Bruns, Hurt, Fuller and Darata. Motion carries. Bill No. 2007-97 Alderman Dazata moved to place Bill No. 2007-97 on its first reading, said Bill authorizing Employ Jerry the City of Riverside, Missouri to employ Jerry L. Sargent as the Building Official at an Sargent annual salary of $50,000,00 to become effective September 5, 2007, seconded by Alderman Fuller, the vote was: Aye: Aldermen Salyer, Bruns, Hurt, Fuller, Super and Datata. Breininger as a part time firefighter in the Breininger in Department of Public Safety setting the salary at $12.00 per hour and the effective date to be P•S• September 4, 2007, seconded by Alderman Bnms, the vote was: Aye: Aldermen Darata, Bruns, Hurt, Fuller, Super and Salyer. Motion can•ies. Aldermen Alderman Hurt said Public Safety did a good job during the summer heat on saving comments someones life. He asked about the annex listed on the capital improvements schedule update as to if it is required for the annex to have a sprinkler system. The Fire Marshal will have a discussion on this. Alderman Darata said the citizen's have been well informed of the High Drive project and what a good job the staff had done. Alderman Bruns said he noticed the swim pool shut down early this year. There were complaints this year and last year about this. Alderman Super said some citizens have asked about the policy on rental property and Alderman Super told them the City doesn't have Ordinances on rental property. Brent said a proposal can be given again on this. Alderman Super asked if the Vivion Road East Study was approved by MoDot. Brent said we are waiting on contracts. David David said Stiffel, Nicolaus & Company, Inc. invited the board to dinner next Monday Blackburn's evening. comment Recess A brief recess was called at 8:51 p.m Reconvened All Aldermen and the Mayor responded to roll call and the meeting reconvened at 9:06 p.m. Motion for Alderman Darata moved that the meeting go into closed session, pursuant to Closed Session RSMo 610.021(1) Legal Issues with the City Attorney, seconded by Alderman Salyer the at 9:06 p.m. vote was: Aldermen Salyer, Darata, Fuller, Super, Bruns and Hurt. Motion carries. Motion for Alderman Super moved that the meeting go into open session, seconded by Open Session Alderman Darata the vote was: at 9:34 p.m Aye: Aldermen Darata, Fuller, Super Hurt, Bruns and Salyer.
