AN ORDINANCE AUTHORIZING AND APPROVING THE CITY OF RIVERSIDE, MISSOURI,
TO ENTER INTO THE INTERGOVERNMENTAL COOPERATIVE AGREEMENT BETWEEN
THE CITY OF RIVERSIDE, MISSOURI AND HOUSTON LAKE TO PROVIDE FIRE, RESCUE,
FIRE PREVENTION & EDUCATION AND MEDICAL FIRST RESPONSE SERVICES
WHEREAS, the Board of Aldermen find it is in the best interest of the City to enter into
an Intergovernmental Cooperative Agreement whereby Riverside agrees to provide assistance
to the City of Houston Lake, Missouri for the sum of $19,000 per year for the next three (3)
years as more fully set forth in Exhibit "A" attached hereto;
NOW THEREFORE BE IT ORDAINED BY THE BOARD OF ALDERMEN OF THE
CITY OF RIVERSIDE, MISSOURI AS FOLLOWS:
SECTION 1 — PUBLIC PURPOSE DELCARED. This ordinance is intended and is
hereby determined and declared to be necessary to accomplish and serve the public purpose of
enhancing the fire protection, rescue, fire prevention, education and medical first response
services available to the residents of Houston Lake.
SECTION 2 — APPROVAL OF AGREEMENT. The Cooperative Agreement to Provide
Fire, Rescue, Fire Prevention & Education and Medical First Response Services (the
"Agreement") between the City of Riverside, Missouri and the City of Houston Lake, Missouri in
substantially the same form as attached hereto as Exhibit "A" and made a part hereof by
reference is hereby approved and authorized.
SECTION 3 - APPROVAL OF EXECUTION OF AGREEMENT. The execution and
delivery of the Agreement, by the Mayor and/or City Administrator is authorized and the City
Administrator such other city officials as deemed necessary are further authorized to take such
other actions reasonably necessary to carry out the intent of this Ordinance on behalf of the
City, the execution of such agreement being conclusive evidence of such approval.
SECTION 4 — EFFECTIVE DATE. This Ordinance shall be in full force and effect from
and after its passage and approval.

COOPERATIVE AGREEMENT TO PROVIDE FIRE, RESCUE, FIRE PREVENTION &
EDUCATION AND MEDICAL FIRST RESPONSE SERVICES
THIS AGREEMENT is made and entered into this 19th day of June,
2012 by and between THE CITY OF RIVERSIDE, MISSOURI, a municipal corporation
hereinafter called RIVERSIDE and THE CITY OF HOUSTON LAKE, MISSOURI a municipal
corporation hereinafter called HOUSTON LAKE as follows:
WHEREAS, Pursuant to section 70.220 RSMo, political subdivisions may enter into
agreements to cooperate with each other; and
WHEREAS, HOUSTON LAKE desires to upgrade the services available to its City's
residents by providing high levels of fire prevention, education, suppression, medical first
response, hazardous materials response and water rescue services; and
WHEREAS, RIVERSIDE desires to enhance the services provided to its City's residents
by expanding its current fire prevention, education, suppression, medical first response,
hazardous materials response and water rescue services capabilities, and by using additional
revenues available under this agreement will offset additional costs of these expanded services
that would otherwise by borne solely by its taxpayers; and
WHEREAS, RIVERSIDE is a duly authorized provider of such services in accordance
with Missouri State Statutes; and
WHEREAS, a determination has been made by the Boards of both cities that the
following Agreement is a cost effective mechanism to provide such services.
NOW, THEREFORE, BE IT ORDAINED THAT:
1. RIVERSIDE shall furnish at the request of persons who are residents of HOUSTON
LAKE from facilities located in RIVERSIDE:
A. Fire and rescue services; and
B. Fire prevention and education services to include fire code enforcement; and
C. Medical first response services; and
D. Riverside will at all times maintain worker's compensation coverage for its
employees plus liability coverage for its vehicles and equipment.
2. In consideration for RIVERSIDE furnishing such equipment, personnel, and services,
HOUSTON LAKE shall pay an annual fee of $19,000 on or before July 1, 2012, July 1, 2013,
and July 1, 2014, with this agreement to terminate on June 30, 2015, unless renewed or
previously terminated.
3. This agreement shall continue on an annual basis with either party having the right to
terminate this agreement with 180 days written notice to the other party with any unearned
payments to be refunded,
4. This agreement shall be modified only by the written agreement of both parties.
