HomeMy WebLinkAboutR-2011-071 Platte County Health Agreement Resolution No. R — 2011-071 A RESOLUTION AUTHORIZING THE CITY OF RIVERSIDE TO ENTER INTO A SERVICES AGREEMENT WITH THE PLATTE COUNTY HEALTH DEPARTMENT IN THE AMOUNT OF $15,000 WHEREAS, Platte County Health Department ("Service Provider") is a not-for-profit corporation providing services, including certain health, emergency, safety and quality of life services ("Services"), to residents of Piatte County, including the City of Riverside (the "City"); and WHEREAS, Service Provider desires to continue to provide such Services and requires funding to continue to provide the Services within the City; and WHEREAS, the City finds that the provision of the Services is a public purpose and the City has the capability and desire to assist Service Provider in continuing to provide Services to the public within the City; and WHEREAS, the City's Board of Aldermen believes that the City's best interests are promoted and aided by entering into an agreement with the Service Provider for the provision of the Services; and WHEREAS, The City and the Service Provider have negotiated and agreed upon an agreement for the Service and payment for the same; NOW, THEREFORE, BE IT RESOLVED, by the Board of Aldermen of Riverside, Missouri, as follows: THAT the City finds that the provision of the Services contributes to the welfare of the City as well as the economic and social potential of the City and its residents, that the Services are important to the welfare of the City and that the provision of funds to assist in providing such Services are for a public purpose; FURTHER THAT the City of Riverside shall pay to the Service Provider the sum of Fifteen Thousand and 00/100 Dollars ($15,000.00) to assist it in continuing to provide services to the residents of the City and the City, pursuant to a Services Agreement, in substantially the form attached as Exhibit A, which is hereby approved; FURTHER THAT the Mayor is authorized and directed to execute the Services Agreement in substantially the same form as set forth in Exhibit A attached hereto. The Mayor and city staff are authorized and directed to perform all acts and execute any other documents necessary or desirable to effectuate the intent of this Resolution. IN CONSIDERATION of the mutual covenants and agreements set fortl� herein, the parties agree to the following: 1. That 5ervice Provider shall provide the Services for the City pursuant to the terms of this Service Agreement for a term of one year commencing on July 1, 20ll and ended June 30, 2012. 2. That the City shall pay to Service Provider the Sum of $15,000. 3. That the Services provided by the Service Provider shall include, but not be limited to, the activities designed for the purpose of aiding public health and safety to the residents of the City, including but not limited to, assisting the poor, hungry and homeless residents of the City with access to health, emergency, safety and quality of life services, including the Back to School Fair (the "Services") 4. Service Provider will provide the City with a copy of Service Provider's annual program budget with a brief summary of the aceounting controls used. Further expenditure reports including, but not limited to, the number of Riverside residents served, a detailed explanation of services provided, and a detailed explanation of program expenditures is required on an annual basis. ]N WITNESS WHEREOF, the parties have executed this Agreement the day and year first above written. During my briefing in the Community Services contracts, I informed the board that United Services had lost most of their funding and the Platte County Health Department would likely be taking over most of their programming in the coming months. That transition has occurred and as such, I am requesting that the Board of Aldermen consider providing the Platte County Health Department the funds that were allocated to United Services for FY 2011-2012. As with United Services, these funds would be used to support the following programs: Back to School Fair, Senior Citizen Fair, Christmas Store, and miscellaneous Rent/Food/Utilities assistance. � Please note that this funding is separate from the funding provided through Municipal Court to United Services.
