SPECIAL MEETING
BOARD OF ALDERMEN
RIVERSIDE, MISSOURI
Tuesday, February 28, 2012
6:00 p.m.
The Board of Aldermen for the City of Riverside, Missouri, met in special session in the Board
of Aldermen Chambers at City Hall, 2950 NW Vivion Road, Riverside, Missouri, on Tuesday,
February 28, 2012.
Mayor Rose called the meeting to order at 6:00 p.m. Those in attendance were Mayor Kathy
Rose, Aldermen Ron Super, Brad Cope, Bernie Bruns, Dave Hurt, Mike Fuller, and Aaron
� Thatcher.
Also present were City Administrator David Blackburn, City Attorney Nancy Thompson, City
Clerk Robin Littrell, Community Development Director Mike Duffy, Finance Director ponna
Resz, Public Works Director Tom Wooddell, Capital Projects Engineer Travis Hoover,
Community Relations Director Meredith Hauck.
MOTION TO ENTER INTO Alderman Bruns moved that the meeting go into closed
CLOSED @ 6:01 P.M. session pursuant to RSMo 610.021 (1} Legal Action and litigation,
RSMo 610.021 (2) Leasing, Purchase or sale of real estate,
second by Alderman Thatcher, RSMo 610.021 (3) Hiring, firing,
disciplining or promoting a particular employee, when
personal information about the employee is discussed, second
by Alderman Thatcher.
Yes: Bruns, Thatcher, Cope, Hurt, Fuller, and Super.
Motion carried 6-0.
MOTION TO ADJOURN Alderman Thatcher moved that the closed session be adjourned
CLOSED @ 6:59 P.M. at 6:59 p.m. with no action taken and to reconvene closed session
following �pen sessi�n, second by Alderman Bruns.
Yes: Thatcher, Bruns, Hurt, Fuller, Cope, and Super.
Motion carried 6-0.
SPECIAL SESSION Mayor Rose called the Special Session Meeting to
order at 7:00 p.m.
Those in attendance were Mayor Kathy Rose, Aldermen Aaron Thatcher, Bernie Bruns, Mike
Fuller, David Hurt, Brad Cope, and Ron Super.
Also present were City Administrator David Blackburn, City Attorney Nancy Thompson, City
Clerk Robin Littrell, Community Development Director Mike Duffy, Capital Projects Engineer
Travis Hoover, Finance Director ponna Resz, Community Relations Director Meredith Hauck,
Public Works Director Tom Wooddell, and Administrative Assistant Holly Phillips.

Resolution 2012-030 Michael McKinley with Spencer Fane was asked to review
Amend Resolution 2012-009 the resolution presented. Brent Miles with NorthPoint
explained that this amendment was necessary for alignment with
the MDA and clarification for Northwest Mutual funding support.
Alderman Thatcher moved to approve Resolution 2012-030
amending resolution 2012-009, second by Alderman Cope.
Yes: Thatcher, Cope, Super, Bruns, Fuller, and Hurt.
Motion carried 6-0.
BILL NO. 2012-014 City Clerk Robin Littrell gave first reading of Bill No. 2012-014,
Sale and Transfer of Property Alderman Thatcher moved to accept first reading and place
Bill No. 2012-014 on second and final reading, second by
Alderman Cope.
Yes: Thatcher, Cope, Hurt, Bruns, Fuller, and Super.
Motion carried 6-0.
Alderman Cope moved to approve Bill 2012-014 and enact said
bill as ordinance, second by Alderman Thatcher.
Yes: Cope, Thatcher, Super, Hurt, Fuller, and Bruns.
Motion carried 6-0.
RIVERFEST DISCUSSION Mayor Rose announced that Diane Smith, and Mike O'Dell are
officer holders for Riverfest, and Holly Phillips that works on
Riverfest are here tonight to help answer the Riverfest questions
brought to the Board at the last meeting. Alderman Fuller stated
that he had asked for this information before and never received
anything, and that has been a concern to him. He has now
received a list of donors, amount donated, and expenses for the
event. Meredith Hauck responded that the Tourism Board
supplies 45°/o of expenses of Riverfest and the rest is paid with by
donations. Mayor Rose asked the Board if they wish this event to
be a"city event" or to stay as it has been the last several years, as
a separate corporation. Discussion by the Board, Mayor, and City
Attorney Thompson on the pros and cons of Riverfest being a city
event. It was questioned how other cities handle these events.
Mike O'Dell of Holiday Sand assured the Board that the work for
Riverfest is a labor of love and nothing more, they receive no pay.
The Board agreed to continue the Riverfest 2012 event as it is set
up now and they will revisit this concern prior to the 2013 event.
MOTION TO ENTER INTO Alderman Thatcher moved to adjourn open session at 7:32 p.m.
CLOSED @ 7:32 P.M. and the meeting go back into closed session, pursuant to RSMo
610.021 (1) Legal Action and litigation, RSMo 610.021 (2)

by Alderman Cope.

MOTION TO ADJOURN Alderman Thatcher moved closed session be adjourned at
CLOSED @ 8:24 P.M. 8:24 p.m. with no action taken, second by Alderman Cope.
Yes: Thatcher, Cope, Fuller, Hurt, Bruns, and Super.
Motion carried 6

8:25 p.m., second by Alderman Fuller.
