SPECIAL MEETING
BOARD OF ALDERMEN
RIVERSIDE, MISSOURI
Tuesday, March 27, 2012
6:00 p.m.
The Board of Aldermen for the City of Riverside, Missouri, met in special session in the Board
of Aldermen Chambers at City Hail, 2950 NW Vivion Road, Riverside, Missouri, on Tuesday,
March 27, 2012.
Mayor Rose calied the meeting to order at 6:00 p.m. Those in attendance were Mayor Kathy
Rose, A�dermen Ron Super, Brad Cope, Bernie Bruns, Dave Hurt, Mike Fuller, and Aaron
Thatcher.
Also present were City Administrator David Blackburn, City Attorney Nancy Thompson, City
Clerk Robin Littrell, Community Development Director Mike Duffy, Finance Director ponna
Resz, Public Works Director Tom Wooddeli, Community Development Assistant Sarah
Wagner, and Capital Projects Engineer Travis Hoover.
MOTION TO ENTER INTO Alderman Cope moved that the meeting go into closed
CLOSED @ 6:00 P.M. session pursuant to RSMo 610.021 (1) Legal Action and
litigation, RSMo 610.021 (2) Leasing, Purchase or sale of real
estate, RSMo 610.021 (3) Hiring, firing, disciplining or
promoting a particular employee, when personal information
about the employee is discussed, RSMo 610.021 (12) Sealed
bids, second by Alderman Hurt.
Yes: Cope, Hurt, Thatcher, Bruns, Fuller, and Super.
Motion carried 6-0.
MOTION TO ADJOURN Alderman Fuller moved at 6:31 p.m. that the closed session be
CLOSED @ 6:31 P.M. continued after open session, second by Alderman Thatcher.
Yes: Fuller, Thatcher, Bruns, Cope, Hurt, and Super.
Motion carried 6-0.
LEGISLATIVE SESSION Mayor Rose called the Special Session Meeting to
order at 6:36 p.m.
Those in attendance were Mayor Kathy Rose, Aldermen Aaron Thatcher, Bernie Bruns, Mike
Fuller, David Hurt, 8rad Cope, and Ron Super.
Also present were City Administrator David Blackburn, City Attorney Nancy Thompson, City
Clerk Robin Littrell, Community Development Director Mike Duffy, Capital Projects Engineer
Travis Hoover, Finance Director ponna Resz, Community Relations Director Meredith Hauck,
Public Works Director Tom Wooddell, and Community Development Assistant Sarah Wagner.

PLEDGE OF ALLEGIANCE Mayor Rose led the Pledge of Allegiance.
Resolution 2012-036 Capital Projects Engineer Travis Hoover explained the issue of
Amend Resolution 2012-034 the request for a Project Tax Exemption.
Alderman Thatcher moved to approve Resolution 2012-036 to
amending resolution 2012-034, second by Alderman Bruns.
Yes: Thatcher, Bruns, Cope, Super, Fuller, and Hurt.
Motion carried 6-0.
Resolution 2012-037 Public Works Director Tom Wooddell reviewed the bids and that
Embassy Mowing 2012 it was recommended to go with Embassy Landscape Group.
Alderman Thatcher moved to approve Resolution 2012-037
awarding the city mowing and grounds keeping contract for 2012
to Embassy Landscape Group, second by Alderman Cope.
Yes: Thatcher, Cope, Bruns, Hurt, Super, and Fuller.
Motion carried 6-0.
BILL NO. 2012-015 City Clerk Robin Littrell gave first reading of Bill No. 2012-015,
Access Roads Agreement Alderman Thatcher moved to accept first reading and place
Bill No. 2012-015 on second and final reading, second by
Alderman Cope.
Yes: Thatcher, Cope, Hurt, Bruns, Fuller, and Super.
Motion carried 6-0.
Alderman Cope moved to approve Bill 2012-015 and enact said
bill as ordinance, second by Alderman Thatcher.
Yes: Cope, Thatcher, Super, Fuller, Hurt, and Bruns.
Motion carried 6-0.
MOTION FOR TRAIL SIGNAGE Alderman Bruns moved to authorize the Mayor to sign the Platte
County Parks and Recreation Outreach Grant for $8,950 for the
Trail Historic Signs with ratification by resolution to follow at the
next regular meeting, second by Alderman Thatcher.
Yes: Bruns, Thatcher, Cope, Super, Fuller, and Hurt.
Motion carried 6-0.
BREAK @ 6:42 P.M. Alderman Thatcher moved to have a break at 6:42 p.m., second
by Alderman Cope.
Yes: Thatcher, Cope, Fuller, Hurt, Bruns, and Super.
Motion carried 6-0.

MOTION TO ENTER INTO Alderman Cope moved that the meeting go back into closed
CL05ED @&:51 P.M. session, pursuant to RSMo 610.021 (1) Legal Action and

bids, second by Alderman Fuller.

Motion carried 6-0.
MOTION TO ADJOURN Alderman Super moved closed session be adjourned at
CLOSED @ 8:22 P.M. 8:22 p.m. with action taken, second by Alderman Bruns.
Yes: Super, Bruns, Thatcher, Fuller, Hurt, and Cope.
Motion carried 6-0.
MOTION TO ADJOURN Alderman Bruns moved to adjourn the meeting at
8:23 p.m., second by Alderman Super.
Yes: Bruns, Super, Hurt, Thatcher, and Cope.
Motion carried 5-0.
