A RESOLUTION AUTHORIZING THE CITY OF RIVERSIDE, MISSOURI TO ENTER INTO AN
AGREEMENT WITH SHAFER, KLINE 8� WARREN INC. FOR DESIGN SERVICES FOR THE
NORTHWOOD ROAD PHASE III PROJECT IN AN AMOUNT NOT TO EXCEED $373,700
WHEREAS, the City of Riverside, Missouri ("City") engaged in negotiations with Shafer,
Kline & Warren Inc. ("SKW") for provision of engineering and design services related to the
Northwood Road Phase III Project under consideration by the City (the "ProjecY'); and
WHEREAS, the City and SKW have reached an agreement concerning the provision of
and payment for road design services for the Project (the "AgreemenY') and the Board of
Aldermen find it is in the best interest of the City to enter into such Agreement;
NOW THEREFORE, BE IT RESOLVED BY THE B�ARD OF ALDERMEN OF THE
CITY OF RIVERSIDE, MISSOURI AS FOLLOWS:
THAT the Scope of Services and Agreement between the City and SKW for design and
engineering services related to Northwood Road Phase III in substantially the same form as set
forth in Exhibit A attached hereto and subject to all of the terms and conditions of the current
contract for City Engineer services between SKW and the City is hereby approved and
authorized at a total cost not to exceed $373,700.00;
FURTHER THAT the Mayor, the City Administrator, the City Attorney and other
appropriate City officials are hereby authorized to take any and all actions as may be deemed
necessary or convenient to carry out and comply with the intent of this Resolution and to
execute and deliver for and on behalf of the City all certificates, instruments, agreements and
other documents, as may be necessary or convenient to perform all matters herein authorized

BACKGROLTND:
In November 2oio, the Board of Aldermen approved a cooperative agreement with the City of
Kansas City in connection with the Northwood Road Project. The terms of this agreement
included the following items:
i. The City of Riverside was authorized to construct improvements to Northwood Road
within the City limits of Kansas City.
2. Kansas City agreed to transfer $435�000 of which Riverside could apply S5o,000
towards the construction of improvements to those sections of Northwood Road or
NW 52^� Street which lie within the city limits of Kansas City. The remaining funds
are designated for design work on Northwood Road in the City of Kansas City.
3. Kansas City requested that Riverside utilize the existing design contract with Shafer,
Kline & Warren, Inc. (SKW) to procide engineering services associated with the
design, engineering, property acquisition and related work associated with improving
Northwood Road from gz°a Street to Prairie View Road.
SKW has submitted a Scope of Work for the design project for Northwood Road from 52�a Street
to Prairie View Road. Tota] fees for this portion of the project are $373,�00. Combined with the
$50,00o designated for construction, a total of $423,�00 of the $435,00o is allocated.
The City of Riverside will coordinate the design process in partnership with design professionals
from Kansas City. Pinal decisions for all design criteria will rest with Kansas City. Riverside will
not be responsible for any costs in excess of the amount budgeted by Kansas City. The scope of
services involves design efforts up to, but not including, final plans.
FINANCE OFFICE AND BUDGET BACKGROUND: All funds for this work are paid by the
City of Kansas City in accordance with the Cooperative Agreement between the City of Riverside
and'I'he City of Kansas City. There are no funds budgeted from the City of Riverside. There will
be in-kind costs related to staff time used for meetings and plan review. .
REVIEWED BY AND RECOMMENDATION: Staff has reviewed the documentation and
recommends that the Board approve the agreement.

