R-2012-113 A RESOLUTION AUTHORIZING THE CITY OF RIVERSIDE TO ENTER INTO A SERVICES AGREEMENT WITH AND PAY CERTAIN FUNDS TO THE MISSOURI LAW ENFORCEMENT FUNERAL ASSISTANCE TEAM WHEREAS, the Missouri Law Enforcement Funeral Assistance Team ("Service Provider") is a not-for- profit corporation providing assistance to police departments and families upon the death of an officer, including mental health support and assistance in obtaining financial support in connection with officers who die in the line of duty, off-duty or when a retiree passes away due to injury or illness ("Services"), and WHEREAS, Service Provider desires to continue to provide such Services and requires funding to continue to provide the Services within the City; and WHEREAS, the City finds that the provision of the Services is a public purpose and the City has the capability and desire to assist Service Provider in continuing to provide Services to the public within the City; and WHEREAS, the City's Board of Aldermen believes that the City's best interests are promoted and aided by entering into an agreement with the Service Provider for the provision of the Services; and WHEREAS, The City and the Service Provider have negotiated and agreed upon an agreement for the Service and payment for the same; NOW, THEREFORE, BE IT RESOLVED, by the Board of Aldermen of Riverside, Missouri, as follows: THAT the City finds that the provision of the Services contributes to the welfare of the City as well as the economic and social potential of the City and its residents, that the Services are important to the welfare of the City and that the provision of funds to assist in providing such Services are for a public purpose; FURTHER THAT the City of Riverside shall pay to the Service Provider the sum of Five Thousand and 00/100 Dollars ($5,000.00) to assist it in continuing to provide services to the residents of the City and the City, pursuant to a Services Agreement, in substantially the form attached as Exhibit A, which is hereby approved; FURTHER THAT the Mayor is authorized and directed to execute the Services Agreement in substantially the same form as set forth in Exhibit A attached hereto. The Mayor and city staff are authorized and directed to perform all acts and execute any other documents necessary or desirable to effectuate the intent of this Resolution. WHEREAS, Service Provider is a Missouri not-for-profit corporation providing assistance to police deparhnents and families upon the death of an officer, including mental health support and assistance in obtaining financial suppoR in connection with officers who die in the line of duty, off-duTy or when a retiree passes away due to injury or illness ("Services"); and WHEREAS, the City desires that such Services be available to its public safety employees, desires Service Provider to provide such Services, and desires to provide funding to assist Service Provider in providing for the Services to the City; and WHEREAS, the City has found that the provision of the Services contributes to the welfaze of the City as well as the economic and social potential of the City and its residents, that the Services are important to the welfare of the City and that the provision of funds to assist in providing such Services are for a public purpose. IN CONSIDERATION of the mutual covenants and agreements set forth herein, the parties agree to the following: I. That Service Provider shall provide the Services for the City pursuant to the terms of this Service Agreement for a term of one year commencing on July 1, 2012 and ended June 30, 2013. 2. That the City shall pay to Service Provider the Sum of $5,000. 3. That the Services provided by the Service Provider shall include, but not be limited to, assistance to the families and Riverside Department of Public Safety in the event of the death of an officer. 4. Service Provider will provide the City with a copy of Service Provider's annual program budget with a brief summary of the accounting controls used. Further expenditure reports including, but not limited to, the number of funerals served, a detailed explanation of services provided, and a detailed explanation of program expenditures is required on an annual basis. Chris Skinrood SUBJECT: Missouri Law Enforcement Funeral Assistance Team Chief Mills and Robin, The Missouri Law Enforcement Funeral Assistance Team was originally formed on the eastern side of the State of Missouri. Following the death of Jeff Taylor, I along with Les Kerr began the Kansas City Chapter. This team survives solely on donations and contributions. The team will provide all needed funeral services to the CiTy of Riverside at no cost in the event a public safety employee dies in the line of duty, off-duty or a retiree passes. This service is not limited to just Riverside, it is available to the entire Kansas City metro area including Kansas. Since the team is so new, there is no operating budget to speak of and members of team aze currently paying all expenses. The city was approached and agreed to donate $5,000 to the Funeral Assistance Team from the 2012-2013 budget. We aze at this time requesting that the city enter an agreement with the funeral team for services in the event of a public safety employee death.
