BOARD OF ALDERMEN
RIVERSIDE, MISSOURI
Monday, April 2, 2012
6:00 p.m.
The Board of Aldermen for the City of Riverside, Missouri, met in regular session in the Board
of Aldermen Chambers at City Hall, 2950 NW Vivion Road, Riverside, Missouri, on Monday,
April 2, 2012.
Mayor Rose called the meeting to order at 6:07 p.m. Those in attendance were Mayor Kathy
Rose, Aldermen Ron Super, Dave Hurt, Aaron Thatcher, Bernie Bruns (arrived at 6:25 p.m.),
and Mike Fuller (arrived at 6:54 p.m.).
Alderman Cope was absent.
Also present were City Administrator David Blackburn, Attorney Brian Hall, City Clerk Robin
Littrell, Community Development Director Mike Duffy, Finance Director ponna Resz, Public
Works Director Tom Wooddell, Capital Projects Engineer Travis Hoover, Police Chief Greg
Mills, Detective Jesse Winson, and Detective Doug VanLeeuwen.
MOTION TO ENTER INTO Alderman HuR moved that the meeting go into closed
CLOSED @ 6:08 P.M. session pursuant to RSMo 610.021 (1) Legal Action and
litigation, RSMo 610.021 (2) Leasing, Purchase or sale of real
estate, RSMo 610.021 (12) sealed bids, second by Alderman
Thatcher.
Yes: Hurt, Thatcher, and Super.
Motion carried 3-0.
MOTION TO ADJOURN Alderman Hurt moved that the closed session be adjourned
CLOSED @ 7:07 P.M. at 7:07 p.m. with no action taken, second by Alderman Bruns.
Yes: Hurt, Bruns, Fuller, and Super.
Motion carried 4-0.
REGULAR SESSION Mayor Rose called the Regular Session Meeting to order at 7:08
p. m.
Those in attendance were Mayor Kathy Rose, Aldermen, Bernie Bruns, Mike fuller, David Hurt,
and Ron Super.
Alderman Cope and Alderman Thatcher were absent.
Also present were City Administrator David Blackburn, Attorney Brian Hall, City Clerk Robin
Littrell, Community Development Director Mike Duffy, Capital Projects Engineer Travis Hoover,
Finance Director ponna Resz, Public Safety Director Greg Mills, and Public Works Director Tom
Wooddell.

PLEDGE OF ALLEGIANCE Mayor Rose led the Pledge of Allegiance.
PUBLIC COMMENT None.
CONSENT AGENDA Alderman Hurt moved to approve the Consent Agenda, second
by Alderman Bruns.
Yes: Hurt, Bruns, Fuller, and Super.
Motion carried 4-0.
MINUTES OF 03-20-12 Alderman Hurt moved to approve the minutes of the March 20,
2012 meeting, second by Alderman Bruns.
Yes: Hurt, Bruns, Fuller and Super
Motion carried 4-0.
MINUTES OF 03-27-12 Alderman Hurt moved to approve the minutes of the March 27,
2012 meeting, second by Alderman Bruns.
Yes: Hurt, Bruns, Fuller and Super.
Motion carried 4-0.
RESOLUTION 2012-038 Alderman Hurt moved to approve Resolution 2012-038,
Bill Pay authorizing the expenditure of funds for fiscal year 2011-2012, for
weeks ending March 23 and March 30'" in the amount of
$131,900.02, second byAlderman Bruns.
Yes: Hurt, Bruns, Super, and Fuller.
Motion carried 4-0.
RESOLUTION 2012-039 Alderman Hurt moved to approve Resolution 2012-039,
Platte Co. Parks Grant ratifying and approving the outreach grant for trail signage, second
by Alderman Bruns.
Yes: Hurt, Bruns, Super, and Fuller.
Motion carried 4-0.
RESOLU710N 2012-04o Alderman Hurt moved to approve Resolution 2012-040,
Quit Claim Deed — Platte Co. accepting a quit claim deed from Platte County in connection with
the Upper Line Creek Trail, second by Alderman Bruns.
Yes: Hurt, Bruns, Super, and Fuller.
Motion carried 4-0.

