SPECIAL MEETING
BOARD OF ALDERMEN
RIVERSIDE, MISSOURI
Tuesday, December 13, 2011
6:00 p.m.
The Board of Aldermen for the City of Riverside, Missouri, met in special session in the Board
of Aldermen Chambers at City Hall, 2950 NW Vivion Road, Riverside, Missouri, on Tuesday,
December 13, 2011.
Mayor Rose called the meeting to order at 6:02 p.m. Those in attendance were Mayor Kathy
Rose, Aldermen Ron Super, Brad Cope, Bernie Bruns, Dave Hurt, and Aaron Thatcher.
Alderman Fuller absent.
Also present were City Administrator David Blackburn, City Attorney Nancy Thompson, City
Clerk Robin Littrell, Community Development Assistant Sarah Wagner, Finance Director
Donna Resz, and Capital Projects Engineer Travis Hoover.
MOTION TO ENTER INTO Alderman Hurt moved that the meeting go into closed
CLOSED @ 6:03 P.M. session pursuant to RSMo 610.021 (1) Legal Action and
litigation, RSMo 610.021 (2) Leasing, Purchase or sale of real
estate, second by Alderman Bruns.
Yes: Hurt, Bruns, Thatcher, Cope, and Super.
Motion carried 5-0.
MOTION TO ADJOURN Alderman Thatcher moved that the closed session be adjourned
CLOSED @ 6:31 P.M. at 6:31 p.m. with no action taken, second by Alderman Hurt.
Yes: Thatcher, Hurt, Bruns, Cope, and Super.
Motion carried 5-0.
REGULAR SESSION Mayor Rose called the Regular Session Meeting to order
at 6:32 p.m.
Those in attendance were Mayor Kathy Rose, Aldermen Bernie Bruns, Brad Cope, David
Hurt, Aaron Thatcher and Ron Super.
Also present were City Administrator David Blackburn, City Attorney Nancy Thompson, City
Clerk Robin Littrell, Community Development Assistant Sarah Wagner, Capital Projects
Engineer Travis Hoover, Public Works Director Tom Wooddell, Public Safety Director Greg
Mills, and Finance Director ponna Resz.
Resolution No. R-2o17-107 The resolution was read by the Clerk. City Attorney Thompson
Purchase of Property explained to Board details of the resolution. Alderman Thatcher
moved to approve Resolution R-2011-107, second by Alderman
Cope.
Yes: Thatcher, Cope, Super, Hurt, and Bruns.
Motion carried 5-0.

Resolution 2071-108 Following reading of the resolution, City Attorney Thompson
Real Estate Contract with explained the resolution. Alderman Thatcher moved to approve
Briarcliff Realty LLC Resolution 2011-108 executing an assignment of real estate
contract, second by Alderman Cope.
Yes: Thatcher, Cope, Super, Bruns, and Hurt.
Motion carried 5-0.
BILL NO. 2017-039 City Clerk Robin Littrell gave first reading of Bill No. 2011-039.
New Hire Casseil Alderman Thatcher moved to accept first reading and place
Bill No. 2011-039 on second and final reading, second by
Alderman Cope.
Yes: Thatcher, Cope, Hurt, Bruns, and Super.
Motion carried 5-0.
Alderman Cope moved to approve Bill 2011-039 and enact said
bill as ordinance, second by Alderman Thatcher.
Yes: Cope, Thatcher, Bruns, Hurt, and Super.
Motion carried 5-0.
BILL NO. 2011-040 City Clerk Robin Littrell gave first reading of Bill No. 2011-040.
Amend Olsson Engineering Darren Hennen with Olsson Associates explained handout given
to the Board and answered questions of the Board.
Alderman Thatcher moved to accept first reading and place
Bill No. 2011-040 on second and final reading, second by
Alderman Cope.
Yes: Thatcher, Cope, Hurt, Bruns, and Super.
Motion carried 5-0.
Alderman Cope moved to approve Bill 2011-040 and enact said
bill as ordinance, second by Alderman Thatcher.
Yes: Cope, Thatcher, Bruns, Hurt, and Super.
Motion carried 5-0.
City Administrator Blackburn informed Board that the ad for the
Project Management Services began on Sunday, December 11,
2011 and will run for 10 days with responses to be by 10:30 a.m.
on December 23`
MOTION TO ADJOURN Alderman Thatcher moved to adjourn the meeting at
6:56 p.m., second by Alderman Cope.
Yes: Thatcher, Cope, Bruns, Super, and Hurt
Motion carried 5-0.
