HomeMy WebLinkAbout2011-09-20 Regular Meeting minutes J � MINUTES REGULAR MEETING BOARD OF ALDERMEN RIVERSIDE, MISSOURI Tuesday, September 20, 2011 6:00 p.m. The Board of Aldermen for the City of Riverside, Missouri, met for a regular session in the Board of Aldermen Chambers at City Hall, 2950 NW Vivion Road, Riverside, Missouri, on Tuesday, September 20, 2011. Mayor Rose called the meeting to order at 6:02 p.m. Those in attendance were Mayor Kathy Rose, Aldermen Brad Cope, Mike Fuller, Aaron Thatcher, Bernie Bruns, Ron Super, and David Hurt (arrived at 6:11 p.m.). Also present were City Administrator David Blackburn, City Attorney Nancy Thompson, Community Development Director Mike Duffy, City Clerk Robin Littrell, Community Development Assistant Sarah Wagner, and Finance Director ponna Resz. MOTION TO ENTER INTO Alderman Super moved that the meeting go into closed CLOSED @ 6:03 P.M. session pursuant to RSMo 610.021 (1) Legal Action and litigation, RSMo 610.021 (2) Leasing, Purchase or sale of real estate, second by Alderman Thatcher. Yes: Super, Thatcher, Fuller, Cope, and Bruns. Motion carried 5-0. MOTION TO ADJOURN Alderman Hurt moved closed session be adjourned at CLOSED @ 7:01 P.M. 7:01 p.m. with no action taken, second by Alderman Thatcher. Yes: Hurt, Thatcher, Cope, Fuller, and Super. Motion carried 6-0. REGULAR SES510N Mayor Rose called the Regular Session Meeting to order at 7:03 p.m. Those in attendance were Mayor Kathy Rose, Aldermen Aaron Thatcher, Brad Cope, Mike Fuller, David Hurt, Bernie Bruns, and Ron Super. Also present were City Administrator David Blackburn, City Attorney Nancy Thompson, Community Development Director Mike Duffy, City Clerk Robin Littrell, Capital Projects Engineer Travis Hoover, Community Development Assistant Sarah Wagner, Finance Director Donna Resz, Public Safety Director Chief Mills, Public Works Director Tom Wooddell, and Fire Chief Gordon Fowlston. 1 4 PLEDGE OF ALLEGIANCE Mayor Rose led the Pledge of Allegiance. PROCLAMATION Mayor Rose read the proclamation for Senior Citizens Month in October 2011 to the audience and presented it to Marte Zirschky. Marte thanked Riverside for all that is done for senior citizens. PUBLIC COMMENT None. CONSENT AGENDA Alderman Thatcher moved to approve the Consent Agenda, second by Alderman Cope. Yes: Thatcher, Cope, Hurt, Fuller, Super, and 8runs. Motion carried 6-0. MINUTES OF 09-06-11 Alderman Thatcher moved to approve the minutes of the September 06, 2011, second by Alderman Cope. Yes: Thatcher, Cope, Hurt, Fuller, Super, and Bruns. Motion carried 6-0. AUGUST COURT REPOR7 Alderman Thatcher moved to approve the August 2011 Court Report, second by Alderman Cope. Yes: Thatcher, Cope, Hurt, Fuller, Super, and Bruns. Motion carried 6-D. Resolution 2071-077 Alderman Thatcher moved to approve Resolution 2011-077, Bill Pay authorizing the expenditure of funds out of the City Treasury for weeks ending September 9` and September 16` second by Aiderman Cope. Yes: Thatcher, Cope, Hurt, Fuller, Super, and Bruns. Motion carried 6-0. Resolution 2011-078 Alderman Thatcher moved to approve Resolution 2011-078, CO 1 Mattox Road authorizing and approving change order 1 with Musselman & Hall Contractors for Mattox and Zeke Road Quiet Zones, second by Aiderman Cope. Yes: Thatcher, Cope, Hurt, Fuller, Super, and Bruns. Motion carried 6-0. REGULAR AGENDA Bill No. 2011-032 Alderman Thatcher moved to accept the first reading and place Fire New Hire - Hendrix Bill No. 2011-032 on its second and final reading, seconded by Alderman Cope. Yes: Thatcher, Cope, Bruns, Fuller, Super, and Hurt. Motion carried 6-0. 2 � Alderman Cope moved to approve Bill 2011-032 and enact said bill as ordinance, second by Alderman Thatcher. Yes: Cope, Thatcher, Fuller, Hurt, Bruns, and Super. Motion carried 6-0. CITY ADMINISTRATOR No Report. ADMINISTRATION No Report. COMMUNITY DEVELOPMENT Supplied information to the Board with a request to allow Linda Morrison to attend training in Nashville that will also help with her continuing education. It is in the budget. The Board gave their approval. ENGINEERING Capital Projects Engineer Travis Hoover shared pictures of the projects on Gateway for water damage to the street and 48 Street at 85 — 90 % completion. The crosswalk study by Olsson is sti�i on my list to bring back to the Board. Mayor Rose informed Travis of several comments she received about difficulty at the crossings at Gateway. Alderman Hurt asked Travis to look at the damage to the street and wall on Strathbury. FINANCE Finance Director ponna Resz informed the Board that the monthly financial statement will be available on sharepoint under the Finance Reports. PUBLIC SAFETY No Report. PUBLIC WORKS Public Works Director Tom Wooddell reviewed bid tabulation with the Board for the fire bay overhead doors. Update and report on E.H. Young Park, the cleanup process, and pictures following the flooding. Time was allowed for questions and discussion. Tom added that the software program purchased last year for Public Works will be of great help for the FEMA reporting. Tom also noted that the stop gap logs were removed today. PARKS & RECREATION No Report. LEVEE BOARD REPORT No Report. MAYOR'S DISCUSSION Faith and Action Weekend sent about 30 people to our community to help our city residents clean yards, tear down buildings, pick up limbs and trash. It is a great partnership with the church for helping those in need in our community. MML was really good this year. Sessions were very good and informative. Riverfest 3 ,_ - was this last weekend. I sent an email to all staff and thanked for their work toward a very successful event. The concert was great! BOARD OF ALDERMEN Alderman Super — Gave positive remarks regarding street repair COMMENTS work on streets at Woodland and Valley during Travis' report. Alderman Hurt — The grounds around the city look very good. Alderman Thatcher — Thanks for all the work everyone put in for Riverfest. In general I am very excited about where we are as a city, the way things are going for the city. Alderman Cope — Thanks to everyone for Riverfest and all the work you put in the event. We had our second session for our Northland Leadership and things are going very well. I was also elected president of the 2011 class. Mayor Rose congratulated Brad on his accomplishment. Alderman Bruns — Riverfest was great! The smaller venue gave a perfect atmosphere for the concert! It was a perfect environment. I did want to ask about street lights on the bridge right by Renner Brenner, wondering if there were plans to have them installed at some point, for safety. Alderman Fulier— Nothing to report. � ADJOURN @ 7:31 P.M. Alderman Fuller moved to adjourn the meeting at 7:31 p.m., second by Alderman Hurt. Yes: Fuller, Hurt, Thatcher, Super, Bruns, and Cope.
