City of Riverside Tourism Enhancement Grant Application for the
Kansas City Scottish Highland Games and Celtic Festival - 2013
Project Narrative
The Kansas City Scottish Highland Games & Celtic Festival is a not for profit
organization entirely run and managed by volunteers. We host our annual event each
year on the second weekend in June, presently located at EH Young Park in Riverside
since 2005. We have just completed our 3 5th year. Competitors and guests travel from
over all over the United States and Scotland to attend our Scottish Heritage event. They
are able to discover with activities that range from genealogy, history, clans, dance, pipes
and drums, athletics and children's events. They can also enjoy authentic Scottish and
favorite local foods, Celtic merchandise vendors and our colorful Scottish livestock
display -- sheepdogs in action, giant Clydesdale horses and picturesque Hielan' Coos
(Highland cattle) . We have an entertainment stage with live Irish and Scottish Music
throughout the weekend, featuring favorite regional entertainers as well as nationally
known headliners.
Our Festival is an inclusive, family and cultural event held where people can come and
learn about their Scottish heritage. We strive to reach families of all ages interested in
learning about another culture. our motto has always been, "Come be a Scot, even if
you're not ". Each year we work to increase our activities to give the audience something
new to watch or do to insure they will want to return the next year. our success each
year is solely dependent upon attendance and sponsorship. Adverse weather conditions
affect the gate which then can also affect future sponsorships.
Our fiscal year ends Aug 31 St of each year. Sponsors, members, and donors all have to be
confirmed for the next year. Contact has to be made to all returning competitors,
vendors, exhibitors, entertainers and contracts written. Prices have to be adjusted to
account for the economy at present time and to offer optimal value.
We expanded our audience participation events with the Scottish Wrestling, Kid's events,
Pipes and Drums competition our Entertainment bands also invited wide audience
participation. We feel that the more events we have that stimulate the audience the more
they feel welcome and involved. Ultimately this would lead to their return in the future.
For 2013, we will be looking to further this direction while still keeping to our Celtic
heritage and roots.
With the wonderful weather and lack of rain we had a great Start to the highland Games.
We had wonderful entertainment throughout the weekend from Bands from Michigan to
Famous Local Artist. Our top band — The Toss Pints are a featured band with the Famous
Drop Kick Murphy's had had a share of fame this year by winning the Killians Red new
Irish band competition. We continue to use social media as a form of advertising and
have been able to increase our awareness on Facebook to almost 38000 'friends'. We had
record number Dancers and Athletes compete throughout the weekend. Our hopes and
expectations of having a descent crowd on Saturday was met and exceeded with the
below average temperatures.
Parking has become an unexpected issue with most people not wanting to park so far
away from their cars. We increased our buses and decreased the size of buses so that we
could offer them air conditioned ride. We will be looking to the City of Riverside for
ideas and thoughts on parking for the 2013 Highland Games.
We can not say thank you enough to Mike Shelton of the City of Riverside, and the
Command Center in keeping our group in the loop all weekend long. Our hats off to
Mike and his crew l, The Fire Department and their Crew were great to work with and
easy to get a hold of when we needed them Thank YOU!!
Currently we are still seeing an influx of people from the Lawrence and Topeka
communities, as well as outstate Missouri, Iowa, Illinois, Nebraska, Oklahoma and
Texas.
We continue to have success in keeping our many sponsors, vendors, competitors and
volunteers as well as their willingness to stay involved for the future. The economy is
still effecting the games as the cost of fun activities are still hard to plan for a family of
four. The Highland Games is looking at ways to increase the number of families into the
park by creating family packs that will be a discount over regular gate admission. We are
looking at increasing our Children's activities so that parents can continue to find new
and fun things for their Children. We are expanding our advertising and discount to
Military families and will continue to work with those organizations for additional
resources. We saw some losses of Sponsors this season, but work has begun for 2013
fundraising.. We continue to receive compliments from all involved that the quality of
our Games that we present are on par with, or exceed, those of other Highland Games
around the country. Our volunteer base continues to grow as does our involvement with
companies such as Walgreens that furnish volunteers for the front gate. We continue to
enjoy a long standing relationship with Riverside Sponsors, many since 2006. In
uncertain economic times, it is imperative to be creative in ways that can lend each other
to prosperity down the road. Please see attached list of active Sponsors for 2412 and
what they contribute.
Our website at www.kcseotti*sUyames.oria continues to remain No. #1 for Google search
and for the 2010 season we experienced 153,000 hits; over 6 during Game's week.

