REGULAR MEETING
BOARD OF ALDERMEN
RIVERSIDE, MISSOURI
Tuesday, January 3, 2012
6:00 p.m.
The Board of Aldermen for the City of Riverside, Missouri, met for a regular session in the
Board of Aldermen Chambers at City Hall, 2950 NW Vivion Road, Riverside, Missouri, on
Tuesday, January 3, 2012.
Mayor Rose called the meeting to order at 6:09 p.m. Those in attendance were Mayor Kathy
Rose, Aldermen Brad Cope, Aaron Thatcher, Mike Fuller, David Hurt., Ron Super, and Bernie
Bruns (Arrived at 6:50 p.m.).
Also present were City Administrator David Blackburn, City Attorney Nancy Thompson,
Community Development Director Mike Duffy, Community Development Assistant Sarah
Wagner, City Clerk Robin Littrell, Finance Director ponna Resz, Capital Projects Engineer
Travis Hoover, and Public Works Director Tom Wooddell.
MOTION TO ENTER INTO Alderman Super moved that the meeting go into closed
CLOSED @ 6:10 P.M. session pursuant to RSMo 610.021 (1) Legal Action and
litigation, RSMo 610.021 (2) Leasing, Purchase or sale of real
estate, second by Alderman Cope.
Yes: Super, Cope, Hurt, Thatcher, and Fuller.
Motion carried 5-0.
MOTION TO ADJOURN Alderman Thatcher moved closed session be adjourned at
CLOSED @ 7:01 P.M. 7:01 p.m. with no action taken and to reconvene closed following
open session, second by Alderman Hurt.
Yes: Thatcher, Hurt, Fuller, Bruns, Cope, and Super.
Motio� carried 6-0.
REGULAR SESSION Mayor Rose called the Regular Session Meeting to
order at 7:04 p.m.
Those in attendance were Mayor Kathy Rose, Aldermen Aaron Thatcher, Brad Cope, David
Hurt, Bernie Bruns, Mike Fuller, and Ron Super.

Also present were City Administrator David Blackburn, City Attorney Nancy Thompson,
Community Development Assistant Sarah Wagner, City Clerk Robin Littrell, Capital Projects
Engineer Travis Hoover, Finance Director ponna Resz, Public Safety Director Greg Mills,
Community Relations Director Meredith Hauck, Public Works Director Tom Wooddell, and Fire
Chief Gordy Fowlston.
PLEDGE OF ALLEGIANCE Mayor Rose led the Pledge of Allegiance.
PUBLIC COMMENT None.
CONSENT AGENDA Mayor Rose stated that staff wished to pull Resolution 2011-003
from consent agenda and continue to the next regular meeting.
Alderman Thatcher moved to approVe the remaining Consent
Agenda, second by Alderman Cope.
Yes: Thatcher, Cope, Hurt, Fuller, Super, and Bruns.
Motion carried 6-0.
MINUTES OF 12-20-11 Alderman Thatcher moved to approve the minutes of the
December 20, 2011, second by Alderman Cope.
Yes: Thatcher, Cope, Hurt, Fuller, Super, and Bruns.
Motion carried 6-0.
Resolution 2012-007 Alderman Thatcher moved to approve Resolution 2012-001,
Bill Pay authorizing the expenditure of funds out of the City Treasury for
weeks ending December 23" and December 30'", second by
Alderman Cope.
Yes: Thatcher, Cope, Hurt, Fuller, Super, and Bruns.
Motion carried 6-0.
Resolution 2012-002 Alderman Thatcher moved to approve Resolution 20112-002,
License & Indemnity Agreement authorizing, ratifying, and confirming execution of license and
indemnity agreement with Briarcliff Realty, LLC, second by
Alderman Cope.
Yes: Thatcher, Cope, Hurt, Fuller, Super, and Bruns.
Motion carried 6-0.
REGULAR AGENDA
BILL NO. 2012-001 City Clerk Robin Littrell gave first reading of Bill No. 2012-001.
New Hire Shifflett Alderman Thatcher moved to accept first reading and place
Bill No. 2012-001 on second and final reading, second by
Alderman Cope.
Yes: Thatcher, Cope, Hurt, Bruns, Fuller, and Super.
Motion carried 6-0.
Alderman Cope moved to approve Bill 2012-001 and enact said
bill as ordinance, second by Alderman Super.
Yes: Cope, Super, Hurt, Fuller, Bruns, and Thatcher.
Motion carried 6-0.

