HomeMy WebLinkAbout2012-03-06 Regular Meeting MINUTES REGULAR MEETING BOARD OF ALDERMEN RIVERSIDE, MISSOURI Tuesday, March 6, 2012 6:00 p.m. The Board of Aldermen for the City of Riverside, Missouri, met in regular session in the Board of Aldermen Chambers at City Hall, 2950 NW Vivion Road, Riverside, Missouri, on Tuesday, March 6, 2012. Mayor Rose called the meeting to order at 6:07 p.m. Those in attendance were Mayor Kathy Rose, Aldermen Ron Super, Brad Cope, Bernie Bruns, Dave Hurt, Mike Fuller, and Aaron Thatcher. Also present were City Administrator David Blackburn, City Attorney Nancy Thompson, Community Development Director Mike Duffy, Finance Director ponna Resz, Public Works Director Tom Wooddell, Capital Projects Engineer Travis Hoover, and Community Relations Director Meredith Hauck. MOTION TO ENTER INTO Alderman Hurt moved that the meeting go into closed CLOSED @ 6:08 P.M. session pursuant to RSMo 610.021 (1) Legal Action and litigation, RSMo 610.021 (2) Leasing, Purchase or sale of real estate, second by Alderman Bruns. Yes: Hurt, Bruns, Thatcher, Cope, Fuller, and Super. Motion carried 6-0. MOTION TO ADJOURN Alderman Thatcher moved that the closed session be adjourned CLOSED @ 6:36 P.M. at 6:36 p.m. with no action taken, second by Alderman Cope. Yes: Thatcher, Cope, Bruns, Hurt, Fuller, and Super. Motion carried 6-0. WORKSHOP SESSION Mayor Rose called the Workshop Session to order at 6:39 p.m. Those in attendance were Mayor Kathy Rose, Aldermen Aaron Thatcher, Bernie Bruns, Mike fuller, David Hurt, Brad Cope, and Ron Super. Also present were City Administrator David Blackburn, City Attorney Nancy Thompson, Community Development Director Mike Duffy, Capital Projects Engineer Travis Hoover, Finance Director ponna Resz, Community Relations Director Meredith Hauck, and Public Works Director Tom Wooddell. 1 NORTHPOINT UPDATE Brent Miles and Nathaniel Hagedorn from NorthPoint gave update and presentation of all projects they are working on for the Horizons development area. They will have financial forecasts at the next update. Discussion time with question and answers from Board were held. Brad Haymond, new Project Manager for NorthPoint was introduced. Discussion of farming the land at Horizons was discussed and NorthPoint will have an answer at the next meeting if that need will continue. REGULAR SESSION Mayor Rose called the Regular Session Meeting to order at 7:02 p. m. Those in attendance were Mayor Kathy Rose, Aldermen Aaron Thatcher, Bernie Bruns, Mike fuller, David Hurt, Brad Cope, and Ron Super. Also present were City Administrator David Blackburn, City Attorney Nancy Thompson, Community Development Director Mike Duffy, Capital Projects Engineer Travis Hoover, Finance Director ponna Resz, Community Relations Director Meredith Hauck, Public Safety Director Greg Mills, and Public Works Director Tom Wooddell. PLEDGE OF ALLEGIANCE Mayor Rose led the Pledge of Allegiance. PUBLIC COMMENT None. INTRODUCTION OF OMNI Community Relations Director Meredith Hauck introduced Shawn Moore, Human Resource Representative from Omni Employment Management Services, LLC. Our first meeting with the employees will begin on March 19` Shawn reported on their work for the City. Mayor Rose would like the Board to receive monthly updates on their work. CoNSENT AGENDA Alderman Super wished to pull Resolution 2012-031 from consent agenda for further discussion. Alderman Thatcher moved to approve the remaining Consent Agenda, second by Alderman Cope. Yes: Thatcher, Cope, Hurt, Bruns, Fuller, and Super. Motion carried 6-0. MINUTES OF 02-21-12 Alderman Thatcher moved to approve the minutes of the February 21, 2012 meeting, second by Alderman Cope. Yes: Thatcher, Cope, Hurt, Bruns, Fuller and Super Motion carried 6-0. 