AN ORDINANCE APPROVING ELECTRICAL SPECIFICATIONS FOR THE PHASE I
INFRASTRUCTUREIMPROVEMENTS I

I
WHEREAS, Riverside Horizons, LLC, a Missouri limited liability company, ("Riverside i
Horizon") is purchasing from the City a certain parcel of land (the "Property"); and i
WHEREAS, Briarcliff Realty, LLC, a Missouri limited liability company, now known as
NorthPoint Holdings, LLC, ("NorthPoinY') and the City entered into that certain Master j
Development Agreement dated as of May 10, 2011 (the "MDA") which provides for, among
other items, the construction of Infrastructure Improvements on the Briazcliff Horizons Site (as
defined in the Agreement); and I
WHEREAS, the Exhibit C of the MDA included a general description of the Phase I I
Infrastructure Improvements; and I
WHEREAS, construction of a portion of the Phase I Infrastructure Improvements were j
approved by the City on November 1, 2011 ; and j
WHEREAS, the City wishes to approve the detailed electrical specifications for the I
Phase I Infrastructure Improvements. (
NOW, THEREFORE, BE IT ORDAINED BY THE BOARD OF ALDERMEN OF I
THE CITY OF RIVERSIDE, MISSOURI, AS FOLLOWS: I
Section 1: It is in the best interest of the City, in order to further the objectives of
industrial and economic development of the City, to approve the detailed electrical specifications
for the Phase I Infrastructure Improvements attached hereto as Exhibit A; �
Section 2: The City shall, and the officers, agents, and employees of the City aze
hereby authorized and directed to, take such further action and execute and deliver such
documents and instruments as may be necessary or desirable to carry out and comply with the
intent of this Ordinance; �
Section 3: This Ordinance shall be in full force and effect from and afrer its passage
and approval.

CUSTOMER INSTALLED MANHOLES AND DUCT LINES
1. Scooe
1.1 This dasign specMicetlon covers customer installed conduil line and
manholea ihat KCP&L will take ownership ot after complelion ot vrork.
Provided that ell conditions within this specificetion are meet and
KCPBL has approved the design and Installation.
12 This document doea not replace customer communication with
KCP&L. Canmunication with KCPL must 6e timefy end frequent ta
ensure epproval requiremenis ere meet.
1.3 It is the customer's responsibility lo ensure that the KCPL providetl
plans are followed, any requested veriadons to KCPL Standerds or job
pdnt muat be eubmitted to the KCPL Job sponsw. Authorizetion for the
modification must come from Standards Engineering prior to ihe
cus[omer moving forward with the proposed motlification. �
2. CqntraeMrs
2.1 The use of a KCP&L approvad vendor is required. These contrectow �
have inatalled thla equipmen� in Ihe pest for KCPBL and have
experfence wifh the requlremenls.
2.2 Approved ConUaclors

3. Menhole Reaulremenia
3.1 For new constructlon KCPL requires the use of pre-cast manhole
structures proWded by approved vendors.

the manhole is lo be built for the KCP&L system. Upon request Ihe
conVactor ahali provide KCPBL In/ormeUan that can veriy ihe manhole
was built tor the KCP&L system irom an approved vendor.

4. Dud Line Reauiremenis
4.1 KCPL requires the use of gray Schedule 40 Electdwl PVC with glued
Jolnts. Foam iilled conduit is not acceptable.
42 The conduits shall be concrete enpsed. The concrele to �tllize a fly
esh mix with a maximum of size aggregate of'h inch, strengih of 2000
PS� et 28 deys, antl a maximum slump o�4lnches.
4.3 It Is the responsiblliry of the contractor lo ensure that the planl
underslands the wncrete is ta be used with Schetlule 40 PVC so that
the PVC does not have heet tlemage.
4.4 The outer conduits shall ba ancased with a minimum of 3 inches of
conpete nn.
4.5 Concrete blocks shall be used lo support the duct line 6om ihe botlom
ot ihe irench W ensure that 3' of concrete fill is obteined under the
botlom ducts of the ducl bank. The spacing cannat be less tl�an every
5 feet and should correspond wlth the specing tor the duct aepa�ators.
4.6 Propar strapping must be done in e menner hold the duct beck
together securely es it is being built and Uuring the conuete pour.
4.7 Provisions shall be made to hold the duct back down to prevent
floeting dudng ihe concrete pouc One recommended method is to use
fi4 Hold�own Bars manufac(ured by Underground Devices,
Inetelletlon must be done per menufacturer recommended practices.

4.8 The duct seperetw used must be the Wunpeece Spacer provided by
Underground Devices.
4.8.1 For fi-Inch conduit part number 6W20.2 is required.
4.8.2 7he separator must be inslaAed per the manufactu�e's
recommendations, See UndelgroUnd Devices Drawing 6W20-
2.
4.8.3 Seperatws must be spaced no less then avery 5-foot; mwe
mey be nacessary to minimize wnduit flex.

5. Ortlar of ConsWction and Insoections
5.1 The arder of constructlon shall 6e the precest manholes De placed
first then tha conduit lines shall be a continuous run trom manhole to
manhole.
52 Inspections shall be performed throughout the pmJect by KCP&L.
These include open treneh inspeciions of the manholes prior to
backfill, condutt prior to mncrete pour, and duct line afler concrete
pour pdor to backflll. If eny part of �ha instelletlon is covared prior lo a
KCP&L inspecllon tl�e contrector wlll he responsible tor excevation to
allow for the required open trench inspection.
5.3 My damege to ihe manholes or duct that oaurs during consW ction .
shall be tha respon5iblllty o! tha customerlconUador to repeir. This
indudes wllapsed ducls if they are found during the instaliatlon of
cable.
