HomeMy WebLinkAbout2011-08-16 Regular Meeting Minutes -.,,� . � , .� . ...,�:r.,� �,^*�.- MINUTES REGULAR MEETING BOARD OF ALDERMEN RIVERSIDE, MISSOURI Tuesday, August 16, 2011 7:00 p.m. The Board of Aldermen for the City of Riverside, Missouri, met for a regular session in the Board of Aldermen Chambers at City Hall, 2950 NW Vivion Road, Riverside, Missouri, on Tuesday, August 16, 2011. Mayor Rose called the meeting to order at 7:00 p.m. Those in attendance were Mayor Kathy Rose, Aldermen Brad Cope, Ron Super, Bernie Bruns, David Hurt, Aaron Thatcher, and Mike Fuller. Also present were City Administrator David Blackburn, City Attorney Nancy Thompson, City Clerk Robin Littrell, Community Development Director Mike Duffy, Community Development Assistant Sarah Wagner, Capital Projects Engineer Travis Hoover, Finance Director ponna Resz, Public Safety Director Greg Mills, Public Works Director Tom Wooddell, Fire Chief Gordon Fowiston, and Community Relations Director Meredith Hauck. PLEDGE OF ALLEGIANCE Mayor Rose led the Pledge of Allegiance. PUBLIC COMMENT None. CONSENT AGENDA Alderman Super requested Bill Pay Resolution 2011-067 be removed from consent agenda for discussion. Alderman Thatcher moved to adopt the remaining Consent Agenda, second by Alderman Hurt. Yes: Thatcher, Hurt, Cope, Fuller, Bruns, and Super. Motion carried 6-0. MINUTES OF 08-02-11 Alderman Thatcher moved to approve the minutes of the Aug. 2, 2011, second by Alderman Hurt. Yes: Thatcher, Hurt, Cope, Fuller, Bruns, and Super. Motion carried 6-0. MINUTES OF 08-09-11 Alderman Thatcher moved to approve the minutes of the Aug. 9, 2011, second by Alderman Hurt. Yes: Thatcher, Hurt, Cope, Fuller, Bruns, and Super. Motion carried 6-0. 1 JULY COURT REPORT Alderman Thatcher moved to approve the July 2011 Court I Report, second by Alderman Hurt. Yes: Thatcher, Hurt, Cope, Fuller, Bruns, and Super. Motion carried 6-0. Resolution 2071-068 Alderman Thatcher moved to approve Resolution 2011-068, Lease Agreement Bobcat authorizing the lease agreement with and pay funds to the KC Bobcat, Skid Steer Loader, second by Alderman Hurt. Yes: Thatcher, Hurt, Cope, Fuller, Bruns, and Super. Motion carried 6-0. REGULAR AGENDA Resolution 2011-067 Alderman Super inquired about the address for the FPAL payment Bill Pay to the National Golf Club of Kansas and that it should state Kansas City. Following this discussion, Alderman Fuller moved to approve Resolution 2011-067, authorizing the expenditure of funds out of the City Treasury for weeks ending August 5"' and August 12` second by Alderman Cope. Yes: Fuller, Cope, Bruns, Thatcher, Hurt, and Super. Motion carried 6-0. Bill No. 2071-026 City Attorney Thompson gave brief explanation of this ordinance. Bicyclists, Pedestrians Alderman Thatcher moved to accept the first reading and place Bill No. 2011-026 on its second and final reading, seconded by Alderman Cope. Yes: Thatcher, Cope, Super, Fuller, Bruns, and Hurt. Motion carried 6-0. Alderman Cope moved to approve Bill 2011-026 and enact said bill as ordinance, second by Alderman Thatcher. Yes: Cope, Thatcher, Fuller, Hurt, Bruns, and Super. Motion carried 6-0. Bill No. 2011-027 City Attorney Thompson gave brief explanation of this ordinance. Amend 210.030 Harassment Alderman Thatcher moved to accept the first reading and place Bill No. 2011-027 on its second and final reading, seconded by Alderman Cope. Yes: Thatcher, Cope, Bruns, Fuller, Super, and Hurt. Motion carried 6-0. Alderman Cope moved to approve Bill 2011-027 and enact said bill as ordinance, second by Alderman Thatcher. Bill No. 2011-028 Alderman Thatcher moved to accept the first reading and place Amend 1075 - Vazzano Bill No. 2011-028 on its second and final reading, seconded by Alderman Cope. Yes: Thatcher, Cope, Bruns, Hurt, Super, and Fuller. Motion carried 6-0. Alderman Cope moved to approve Bill 2011-028 and enact said bill as ordinance, second by Alderman Hurt. Yes: Cope, Hurt, Thatcher, Fuller, Bruns, and Super. Motion