Minutes of Special Meeting of
Boazd of Aldermen of City of Riverside, Missouri
January 31, 2006
A special meeting of the Board of Aldermen of the City o f Riverside, Missouri was held in
the Riverside City Hall of Riverside, Missouri on January 31, 2006 at 7:00 p.m
Those in attendance were Mayor Pro Tem Beard, Aldermen Looker, Dazata, Super, Jones
and Legaazd. Mayor Burch, Absent.
Also present were David Blackburn, City Administrator, Louise Rusick, City Clerk,
Chief Greg Mills, Brent Miles, Consultant for the City and John McClelland, City Attorney's office.
Minutes, Jan. 9, 2006 Alderman Super moved that the minutes of January 9, 2006 be approved,
Approved seconded by Alderman Dazata, the vote was:
Aye: Aldermen Jones, Darata, Super, Legaard, Beard and Looker.
Motion carries.
Minutes, Jan. 10, 2006 Alderman Darata moved that the minutes of January 10, 2006 be approved,
Approved seconded by Alderman Jones, the vote was:
Aye: Aldermen Beard, Jones, Dazata, Super, Legaazd and Looker.
Motion carries.
Bob Campbell- Alderman Looker moved to approve a building permit for 1831 NW Vivion Rd.
1831 NW Vivion Rd. (tenant finish) for the offices of McBride and Sons Homes, the plans have been
building permit, stamped by the architect and a lmox key box will be installed, seconded by
Approved Alderman Dazata, the vote was:
Aye: Aldermen Legaazd, Beard, Looker, Jones, Super and Darata.
Motion carries.
The contract for Chery GMC Truck Club will be prepared for consideration
at the next meeting.
Feral Cat Discussion Attorney John McClelland said the discussion is regazding the 24 holding period.
John distributed information from Lara Lewis with "No More Homeless
Pets" with this information: There aze several things to consider regazding the
period between trapping and surgery. Generally, there will not be a 24-hour
period. Surgeries are generally conducted in the morning, with trapping
occurring in the late morning and afternoon. The estimated time between
trapping and surgery is 24 hrs. or more-5%, 12-18 hrs.-90% and less than 12
hours-5%. In 95% of the cases, the cats will be trapped the day before and held
overnight for surgery the next day. If an owner's cat does not return that
evening, they could check to see if their cat was trapped. The city would
probably need to establish a procedure for owners to check on this, like who
they would call, etc.

The initial mass trappings will be well-publicized. After that kick start, though,
individual caretakers will be trapping at times that work best for them. Those
won't be publicized and cat owners in the immediate vicinity may not know
about them. This, Lara concluded that it just isn't feasible to require a 24-hour
period. The next step is to set up veterinarians and the scan microchips men-
tioned in the proposed contract (the best efforts will be made, but all chips aren't
recognized). Information on this will be placed in the newsletter. The cats will
not be released right after they aze fixed, there is a certain amount of time before
releasing.
Alderman Looker said as long as everyone is notified.
Job Descriptions A modification of the job description information from Bartleby Content, LC
was distributed. to the boazd.
Alderman Jones moved to approve Bartleby Content, LC proposal to review
existing positions, creation of detailed job descriptions, creation of a city staffing
plan, and the city looking at evaluation systems after the staffing plan is
completed, and the fee is $5,830, seconded by Alderman Looker, the vote was:

Bill No. 2006-10 Alderman Legaard moved to place Bill No. 2006-10 on its first reading, said Bill

of the Redevelopment Levee Redevelopment Plan, as amended ("Plan"); Approving the designation of
Proj. I-Phase O the Redevelopment Project I-Phase O Area; and Approving the Adoption of Tax
within the L-385 Levee Increment Financing for the Redevelopment Project I-Phase O Area, seconded by

Bill No. 2006-11 Alderman Looker moved to place Bill No. 2006-11 on its first reading,
Approv. & author. the said Bill approving and authorizing the execution of a construction contract
execution of a cons- with William White & Sons Construction Company for the Skateboazd Park
struction contract with Park and Concrete Slab and replacement of sidewalks project in the City of
Wm. White & Sons...... Riverside, Missouri for an amount not to exceed $40,000.12, seconded by

verification from the State, apparently there was 3 phases on the project and
and the other 2 phases, other than the Interchange itself, were bid by the state
and lumped into that bid package so the city needs to find out what the breakdown
is needs to be obtained. The $14,900 is not totally the City's, the estimate is about
$13,500. The second bidder, Energy Staff & Sons, $50,000, 3`~, APAC, and the
last Ellis at $19,000,000.
Chief Mill's comments Chief Mills distributed Emergency Management notebooks to all the board stating
there are 2 courses they aze required to take and the same thing is on the website.
Three people in Public Safety are going to Dallas for Incode training.