RESOLUTION 2012-041 Alderman Hurt moved to approve Resolution 2012-041,
KCPL Utility Agreement approving a utility agreement with KCP&L for relocation and
upgrade of lines along NW Van DePopulier, second by Alderman
Bruns.
Yes: Hurt, Bruns, Super, and Fuller.
Motion carried 4-0.
REGULAR AGENDA
Catering License Alderman Hurt moved to approve catering license for Jimmy's
Jigger/Jau contingent upon State of Missouri approval for May 4
— 6, Cruisin KC Auto Show, second by Alderman Fuller.
Yes: Hurt, Fuller, Super, and Bruns.
Motion carried 4-0.
BILL NO. 2012-016 City Clerk Robin Littrell gave first reading of Bill No. 2012-016.
Williams & Campo Services Alderman Hurt moved to accept first reading and place
Bill No. 2012-016 on second and final reading, second by
Alderman Bruns.
Yes: Hurt, Bruns, Fuller, and Super.
Motion carried 4-0.
Alderman Super moved to approve Bill 2012-016 and enact
said bill as ordinance, second by Alderman Fuller.
Yes: Super, Fuller, Hurt, and Bruns.
Motion carried 4-0.
CITY ADMINISTRATOR No Report.
ADMINISTRATION No Report.
COMMUNITY DEVELOPMENT Director Mike Duffy gave update on other agreements coming
about on future agendas regarding utility extensions at Horizons.
A map was passed out to the Board to view. This work will be
done with more ease prior to more development in the area and
with less cost.
ENGINEERING Capital Projects Engineer Travis Hoover gave an update on Vivion
Road Bridge over Line Creek project has been out to bid for two
weeks, there will be a pre-bid meeting tomorrow, and bids will be
opened on April 12` MoDot has done the engineering review on
this project. Update on Northwood Road has good and bad news.
The utilities underground are behind on this project, so we are
going to combine phase two and three and will get us closer to
being back on schedule. City Administrator Blackburn added they
had a meeting with KCMO and they are going to partner with us

for repair on the Inter Urban Bridge. Donna, Mike and I are also
meeting with them tomorrow to discuss sewer billing as well.
FINANCE No Report.
PUBLIC SAFETY No Report.
PUBLIC WORKS Public Works Director Tom Wooddell gave update on irrigation
management system for the city that would be web based. If
used, this system could save up to 20% to 53%, which could be
up to $5,000 per season at the low end. The cost for this system
is $4,800 for the 4 units and $300 per unit per year for the
software link. There are funds from the parks department that
could cover these costs.
Alderman Fuller moved to purchase the irrigation management
system as presented by Director Wooddell and have it installed as
soon as possible, second by Alderman Hurt.

Motion carried 4-0.
The Argosy crosswalk improvements have been installed.
PARKS & RECREATION City Administrator David Blackburn asked for a motion by the
Board to approve the American Street Rod Association to charge
admission for their event.
Alderman Bruns moved that the American Street Road
Association be allowed to charge admission to their event at EH
Young Park on May 4-6, 2012, second by Alderman Fuller.
Yes: Bruns, Fuller, Hurt, and Super.
Motion carried 4-0.
Blackburn also noted that each Alderman and Mayor have had a
calendar with the summer events for the city put at their places for
their review and he announced the YMCA report that was
received today to report use by Riverside residents. Mayor Rose
stated that she would like a report from Gladstone and North
Kansas City as well.
LEVEE BOARD REPORT No Report.
MAYOR'S DISCUSSION Mayor Rose and Meredith went to the Platte Co. Commission
today and received the grant for the Trail Signage in the amount of
$8,950 and the rest of the expense will be from the Tourism Fund.
It will be a great addition to our trails. We also had good news
that the Stormwater Grant that Capital Projects Engineer Hoover
applied for has been awarded to us too and we will find out the
amount in a couple weeks. Thanks for your work to help our city.
BOARD OF ALDERMEN Alderman Hurt — What did you and Tom find out with your visit
with Mr. Garney? Mayor Rose said that Mr. Garney is still out of
town, but they did meet with Mike McKeen who works with
Briarcliff and is putting together a scope of work for the person
they are discussing, and will meet when Mr. Garney is back.
