Home My WebLink About1116 Approve Stormwater Grant - $21,000 ,�,,:. ,� BILL NO. 2012-022 ORDINANCE NO. �_ AN ORDINANCE ACCEPTING AND APPROVING PARTICIPATION BY THE CITY IN THE PLATTE COUNTY STORMWATER MANAGEMENT GRANT PROGRAM AND AUTHORIZING EXECUTION OF A GRANT AGREEMENT FOR FUNDING IN THE AMOUNT OF $21,000 IN CONNECTION WITH THE INTERURBAN BRIDGE OVER EAST CREEK PROJECT WHEREAS, the City of Riverside (the "City") made an application for stormwater grant funding from Platte County to assist with the Interurban Bridge Over East Creek Project (the "ProjecY') from the 2012 Platte County Stormwater Management Grant Program; and WHEREAS, the Platte County Commission offered the City the sum of $21,000 to assist with the Project; WHEREAS, the Board of Aldermen find it is in the best interests of the City to accept such grant funding from the Platte County Commission and approve the project agreement set forth in Exhibit A attached hereto; NOW THEREFORE, BE IT ORDAINED BY THE BOARD OF ALDERMEN OF THE CITY OF RIVERSIDE, MISSOURI, AS FOLLOWS: THAT participation in the 2012 Stormwater Grant Program of Platte County, Missouri is hereby accepted and approved; FURTHER THAT the Grant Agreement set forth in Exhibit A attached hereto for the 2012 Stormwater Grant Project in the amount of $21,000.00 is hereby accepted and approved; FURTHER THAT the Mayor and City Administrator are hereby authorized to execute � the agreement along with any and all other documents necessary or incidental thereto and to take any and all actions necessary to effectuate the terms of the grant agreement and program participation. "The project �vill comply with the latest edition of the Kansas City Chapter of the American Public Works Association (KCAPWA) standards and specifieations unless waivcd by Platte County. 2. The project, if not located in public right of way, will require right of way dedication or temporary or peirnanent easements. 3. The project sponsor or individual homeowner, if applicable, agrees to maintain the project aftcr completion. 4, The project sponsor agrees to submit a final accounting report and copies of all invoices incun•ed for the project to the County before reimbursement. 5. If during development the project sponsor finds that it is necessarq to make changes to the approved pz•oject, the project sponsor agrees to notify the County in writing of any proposed changes prior to completion, The County reseives the right to withhoid grant funding if the changes do not meet the intent of the original project. 6. The project sponsor shall permit access by the County to the project site for inspeetion purposes for compliance with this agreemetit. 7. The project sponsoi agrees to include reference to Platte County and the 5toimwater ' Grant program on project signage and/or promotional literature produced Uy the sponsor and to accept any additional identiflcation signage from the County to be placed at the project site. ' 8. The project sponsor agrees to obtain 3 bids fi•om different contractors before work can commence on the project. The lowest and best bid shall be accepted. Projects completed by a City's Public Works department are exempt from this requirement. � , � 9. The project sponsor agrees to require that the contractor submit a performance bond for the proposed work. Projects completed by a City's Public Works department are exempt from this requirement. 10. The project sponsor agrees to require that the contractor obtain adequate insurance to perform the proposed work. Projects completed by a City's Public Works department are exempt from this requirement. 11. The project sponsor agrees to provide 48 hours notice to Platte County prior to commencement of work. 12. The project sponsor agrees to provide Platte County copies of construction plans from a Missouri Licensed Professional Engineer prior to commencement of work, if applicable. 13. The proposed project must be completed by November 15, 2012. 14. The project sponsor agrees to comply with the prevailing wage requirements of the state of Missouri. 15. The project sponsor agrees to forward to the County a signed copy of the Missouri Department of Labor Affidavit of Compliance with the Prevailing Wage Law. This project will repair the scour around the bridge abutment and the sanitary sewer main along East Creek. The City applied for the Platte County Stormwater Grant and was offered funding in the amount of $21,000 to assist with the project. RECOMMENDATION: Staff recommends approval of the ordinance and acceptance of the Stormwater grant for the project. BUDGETARY IMPACT: Approximately $21,000.00 will be added to the Street Maintenance Program budget for construction under this contract.