Bill No. 2012-002 Public Safety Director Mills explained this agreement to the
Agreement Southern Platte Board, that it is the same as in the past except this is for a two
Fire year period and possibly the final intergovernmental agreement.
Alderman Thatcher moved to accept the first reading
and place Bill No. 2012-002 on its second and final reading,
second by Alderman Cope.
Yes: Thatcher, Cope, Hurt, Super, Bruns, and Fuller.
Motion carried 6-0.
Alderman Cope moved to approve Bill 2012-002 and enact said
bill as ordinance, second by Alderman Super.
Yes: Cope, Super, Bruns, Thatcher, Fuller, and Hurt.
Motion carried 6-0.
CITY ADMINISTRATOR David Blackburn announced the candidates that have filed as of
January 3` are Mayor - Kathy Rose and Mike Fuller, Ward 1—
None, Ward 2— Seth DeRose, and Ward 3— Arthur Homer.
Filing is open until January 17'".
There will be a public hearing on Feb. 7�" for Premium Waters, Inc.
Plan of Industrial Development.
ADMINISTRATION The update on the Project Management FRP will be discussed at
a later time. Community Relations Director Meredith Hauck
had presented each Board member with a 2011 Progress report
and they will be in the mail to residents this week. Human
Resource Management RFP went out today and we hope to have
responses back to you at the next regular meeting. We also want
to let you know that the Section 125 plan has been changed to
American Fidelity Assurance Company because of a cost savings
for the city. There will be a formal agreement for Board
consideration at the next meeting.
COMMUNITY DEVELOPMENT No Report.
ENGINEERING Capital Projects Engineer Travis Hoover had a power point
presentation to show and discuss updates of street lights at
Gateway Bridge over Line Creek and Public Safety parking lot.
Mayor Rose asked about lights in the Montebella area. Reynolds
is moving forward on the Gatewoods project. Regional detention
beside JCI is a temporary fix for truck traffic to meet drainage
requirements. Picture of Premium Waters pad site was shown.
FINANCE No Report.

PUBLIC SAFETY No Report.
PUBLIC WORKS Public Works Director Tom Wooddell gave update on Mattox Road
Project. Olsson is at 75% complete with plans, they should be
complete by next week. The land disturbance application was
turned in today to DNR. Business owners affected by the Mattox
Road Project have all been personally notified and they are all
eager for the project.
PARKS & RECREATION Community Relations Director Hauck update that there will be a
new feature on the city website that will allow citizens to track the
status of the trails and it is also found on the sidebar of the Parks
& Rec home page.
LEVEE BOARD REPORT No Report.
MAYOR'S DISCUSSION The St. Matthews Church is inviting everyone to attend their
church this Sunday at 10:30 a.m. for an o�cial presentation of
their Luthern roots and renaming their church St. Matthews
Evangelical Church.
Community Development Assistant Sarah Wagner has been very
busy working on the Certified Sites Application and has completed
that project, we will find out in the near future how that plays out.

MOTION TO ADJOURN Alderman Fuller moved closed session be adjourned at
CLOSED @ 7:59 P.M. 7:59 p.m. with no action taken, second by Alderman Hurt.

Motion carried 6-0.
ADJOURN @ 8:00 P.M. Alderman Bruns moved to adjourn the meeting at 8:00 p.m.,
second by Alderman Super.
