A RESOLUTION DIRECTING THE CITY CLERK TO PLACE ON FILE FOR A PERIOD OF
NINETY DAYS CERTAIN UNIFORM CODES REGULATING THE CONSTRUCTION OF
BUILDINGS AND CONTINUED OCCUPANCY THEREOF; MECHANICAL, PLUMBING AND
ELECTRICAL CONSTRUCTION; AND FIRE PREVENTION
WHEREAS, the City of Riverside desires to consider the adoption by reference of
certain uniform codes regulating the construction of buildings and continued occupancy thereof;
mechanical, plumbing and electrical construction; and fire prevention; and
WHEREAS, Section 67.280 of the Missouri Statutes requires the City to place such
uniform codes on file in the office of the City Clerk for a period of ninety (90) days, prior to
consideration of adoption of an ordinance adopting such uniform codes; and
WHEREAS, the City desires to provide notice that such codes are on file and available
for public use, inspection and examination at least ninety (90) days prior to consideration of
adoption by reference;
NOW THEREFORE, BE IT RESOLVED BY THE BOARD OF ALDERMEN OF THE
CITY OF RIVERSIDE, MISSOURI, AS FOLLOWS:
THAT the City Clerk is hereby directed to place on file for public use, inspection and
examination for a period of at least ninety (90) days, the following codes:
. 2012 International Fire Code (IFC)
. 2012 International Plumbing Code (IPC)
• 2012 International Mechanical Code (IMC)
. 2012 International Fuel Gas Code (IFGC)
• 2012 International Residential Code (IRC)
• 2012 International Building Code (IBC)
. 2009 International Energy Conservation Code (IECC)
. 2011 National Electric Code (NEC)
FURTHER THAT this resolution shall be in full force and effect from and after the date
of its passage and approval.
PASSED AND ADOPTED b the Board of Aldermen and APPROVED by the Mayor of

Certain Uniform Codes Regulating the Construction of Buildings and Continued
Occupancy Thereof.
BACKGROUND:
The City currently requires construction or building projects to be in conformance with the 2003 International
Building Code (ICC). The ICC is amended and updated every three years so we are now three cycles out of
date. Typically communities will skip one amendment and adopt updated codes approximately every six (6)
years. This helps keep communities current with standard building practices and maintains better ISO
(Insurance Services Office) ratings which benefit citizens through more competitive property insurance rates.
Initially, the City planned to adopt the zoo9 ICC Codes (Resolution 2oi2-o28 passed by Board of Aldermen
February 2i, zoiz) for a short period of time and then transition to the 2oi2 ICC Code in 2oi3. Since that tim ,
several factors have changed the DepartmenYs position regarding code adoption. Kansas City, Overland Park,
Olathe and L.eawood all adopted the zoi2 ICC Code effective January i, 2oi3. Platte County provided notice
that they will be adopting the 2oi2 Code effective January I, 2oi3. Riverside hired a new building inspector
(formerly with Platte County) who is very familiar with the zoiz ICC Codes.
Staff met to discuss whether Riverside could be at a competitive disadvantage with communities on the 2oiz
Code if we adopted the 2009 Code. There was consensus from the Building and Fire divisions that adoption of
the 2oi2 Code was preferable to a short term adoption of the 2009 Code with a transition to the 2oi2 Code.
This will provide uniformity for builders and design professionals working in Platte County, Kansas City and
Riverside.
CONSEQUENT ACTION:
After the Ninety (90) Day Notification, the Board of Aldermen can adopt the zoi2 ICC Codes.