carried 6-0. Bill No. 2011-029 Alderman Thatcher moved to accept the first reading and place First Amendment to MDA Bill No. 2011-029 on its second and final reading, seconded by Alderman Cope. Yes: Thatcher, Cope, Bruns, Fuller, Super, and Hurt. Motion carried 6-0. Alderman Thatcher moved to approve Bill 2011-029 and enact said bill as ordinance, second by Alderman Cope. Yes: Thatcher, Cope, Fuller, Hurt, Bruns, and Super. Motion carried 6-0. CITY ADMINISTRATOR No report. ADMINISTRATION Community Relations Director Meredith Hauck gave an update on the Tourism Commission meeting where they reviewed grants for the year. The Board also agreed to help fund the Northland Symphony Orchestra as in they have in the past few years for their April 2012 student concert. I also wanted to let the Board know that Trozzolo will be mailing out magnet to the residents with updated phone numbers and important information. City Administrator Blackburn addressed the Mayor and Board that Chris Williams and Nathaniel Hagedorn were in attendance to give a power point presentation on the schematics and progress to the Horizons Project. They proceeded to give the presentation and then answered questions. City Administrator Blackburn also reminded the Board that there was a letter included in their packet from Time Warner for them to review. COMMUNITY DEVELOPMENT No report. ENGINEERING Capital Projects Engineer Travis Hoover reported that the 41 Street Project was open. He also reported that the 48` Street Project is open and the landscaping is scheduled to be completed in the fall planting season. Update on the Northwood Road Project. FINANCE No Report. PUBLIC SAFETY No Report. II PUBLIC WORKS No Report. Alderman Hurt inquired about curbside storm debris pickup and Tom Wooddell responded that at this time they are taking calls and on a case-by-case basis collecting debris. PARKS & RECREATION Community Relations Director Hauck told the Board that there are two new part-time workers on the job for the Community Center. LEVEE BOARD REPORT Alderman Hurt reported on the water flows and river levels. MAYOR°S DISCUSSION We have received a memo from City Attorney Nancy Thompson regarding the Park Board term limits and the ordinance referring to the limits. We are going to bring all the Board information to you for approval and begin a uniform process as soon as possible. Do we know when the Missouri Riverfront Trail may be opening? Hauck responded that the trail will be closed until all the water is off the trail. The opening and updates will be posted on our website, but we do not have a specific time. Mayor James of Kansas City, Missouri sent a letter to each mayor in the metro area regarding the incident and the curfew on the Plaza. Faith in Action will be doing work for the residents in our community again this year on September 9& 10. Please inform us if you know someone in our community that could use this assistance. Thanks to Joe, with his help, we had a meeting with Director Kerr with the State Dept. of Economic Development last Thursday in Jefferson City. We had great conversation. BQARD OF ALDERMEN Alderman Fuller — Thanks to KCP&L for their prompt and good CdMMENTS service to help a neighbor top a tree. Alderman Bruns — Nothing to report. Alderman Cope — Thanked the Board for the opportunity to join the Leadership Program and it begins this week. Alderman Thatcher — I will be attending the Leadership Kick-Off Dinner as a speaker and will do my best to represent Riverside well. 4 � .,,�„ �,� , _ _ _ - , � .� _ .. , ` - Alderman Hurt — I will be attending the Parkville Legislative Dinner on Thursday, Aug. 18� at Argosy Hotel and Casino. Alderman Super — Until tonight we had never received what temporary easement costs were for the Vivion Road Bridge. Mayor Rose recalled discussion in closed session and the fact that they were benefiting from the situation. Board was directed to look at Resolution 2011-065 that was passed at our previous meeting.