SCOPE OF SERVICES
DESIGN PROFESSIONAL SERVICES AGREEMENT
Northwoods Road from NW 52"O� Street to NW 59 Street
Project No.
The work performed by the Consultant under this Agreement includes work, services,
materials, equipment and supplies to design improvements to Northwood Road starting at
the existing improvements (the north edge of the roundabout at NW 52 5treet), north to
the south edge of the south curb return of NW 59` Street. These plans will be drafted
and designed using APWA standards. This will be a multi-phase contract. The first
phase is to prepare 70% plans in order to identify probable right-of-way and easement
takings The second phase (not included in this scope) will be to compleYe eonstruction
documents, yuantities, specifications and limited preconstruction support. The third
phase (also not included within this scope) would include construction support,
construction observation and as-built plans.
Phase 1 Services shall include the following:
Surveying and Mapping
Previously surveyed information will be incorporated into a GeopakTM base map.
Additional surveying will be picked up. Services will indude the location of all visible
above ground improvements, which will include locations of the corners of existing
buildings, sidewalks, service drives, parking lots and ligh� poles adjacent to the site.
Letters will be sent reyuesting information from homeowners concerning septic fields.
SKW will contact utility companies and attempt to obtain locations of their facilities that
are within the limits of the roadway improvements. The results of this attempt will be
shown or noted on the survey. 5KW will also measure the flow line depths of storm
drainage structures and sanitary manholes and reflect the flow line and top elevations of
those structures on the topographical survey on those structures accessible at ground
level.
SKW will obtain O&E's in order to establish existing property lines and easements. No
bars will be set at property corners.
Geotechnical Investigation
• KTI will request and coordinate underground utility locate services prior to
drilling test borings. Mobilization for field activities would occur within ten days
of written notice to proceed.
• Test borings will be laid out by KTI, utilizing the site plan drawing provided by
SKW.
• KTI will field locate borings. Ground surface elevations will be surveyed by
SKW and provided to KTI.
• A total of forty six (46) sample borings will be drilled with a truck mounted drill
rig as listed below:

o Roadway Borings — 30 borings total (24 borings to 1o' or auger ref'usal, 6
borings to 20' or auger refusal in hill areas, if shallow bedrock
encountered rock cores will be taken to determine rip ability)
o Culvert Borings — 6 borings total (2 borings per culvert) to 20' or auger
refusal.
o Proposed Wall Borings — 10 borings total (estimate 5 walls with 2 borings
per wall) to 10' or auger refusal.
• Soil samples will be obtained at anticipated footing elevation and at approximate
intervals not exceeding five feet. Samples will be talzen using thin wall steel
(Shelby) tubes in cohesive soils and split-barrel samplers (Standard Penetration
Test) in non-cohesive soils and weathered bedrock materials.
• Representative soil samples will be tested for engineering properties such as
moisture content, natural dry density, liquid and plastic limits (Atterberg limits),
grain size, California Bearing Ratio (CBR) and unconfined compressive strength.
• A site specific geotechnical engineering repor[ will be prepared with information
including boring logs, a boring location drawing, a discussion of field and
laboratory procedures, results of ]aboratory tests, and engineering
recommendations addressing site preparation, fill placement, soil bearing
capacity, lateral earth pressures for retaining structures, and recommended
pavement sections based on laboratory testing.
Roadway Design
Improvements will inelude a 2-lane (28' front of curb to front of curb) roadway section,
an enclosed drainage system and an 8' sidewalk on the west side. Improvements will be
designed using APWA standards and the Policy on Geometric Design of Highways and
Streets 2004 (Green Book) in English units, once. Phase 1 roadway design and plan
preparation will include but not be limited to the following items:
1. Prepare title sheet.
2. Develop typicaL sections.
3. Set horizontal and vertical alignment. Two vertical alignments will be deve]oped
at the southern end of the project in order to determine impacts to the properties in
the vicinity. These impacts will be supplied to the City, and based upon direction
from the City, the prefened vertical alignment will be further developed.
4. Identify probable wall locations and preliminary profiles and footing depths in
order to establish appropriate construction easement needs.
5. Investigate placing a roundabout at the intersection of Northwoods & NW 56`
Street.
6. Investigate and develop an access plan far the elementary school complimentary
to the new vertical alignment.
7. Develop various support sheets to a level to ensure that right of way and
easements impacts are accounted for.
8. Develop preliminary roadway quantities and estimate of probable construction
cost in association with approved preliminary plans (one time).
9. Develop preliminary cross-sections.
Right-of-Way Design