Explanation:
Stipend for Ethnic Enrichment Commission to provide 20 booths with crafts, displays activities, and food, as well
as Ethnic and Cultural presentations on stage from 11 :00 am to 3:30 pm, including the finale International Fashion Show. A wide
range and variety of ethnic groups will participate to be more globally representation. This voluntary, nonprofit group will help
performing groups with some of their mileage to the festival.
Platte County Parks & Recreation Grant will pay the other part of their fee.

Explanation:
The space for this event: foyer, commons area, dining space, kitchen, and changing rooms are all provided by Park Hill
School District in addition to the labor to move tables from other schools to meet our need.
This is for the staff that must be present for facility use during the weekend and includes cost of kitchen staff. This allows
food vendors to use the kitchen, cooking and cooling equipment as well as serving space.

PROJECT OVERVIEW FOR NORTHLAND ETHNIC FESTIVAL 2013
"To increase awareness of and appreciation for cultural and ethnic diversity in our community"
is the mission and goal of Northland Ethnic Festival.
The goal will be met for the anticipated and hoped for 1,500 -1,750 people that attend the
March 23rd 2013 Northland Ethnic Festival. They will be able to interact with approximately 30
different ethnic groups and commissions. The continued diversity of our county and region
make this Northland Event even more relevant than our first one in 2003. At a family friendly
festival in an ADA facility, people will learn about music, dance, costumes, history, arts, and
natural resources from traditional costumed representatives.
The Northland Ethnic Festival has no admission charge so attendance is not an economic
barrier. The schedule of stage performances, arts and crafts and food will be posted (web
pages and Face Book) prior to the event so people can plan to be there for specific groups.
Families of all ages, adoptive families, youth and adult groups, Board of Services for
Developmentally Delayed Adults, home school families and social services agencies are some
target audiences for our publicity along with senior service organizations and retirement
centers.

Park Hill School District, Maple Woods Community College, Family Support Program with Ft
Leavenworth, Mid -- Continent Public Library & North Kansas City Systems
RIVERSIDE TOURISM GOALS
This is a one day event which has typically about 50% first time visitors and presenters, with
several comments from those from KCMG and Kansas, pleasantly surprised how easy it was to
get here. This has become an annual tradition and community standard for many, with
accompanying awareness and appreciation for the sponsoring
Platte County University of Missouri Extension is a community partner and leader in many
noncredit learning experiences for people all over the county and in all demographic aspects.
Our mission is to extend the resources and services of MU, the Land Grant Institution for
citizens to Live. And Learn.
The original idea for the Northland Ethnic Festival was from Platte Extension as a way to
increase sense of community and make it more convenient for Platte county /Northland area, to
interact and learn from the many cultural groups that are part of the Ethnic Enrichment
Commission as well as to highlight local ethnic businesses and groups.
The Platte County Extension Council has 17 elected and appointed volunteers to oversee all
programs, fiscal and personnel issues of Platte County Extension programs, according to state
statute. Bonding and other best management fiscal practices are in place, and the Specialist
coordinating the NEF has over 30 years of experience working with Platte County youth, school,
agencies, organizations, and corporations.
In addition the Planning committee consists of members who have served for 3--10 years, so the
event operates very efficiently.
TARGET AUDIENCE
Families of all ages, youth groups, home school groups, military families at Ft Leavenworth,
Group homes, Assisted Living and other Senior sites, visitors staying at ICI area hotels that
weekend, and of course the "general public'.
As stated earlier, we hope and are striving for 1 at this NEF #10
Means of informing, promoting will include, but not be limited to:

0 Flyers to all Park Hill It -s students and a notices to NKC School system
• Posters and signs and announcements at Platte County R3, North Platte, West Platte,
and private schools, plus daycare and afterschool programs
• Church bulletin inserts /notes
• Posters at community sites, such as libraries, stores, offices, community centers
• E notices to Northland Regional Chamber of Commerce, Home School Associations, and
Ethnic Enrichment Commission to forward to members

Numbers will be determined by pre counted stickers that will be given to everyone as they
arrive; they can choose to wear or not.
A random survey of visitors as they leave will be continued with plans to increase the number,
by insuring we have people by each door throughout the day.
The survey will include the number in group, their zip code, favorite part of festival and would
you recommend to others.
We will also announce occasionally that their comments are wanted and welcome and to be
`sure to visit' with the survey person as they leave.
Comments will be solicited from each of the vendors as well regarding space, support and of
course their view of the number, interest and level of interaction with the visitors.

Northlan�Ethn+c Festival #10 is scheduled for March 23, 2013 at Park Hill South High
School, in Riverside.
This year's festival is earlier than last year, because of suggestions by both presenters
and the general public.
Platte County University of Missouri Extension Council is pleased to again endorse the
community outreach and provide time and resources to make it the best yet.
As a community development and outreach, the Northland Ethnic Festival fulfills its
mission; "to increase awareness of and appreciation for cultural and ethnic diversity in
our community'
Our council will help with promoting and implementing this program along with Park Hill
School District, Mid - Continent Library, and Metropolitan Community College -Maple
Woods.

