R-2011-102 A RESOLUTION DECLARING CERTAIN PROPERTY OWNED BY THE CITY AS SURPLUS AND AUTHORIZING DISPOSITION OF SUCH PROPERTY AND ACCEPTING THE BID OF HUSKER STEEL IN THE AMOUNT OF $10,500 TO PURCHASE SUCH PREOPERTY FROM THE CITY WHEREAS, the City of Riverside owns the property set forth in Exhibit "A" attached hereto, which is no longer required for the provision of services to the citizens of the City and is hereby found to be surplus property; and WHEREAS, the City's purchasing policy provides for the disposition of surplus and obsolete property by transfer or exchange, and if valued over $5,000, sold by formal written bid or public auction to the best responsible bidder after due notice; and WHEREAS, the City solicited bids for the disposition of such property and the bid submitted by Husker Steel in the amount of $10,500 is the highest bid received and the Board of Aldermen find that disposition of the property contained in the attached Exhibit "A" by sale to Husker Steel is in the best interest of the City; NOW THEREFORE, BE IT RESOLVED BY THE BOARD OF ALDERMEN OF THE CITY OF RIVERSIDE, MISSOURI, AS FOLLOWS: THAT the items set forth in Exhibit "A" attached hereto and made a part hereof by reference are hereby declared as surplus property of the City; FURTHER THAT the City Administrator is hereby authorized to dispose of such propeRy by accepting the bid of Husker Steel in the amount of $10,500; FURTHER THAT the Mayor, the City Administrator, the City Attorney and other appropriate City officials are hereby authorized to take any and all actions as may be deemed necessary or convenient to carry out and comply with the intent of this Resolution and to execute and deliver for and on behalf of the City all certificates, instruments, agreements and other documents, as may be necessary or convenient to perform all matters herein authorized. Re: Declaretion of Surplus Steel & Bids for Steel (Argosy Casino Parkway-Bridge) The construction of the Argosy Casino Parkway project originally included a pedestrian walkway as part of the Tullison Bridge rehabilitation. Due to a variety of fadors, the pedestrian walkway was removed from the project and replaced with a standard roadway deck replacement. With the exception of the steel plating, the material ordered for the pedestrian walkway was, or is, being re-used on other city projects. After reviewing all options, Olsson Associate recommended that the steel should be declared surplus and advertised for seli. Due to the specific nature of the product, Olsson advised against a general advertisement and, instead, suggested direct solicitation from companies specializing in bridge fabricator. Olsson drafted a bid noticed (attached) and directly solicited bids from approximately nine (9) firms. Two bids were received and are attached for your consfderation. To properly dispose of the material, the city needs to officially declare the material as "surplus" and seek the best and highest value. Attached for your consideretion is the appropriate resolution and supporting documentation to conclude this transaction Due to the cost sharing arrangement between the City of Riverside and Penn National Gaming, proceeds ftom the sale should be divided evenly. The eoard of Alderman is under no obligation to either declare the material surplus or to sell the material; this effort is only being offered to assist in closing out the project and to remove items from the city inventory that are no longer needed.
