HomeMy WebLinkAbout2007-11-06Minutes of Regular Meeting of Board of Aldermen of City of Riverside, Missouri November 6, 2007 A regulaz meeting of the Board of Aldermen of the City of Riverside, Missouri, was held in the City Hall, of Riverside, Missouri, on November 6, 2007 at 6:30 p.m. Those in attendance were Mayor Kathy Rose, Aldermen Fuller, Dazata, Hurt, Salyer, Bruns and Super. Also present were David Blackburn, City Administrator, Louise Rusick, City Clerk, Chief Gregory Mills, Brent Miles, Duector of Planning & Economic Development, Jeff Rupp, Public Works Director and John McClelland, City Attorney. Motion for Alderman Super moved that the meeting go into closed session, pursuant to Closed Session RSMo 610.021(1) Legal and RSMO (2) Personnel Issues with the City Attorney, at 6:30 P.m seconded by Alderman Bruns the vote was: Aldermen Salyer, Dazata, Fuller, Super, Bruns and Hurt. Motion carries. Motion for Aldertan Bruns moved that the meeting go into open session, seconded by Open Session Alderman Hurt the vote was: at 7:00 p.m. Aye: Aldermen Darata, Fuller, Super Hurt, Bruns and Salyer. Motion carries. Todd Foster Todd Foster, MARCIT (City provider of Workers' Compensation Insurance and Marcit presen- Employee Benefits) presented the boazd with a check for $1,826 for training policies tation and practices programs. The members that excel in the programs are rewarded and the City is receiving this award. There aze 51 different activities and accountability. A safety credit account was started a couple of years ago and every time a contribution is made to Workers' Comp, 3% of the funds are set aside in a special fund to buy things to enhance the loss control program Since 1971, $13,376 has been presented in enhancement awazds. South Platte Mayor Rose introduced the South Platte Rotary Club representative, John Ellis, Rotary Club Past President. Mr. Ellis said the Rotary Club is anxious to serve the City. They Discussion would be willing to do any projects or volunteer for Riverfest. In the past, they helped to put together the skate board pazk. Also present was John Long, President, Dr. Lotauco and her husband Vince Collins. Minutes of Alderman Bruns moved to approve the minutes for October 9, 2007, seconded by Oct. 9, 2007 seconded by Alderman Salyer, the vote was: Approved Aye: Aldermen Salyer, Dazata, Fuller, Bruns, Super and Hurt. Motion carries. Mins. 11/6/07 Minutes of Alderman Super moved to approve the minutes, as corrected for October 16, 2007, Oct. 16, 2007 seconded by Aldem~an Darata the vote was: Approved Aye: Aldermen Darata, Fuller, Bruns, Super, Hurt and Salyer. Motion carries. Public Hearing Mayor Rose opened the Public Hearing at 7:11 p.m. to consider vacating right-of--way Opened generally located along approximately 3200-3400 NW Vivion Road. Brent summarized the staff report to the board as follows: The applicant, Don Alexander, is requesting right-of--way be vacated along NW Vivion Road on property he currently owns and property under contract by Mr. Alexander. The right-of--way to be vacated was originally deeded to MoDOT in 1935 for the construction of NW Vivion Road. MoDOT conveyed ownership of this portion of NW Vivion Road in 1988 to the City of Riverside for ownership. At this time, the City of Riverside accepted all the right-of--way that was part ofNW Vivion Road in this area. Due to the sale of the property, title work was completed by the applicant who illustrated this excessive right-of--way on the north side of NW Vivion Road. The portion ofright-of--way to be vacated is not necessary to maintain NW Vivion Road in its current condition or necessary for any future improvements to NW Vivion Road. Until the title work was presented to the City, it was unknown to the staff that this right- of-way existing given the setbacks necessary for building construction that has occurred over the years in this area. Staff requested that Missouri One Call be instructed to mark the site for any utilities; which staff observed and saw none. Staff also sent certified letters to the various utilities requesting confirmation that no utilities existed in this area. No comments from the audience Public Hearing Mayor Rose closed the Public Hearing at 7:15. p.m. CIP Update Capital equipment and capital improvement projects reports were presented to the board to show the status of the projects and budgeted items. Alderman Salyer asked about the "emergency auto dial feature" that was talked about at budget time. Chief Mills said it is listed in the Public Safety Capital Equipment listing. Meetings have taken place with the vendor and Public Safety has received a proposal and it is currently being reviewed. This system was being used in California recently for the wild foes and they were receiving about 500 phone calls a day. Alderman Salyer asked if they will be receiving the report quarterly and David said the intention is to try to update the report monthly. City Admin. David said Missouri American Water Company in the process of constructing/upsizing Report waterlines throughout their entire system that will benefit areas as a whole. The first upgrade will be in Riverside from a 10' to a 16' line along West Platte Road near Riverside Street. Brent Miles and Mike Duffy will be in St. Louis tomorrow to