Based upon comments, right-of-way plan sheets will be developed according to City I
guidelines in order to write legal descriptions for permanent and temporary easements.
Easement limits will be established. Right of way plans will be submitted to the City for
acquisition by the City. Legal descriptions and individua] exhibits are not part of this
scape.
Utility Coordination
Contact and work with utilities to determine the locations of existing and planned
facilities to be shown on the plans. Conduct a meeting with the utility companies. Send
the City's standard utility notice letter to all utility companies at the proper times during
the design phase. Design of Kansas City, Missouri water mains or sanitary sewers is not
included within this scope.
Environmental Services
401/404 Permit Services — The proposed road improvements will require an analysis to
determine the extent of impacts on tlle stream channels and possible wetlands. SKW will
review resource maps and conduct a site reconnaissance to identify and inventory aquatic
resources. We will also make a preliminary jurisdictional determination of the aquatic
resources and offer recommendations to limit the activity to no more than can be
authorized by Nationwide Permit 14 (Linear Transportation Projects). SKW will prepare
a Nationwide Permit application for submittal to the U.S. Army Corps of Engineers
(COE) for authorization of the project impacts. The application will consist of a
Preconstruction Notification, which includes a delineation of impacts to aquatic resources
and special aquatic sites, and if necessary, compensatory mitigation determinations that
offset unavoidable impacts that are more than minimal. If necessary, SKW wil] also
attend one (1) pre-application meeting between the applicant and the COE.

Compensation
This contract shall be completed for an amount not-to-exceed $373,700.00.

• Presentation boards for public meetings to be prepared by others.
• Two — half-size (bound or unbound) sets of title sheet, typicals, plan & profiles
(1"=40') for vreliminary submittal.
• One — half-size (bound or unbound) sets of title sheet, typicals, plan & proTiles
(1"=40') for preliminary resubmittal. (once)
• Discs with .TIF images for utility companies. Full-size prints are not included.
• Two — half-size (bound or unbound) sets of title sheet, typicals, plan & profiles,
(1"=40') cross-sections for R/W submittal.
• One — half-size (bound or unbound) sets of title sheet, typicals, plan & profiles,

• One — Opinion of Probable Costs.
• One — full-size unbound bond sealed set of complete right of way plans (1 "=20'
plans with profiles and plans on the same sheet).
Related Services not Included in Phase 1
Final Road Design (not included in this phase)
Final Plans will be developed to city standards. Final construction documents will be
submitted. Final opinion of probable construction costs will be submitted. Final plans
will include but not be limited to the following:
1. Title Sheet
2. General Notes and Quantity Recapitulation 5heet
3. Typical section
4. Roadway Plan and Profile (full size 1" = 20')
5. Drainage Plan, Profiles & Details
6. Hydraulic Calculations/Schedule of Inlets
7. Wall plans, profiles & dctails.
8. Pavement Marking/Signing
9. Lighting Plans
10. Erosion Control Plan
11. Traf�c Control / Sequence of Construction Plans
12. Miscellaneous Details
13. Drainage Area Map
14. Roadway Cross Sections (50 ft. intervals)
15. Assist the Ciry with bidding the project
The following services are exduded from the Phase 1 basic services but may be performed
by the Consultant upon written amendment to this agreement.
• Design to MoDOT standards
• Environmental design or Permitting beyond what is defined within the scope.
• Other services included in later phases such as Construction Services, Construction
Observation, As-built drawings
• Additional survey for possible grade changes which may occur after the initial
survey is complete and/or staking of Easements and R/W, for negotiation purposes
• Design of Utility Relocations
• Duplication of plans for letting of the project, distribution of plans during the
bidding of the project
• Any service or task not specifically noted in the Scope of Services
• Individual Permit Application, Other Environmental Permits and Studies (i.e.
NPDES & MS4 Compliance Permits, T&E Species Surveys, etc.), Mitigation
Proposals and Development Plans, and BMP Development/Landscape Plans,
Stream Stabilization/Restoration Plans, and Riparian Corridor Enhancement
Plans.