Platte County and the project sponsor mutually agree to perform this agreement in accordance with the terms outlined
herein and as proposed in the grant guidelines and sponsor's application submission which are specifically incorporated
into this agreement.
1. The project sponsor shall operate and maintain the project named in this Agreement in such a manner as to
be open and available for use by the general public during regularly scheduled hours. The project sponsor
shall also regularly advertise the availability of the project for use by the general public. If this project
involves land acquisition, the project sponsor shall make the property available for- public use in perpetuity. If
the project involves capital improvements, the project sponsor shall make those capital improvements
available for public use during the standard expected lifetime of the improvements, generally considered to
be not less than 25 years,
2. The project sponsor shall comply with all applicable local, state, and federal laws including the Americans
with Disabilities Act, the guidelines of the Consumer Product Safety Commission (CPSC) and American
Society of Testing Materials (ASTM) and Missouri Prevailing wage Lags for Platte County.
3. The project sponsor agrees to submit a final accounting report and copies of all invoices incurred for the
project to the County and to provide program participation information as requested.
4. If during development the project sponsor finds that it is necessary to make changes to the approved project,
the project sponsor agrees to notify the County in writing of any proposed changes prior to execution of said
changes.
5. The project sponsor shall permit access by the County to the project site for inspection purposes for
compliance with this agreement.
6. The project sponsor agrees to include reference to Platte County and the Outreach Grant program on project
signage and/or promotional literature produced by the sponsor and to accept any additional identification
signage from the County to be placed at the project site.
Upon completion and inspection as outlined herein, the County shall reimburse the project sponsor for costs incurred up
to the approved grant amount.

1. Provide a brief proiect overview
2012 Northland Ethnic Festival featured music, dance, displays, activities, information, and food from
11 am to 3:30 pm at Park Hill South High School, with 1,000 stickers given at doors. We know we missed
many, since both presenters and visitors used 4 different doors. The event was free to the public, with
food, art, and crafts available for purchase. The signs were changed this year to say Free Admission,
rather than just Free. There were a few people last year who commented they thought food was free
too.
This was the 0 year for the event and the same community partners continue to be committed: Platte
County University of Missouri Extension, Park Hill School District, Metropolitan Community College -
Maple Woods, and Mid Continent Library. North Kansas City Library also participated in the planning
and promotion process.
2. Do you consider the p roject to be a success? Please provide both quantitative (number of first --
time /return visitors to Riverside, resulting hotel stays, impact to Riverside /Northland businesses, etc.)
and qualitative resu Its.
I think the ATTACHED SUMMARY that gives responses from the random sample of exiting visitors
provides resounding yes. The question "what did you learn ?" was new this year.
Vendors were happy that we planned for more space for their display areas and want to return in 2013.
In addition, several said they know their way around Riverside and northland due to this event being
held here.
3. How did you promote this ro'ect? Please provide a list of all marketing efforts and the estimated
impressions that resulted from each component. Feel free to include samples of ads, brochures, etc.
120 signs were set up throughout the county & northland area 7 -10 days before the festival
Flyers distributed to Park Hill students, email notices and posters to North Kansas City, Platte County R3,
North Platte, West Platte, home school association, Extension Councils, 4-H. clubs and members,
churches and 2 private northland schools, Nursing homes, health departments, Mid Continent libraries,
plus Face Book, County buildings and at the January Platte County Extension Council polling sites.
Special e mail and invitations sent to Platte Pet Power volunteers, Board of Services, and through
Visitors Bureau to KCI corridor hotels.
Links, photos and info on web pages of Platte County University of Missouri Extension, Park Hill School
District, and Platte County Parks & Recreation.

Germany, 2- Hawaii has 8 islands, 1 of which is "forbidden ", Learned about the dancing,7- a lot, stuff,
different dances, rare food, the different tastes and texture of foods,3- ethnic dancing, Mt. Everest is in
Nepal, 5- all about different countries, You can eat Yucca!, Food was greatl, history, how different
people from different countries interact, jewelry, fashion of India, Bollywood, seeing the program, how
to have fun, Germany makes great fudge, countries have different clothes, little kids from Mexico can
really dance!, 2 -Nepal and Israel are in Asia, not all Hawaiian skirts are made from grass, Ecuador is a
natural landmark, diversity of different cultures, pained eggs, Czech architecture, paper folding, some
beans grow on trees, geography
