HomeMy WebLinkAbout1096 Amend Olsson Engineer Services BILL NO. 2012-003 ORDINANCE NO. �Q / CP AN ORDINANCE AMENDING THE AGREEMENT FOR ENGINEERING SERVICES WITH I OLSSON ASSOCIATES TO PROVIDE FOR A CHANGE IN THE SCOPE OF SERVICES IN CONNECTION WITH FIELD TESTING AND REPORTING OF THE ABANDONED TANK FARM IN THE HORIZONS DEVELOPMENT AREA IN AN AMOUNT NOT TO EXCEED $10,685 WHEREAS, the City of Riverside, Missouri ("City") entered into an agreement with Olsson Associates for provision of field testing and reporting of the abandoned tank farm located in the Horizons development area pursuant to Ordinance 2009-110 (hereinafter the "AgreemenY'); and WHEREAS, there is a need to amend the Scope of Services under such agreement to provide for field testing reporting of the abandoned tank farm located in the Horizons development area as set forth in Exhibit A attached hereto; and WHEREAS, the Board of Aldermen find it is in the best interest of the citizens of the City of Riverside to provide for such additional Services; NOW THEREFORE, BE IT ORDAINED BY THE BOARD OF ALDERMEN OF THE CITY OF RIVERSIDE, MISSOURI, AS FOLLOWS: SECTION 1— AMENDMENT APPROVED. Execution and delivery of an amended scope of services with Olsson Associates in substantially the form attached hereto as Exhibit A, in the amount of $10,685.00 is hereby approved, ratified and authorized to the Agreement. SECTION 2—AUTHORITY GRANTED. The Mayor, the City Administrator, the City Attorney and other appropriate City officials are hereby authorized to take any and all actions as may be deemed necessary or convenient to carry out and comply with the intent of this Ordinance and to execute and deliver for and on behalf of the City all certificates, instruments, agreements and other documents, as may be necessary or convenient to perform alf matters herein authorized and any actions taken prior to the adoption of this ordinance are hereby ratified and approved. SECTION 3— EFFECTIVE DATE. This Ordinance shall be in full force and effect from and after its passage and approval. The Basic Services of OLSSON are as indicated below. GENERAL Olsson shall pertorm for CLIENT professional services in all phases of the Project to which this Agreement applies as hereinafter provided. These services will include serving as ClienYs professional representative for the Project, providing professional consultation and advice and furnishing customary services incidental thereto. SCOPE OF SERVICES PHASE 200, TASK 201 — Field Investigation and Reporting OLSSON will perform a field investigation and prepare a findings report for the former tank farm location located on the Horizons property. The field investigation and reporting will include: • A site reconnaissance • Surface and subsurface soil investigation (at eight locations) • Description of sampling procedures and analytical results • A report-of-findings Report Preparation Analytical results of the samples will be reviewed and summarized in a report. Three copies of the report will be provided for your review and use. The report will include the following information: • Date(s) that the field activities were conducted; • Description of current site conditions and field activities; • Description of site-specific soil conditions; • Summary of sample type, location, media, and rationale; • Summary of decontamination procedures and handling of investigative derived waste; • Summary of quality assurance/quality control procedures; • Site map(s) showing sample locations; • Tabular summary of rele�ant data compared to applicable standards. Fee - $5,335.00 PHASE 200, TASK 202 — Drilling Services Utilizing the services of a certified subsurtace driller, OLSSON will collect soil samples from eight (8) locations within the Tank Farm limits. Two (2) samples will be collected per location for soils analysis (one surface and one subsurFace). The investigation is intended to confirm the presence of contamination associated with the historical use of the assessment property. Drilling services for this investigation include: • A GEOPROBE� 6620 Track Unit will be used to collect soil samples to groundwater level or probe refusal, whichever occurs first. Maximum drilling depth for each location is 20 feet below ground surface. Decontamination of drilli�g equipment will be completed between each boring location. • Soil samples will be collected for the purposes of logging and laboratory analysis. Continuous samples will be collected using Macro-Core� 2"-Soil Sampling Liners in five-foot increments. Onsite analysis for volatile organic compounds will be measured by a photo ionization detector (PID). PID analysis will be performed to identify the five-foot subsurFace sample with the highest volatile organic compound index, and the sample with the highest index will be sent to the laboratory for analysis. • After completion of soil sampling activities, boring location will be backfilled with bentonite. Fee - $2,500.00 PHASE 200, TASK 203 — Laboratory Analysis Soil samples will be packed on ice, stored in coolers, and sent to a certified laboratory for analysis. Selection of analytical parameters was determined by historical use of the assessment property. The following analytical parameters will be measured in each soil sample collected onsite: • Total Petroleum Hydrocarbons (TPH) — Gasoline Range Organics (GROs) — (OA-1) • TPH — Diesel Range Organics (DROs) (OA-2) • Volatile Organic Compounds (VOCs) • Anions and Cations • pH Fee - $2,850.00 COMPENSATION The fees for our services will be increased by Ten Thousand Six Hundred Eighty-Five Dollars ($10,685.00), plus reimbursable expenses. This Amendment will be deemed part of, and be subject to, all terms and conditions of the Existing Agreement. Except as modified above, the Existing Agreement will remain in full force and effect. Hennen, Olsson Associa� Re: Environmental Testing (Horizons) Attached, please find a detailed proposal in the amount of $10,685.00 for the field testing and reporting of the abandoned tank farm located in the Horizons development area. This area (now designated as Horizons) once hosted an active oil field that included wells and a limited amount of on-site oil storage. Oil pumped from the wells was transferred via above- ground piping into a temporary storage facility referred to as `the tank farm'. The existence of the tank farm was noted in the environmental due diligence studies generated for the property. Our proposed testing and reporting is the next step in the environmental process and will seek to confirm and identify any remaining ground contaminants. The proposed scope of work includes subsurface investigation (eight borings), laboratory analysis, testing of remaining piping for contaminants, and a published report in accordance with acceptable regulatory standards. In the event that contaminants are located at the site, Olsson will immediately advise the city on the proper course of action.