have a discussion with MAWC outlining the issues we've been having and assessing the issues at Gatewoods. Utility issues are still being worked on at Horizons. Survey crews began this week verifying all right-of--way and utility locations for the streetscape design. Minn. 11/6/07 Staff received a signed agreement from MoDot for the Vivion Rd. East Study. Staff is also working with the project management team for Horizons Pky. Phase II and Mo. Highway 9 project. Along term MoDot/City cooperation agreement is being worked on. Briazcliff was approved for a Land Disturbance Permit for the grading associated with the residential development. NSJP Architects aze finalizing plans for the Park Design of the W. Platte Linear Pazk. Public Works conducted interviews with Neighborhood Services Code Enforcement Officer Candidates. The Halloween Party at the Community Center was a big success. The Platte Senior Health Fair had close to 250 people attend and planning is currently taking place for the Holiday Lighting, the Employee Holiday Dinner and the Senior Dinner and there is a special Senior Holiday Dance coming up. The RFP for a document imaging and management system was sent to five potential vendors on November 1" and proposals are due November 20`x. David said after visiting with MARC, he would like the board to consider extending the invitation for the Healthy Citizens Initiative to the city employees. The Northwood Rd. Phase 1 project continues. Remaining is the grading behind the curbs for the sidewalks and walking trails along the west side. Ninety-five per cent of the project is complete. Work continues on the Horizons Pazkway South project. The Horizons Pazkway North project is 95% complete. The street improvement program is neazly complete and the Park Hill South Gate is operational. David said in St. Louis tomorrow, Brent, Mike and Steven Hazdy are making a presentation about our Master Plan to the American Planning Association. Court Report Alderman Super moved to approve the Court Report for October 2007, seconded by Approved Alderman Hurt, the vote was: Aye: Aldermen Bruns, Super, Dazata, Hurt, Salyer and Fuller Motion carries. City Engineer Sabin updated the boazd on activities going on in the Horizons area. The Interchange is basically complete. All comments will be sent to MoDot within days regazding the 9 highway improvements. Mazch and April is the start date for the Horizons area and Vandepopulier will have to be closed. Mattox needs resurfacing and as soon as this is complete all roads in the azea will be in good condition. This is a TIF reimbursable project. McAnany contractors will complete an alternate route to 9 highway until November or December 2008. McAnany will resurface Mattox and this will be added to the project as a change order. Mayor's Mayor Rose said weatherization kits were distributed at the Monday evening meeting. comments Mayor Rose said she still has a list of soldiers to be sponsored. David Hurt challenged the boazd members to adopt a soldier. Mayor Rose said she attended the KCATA Light Rail Forum at the Marriot Hotel and also sponsored by Mayor Funkhouser's task force to update everyone. They were trying to define what a light rail car should look like. Kansas City, Orlando and a City in Ohio aze the only 3 cities with this type of density that don't have a light rail system. Mayor Rose and some of the other Mayor's attended a session at Rockhurst College and Bob Berkebile talked about things we could do to improve our climate. Patk Bank sold to Liberty First and they are changing their name to Patriot's Bank. No. Alderman Bruns moved to place Bill No. 2007-116 on its second reading, and upon 2007-116 passage of same become Ordinance No. 2007-116, seconded by Aldernan Darata, the Approved vote was: Aye: Aldermen Bruns, Fuller, Darata, Hurt, Salyer and Super. Motion carries. Bill No. Alderman Super moved to place Bill No. 2007-117 on its first reading, said Bill vacating 2007-117 a certain section of Right-Of--Way Along NW Vivion Road in Riverside, Missouri, Vacating seconded by Alderman Fuller, the vote was: R-O-W Aye: Aldermen Super, Salyer, Bruns, Hurt, Fuller and Dazata. Bill No. Alderman Fuller moved to place Bill No. 2007-121 on its fast reading, said Bill 2007-121 authorizing the City of Riverside, Missouri to employ Linda Morrison as Neighborhood Employ Services/Codes Enforcement Officer at a salary of $45,000 annually and a start date of Linda November 27, 2007, seconded by Alderman Hurt, the vote was: Morrison Aye: Aldermen Darata, Salyer, Bruns, Hurt, Fuller and Super. Motion carries. Ord. No. Alderman Bruns moved to place Bill No. 2007-121 on its second reading, and upon 2007-121 passage of same become Ordinance No. 2007-121, seconded by Alderman Salyer, the Approved vote was: Aye: Aldermen Bruns, Super, Fuller, Darata, Hurt, Salyer and Salyer. Mins. 11/6/07 Motion carries. Aldermen Alderman Fuller asked about the consensus by the Kansas City Star of the light rail comments starting on the Plaza to Vivion Road. Mayor Rose said there is a lot of momentum by the Northland Regional Chamber endorsing lite rail and the Clay County Mayors. Alderman Darata said the Monday night presentation on the weatherization kits was good. Meredith has placed the information on the website.