2 MINUTES OF 02-28-12 Alderman Thatcher moved to approve the minutes of the February 28, 2012 meeting, second by Alderman Cope. Yes: Thatcher, Cope, Hurt, Bruns, Fuller and Super. Motion carried 6-0. REGULAR AGENDA RESOLUTION 2072-031 Alderman Super asked to confirm information on the Northwood Bill Pay Road line item and Community Development Director Duffy gave response. Alderman Thatcher moved to approve Resolution 2012-031, authorizing the expenditure of funds for fiscal year 2011-2012, for weeks ending February 24� and March 2n in the amount of $231,717.00, second byAlderman Super. Yes: Thatcher, Super, Fuller, Hurt, Cope, and Bruns. Motion carried 6-0. RESOLUTION 2072-032 Finance Director ponna Resz handed out budget papers to the Budget Amendment Board and explained all the fund changes for this amendment. Alderman Thatcher moved to approve Resolution 2012-032 amending the budget for 2011-2012, second by Alderman Cope. Yes: Thatcher, Cope, Super, Fuller, Hurt, and Bruns. Motion carried 6-0. CITY ADMINISTRA70R No Report. ADMINISTRATION No Report. COMMUNITY DEVELOPMENT Director Mike Duffy stated that there was a meeting today with Briarcliff, Argosy Casino, MoDot, and the City to discuss the MoDot projects that will be going on this summer. There will be closure of the Broadway extension, the Line Creek Bridge, and lane closures on the I-635 Bridge. Duffy gave a brief overview of the projects mentioned. There will be no closures in July for a twelve day period due to the All-Star Game. Options of detours were discussed. ENGINEERING Capital Projects Engineer Travis Hoover had Sabin Yanez with CFS, give a Northwood Road update. A private sewer service line has been located that was not located previously. Matt Eblen with SKW explained the solution to the issue of the above mentioned private sewer line and asked for a motion to continue the project, with a formal resolution to come before the Board at the next meeting. Alderman Thatcher moved to continue with the Northwood Road Project and a resolution will be brought before the Board at the next meeting, second by Alderman Super. Yes: Thatcher, Super, Hurt, Fuller, Cope, and Bruns. Motion carried 6-0. 3 FINANCE No Report. PUBLIC SAFETY No Report. PUBLIC WORKS No Report. PARKS & RECREATION Community Relations Director Meredith Hauck explained a new program with the YMCA called "Night Court". It is a result of the curfews and problems with the kids around the plaza. The program is focused on basketball, but would have many other options like music, comedians, writing, etc. This would operate at our community center in late June thru mid August on Friday evenings for preteens thru 18 year olds and give them a safe environment and something constructive to do with their time. Eight weeks would be approximately $10,000 in expenses. Mayor Rose added that this is a very good program for our City. Alderman Thatcher moved to approve $5000 for the Night Court Program to partnership with the YMCA, second by Alderman Cope. Yes: Thatcher, Cope, Super, Bruns, Hurt, and Fuller. Motion carried 6-0. LEVEE BOARD REPORT No Report. MAYOR'S DISCUSSION Mayor Rose had nothing to report this evening. BOARD OF ALDERMEN Alderman Hurt — Nothing to report. Alderman Bruns — Nothing to report. Alderman Cope — Thursday is graduation from the Leadership Northland Class and I appreciate that opportunity. Aiderman Thatcher — We are still having the beaver problem. We have seen the beavers now, so we know they are there. The water is backing up. I left a message for Officer Moore today. We have heard zero information back from the Missouri Conservation Department. I called them a couple times and left voice messages last week. We have not done any work yet to try to catch them or anything. We are trying to reach out to the Missouri Conservation Department. There are two dams that were built on the creek back there. Officer Moore gave me the name of the person to contact, but I have not had a response back. Alderman Fuller — Nothing to report. Alderman Super — Nothing to report 4 Mayor Rose commented that they returned from a trip to Jefferson City, Missouri today for the Northland Days. Alderman Super, Mike Duffy and I had an Opportunity to visit with the Representative from Blue Springs area and it was a nice visit. Alderman Thatcher explained that the redistricting committee met and stated what the outcomes of the discussion are going to be for the districts. There will be updated scenarios in a couple weeks. Their next meeting will be March 13` MOTION TO ADJOURN Alderman Thatcher moved to adjourn the meeting at 7:59 p.m., second by Alderman Bruns. Yes: Thatcher, Fuller, Super, Hurt, Cope, and Bruns.
