AN ORDINANCE APPOINTING GREGORY P. MILLS AS INTERIM CITY
ADMINISTRATOR FOR THE CITY OF RIVERSIDE AND RATIFYING A LETTER
AGREEMENT CONFIRMING THE TERMS OF SUCH APPOINTMENT
WHEREAS, a vacancy exists in the position of City Administrator within the City; and
WHEREAS, the Board of Aldermen desire to appoint Gregory P. Mills to serve in the
capacity of Interim City Administrator to assume all responsibilities and duties of the position
of City Administrator within the City until such time as a new City Administrator is appointed;
NOW THEREFORE, BE IT ORDAINED BY THE BOARD OF ALDERMEN OF THE
CITY OF RVERSIDE, MISSOURI, AS FOLLOWS:
SECTION 1— APPOINTMENT. The appointment of Gregory P. Mills as Interim City
Administrator for the City of Riverside is hereby ratified and confirmed and the letter
agreement entered into between the City and Gregory P. Mills attached hereto as Exhibit "A"
and made a part hereof by reference is hereby ratified and approved.
SECTION 2— DUTIES AND RESPONSIBIITIES. The Interim City Administrator
shall have and assume and exercise all rights, responsibilities, duties and obligations of the
position of City Administrator under the City Code, laws of the State of Missouri, and
Riverside Employee Position Description, as may be amended, until such time as a new City
Administrator is appointed or another individual is appointed by the Mayor and Board of
Aldermen to fulfill such duties and responsibilities.
SECTION 3- CONFLICTS. All ordinances or parts of ordinances in conflict herewith
are hereby repealed.
SECTION 4- EFFECTIVE DATE. This Ordinance shall be in full force and effect
from and after its passage and approval.

AND APPROVED by a majority of the Board of Alder en and APPROVED by the Mayor of

Dear Greg:
As we discussed, this letter agreement will serve as confirmation ofyour temporary appointment wlth
the City of Riverside as the Interim City Administrator. In this position, you wlll assume all
responsibilities and duties of the position of Cfty Administrator within the City. The posftlon of Interim
City Administrator is In addition to your existing duties as Director of Public Safety; however, you will
receive a combfned salary as setforth herein.
7he terms of the appointment are as follows:
Start Date: July 24, 2012
Completion Date: Open
Hours of Work: Flexible, depending on need
Rate of Pay: $120,000 annual salary during the period of temporary appointment
As a temporary appolntment, you wili return to your prior position as the Director of Pubilc Safety once
a new City Administrator is hired or another individual is appointed to fulffll the duties and
responsibilities of the positfon. At such time, your salary will be restored to the salary level in existence
prior to the appointment as the Interim City Administrator, plus any adjustments the eoard of Aldermen
may determine appropriate at that time.
The Board of Aldermen and I appreciate your willingness to take on this additional responsibilfty and
loak forward to working with you during this period of trensition.

POSITION DESCRIPTION
CLASS TITIE: Ciiy Administrator
DEPARTMENT: Administration

Work is pertormed under the direction of tha Mayor and Board of Aldermen. The Cfty
Administrator's posiiion description is defined by City Ordinance (Section 110.070: Duties and
Powers of the City Administrator), which Is duplicated below.
A. . Chfef Adminlstrative Officer. The City Administrator shall be the Chief Administrative
Officer of the City Government and subject oniy to the direction of the Board of Aldermen.
Except as otherwise specified by ordinance or by the Iaw of the State of Missouri, the City
Administrator shall coordinate and generally supervise the operation of ali departments of the
City of Riverside.
B. Purchasing, The City Administrator shall be the Purchasing Agent for the City of Riverside
and ali purchases shall be made under his/her direction and supervision, and all such
purchases shali be made in accordance with purchasing rules and procedures approved by the
Board of Aldermen. .
C. Budget The City Administrator shall be the Budget Officer of the City of Riverside and
shall assemble estimates of the financial needs and resources of the City for each ensuing year
and shall prepare a program of activities within the financial power of the City, embodying in it a
budget document with proper supporting schedules and an analysis to be proposed by the
Mayor and the Board of Aldermen for thefr final approval. As Budget Officer, the City'
Administrator shall proJect the City's short- and long-term expenditures and shall be responsible
for recommending investments which are approved by law and which maximize the City's
financial return.
D. Financial Reports. The City Administrator shall make monthly reports to the Mayor and
the Board of Aldermen relative to the financial cond'ition of the Cfty. Such reports shali show the
financial condiilon of the Gity in relation to the budget.
E. Annual Report The City Administrator shall prepare and present to the Mayor and the
Boarcf of Aldermen an annual report of the City's affairs, including in such report a summary of
reports of deparfinent heads and such other repoRs as the Board of Aldermen may require.
F. Personnel Sysfem. The City Administretor shall act as ihe Personnel Officer of the City
and shall recommend an appropriate classification system and pay pian to the Mayor and Board
of Aldermen. The City Administrator shall have the power to appoint and remove, with the
approvai of the Mayor and a majority of all the members elected to the Board of Aldermen, or a
two-thirds (?J3) vote of all the members elected to the Board of Aldermen independently of the
Mayor's approval or recommendafwn, ali department heads and subordinate employees of the
City of Riverside. The City Administrator shall be responsible for the proper administration of
the City's personnel system, including all communications to subordinate employees regarding
work assignments and job pertormance.

G. Policy Formulafion. The City Administrator shall recommend to the Mayor and Board of
Aldermen adoption of such measures as he/she may deem necessary or expedient for the
health, safety or welfare of the City or for the improvement of administrative services for the
Cfty.
H. Board Of Aldermen Agenda. The City Admfnistrator shall submit to the Mayor and Board
of Aldermen a proposed agenda for each meeting at least forty-e(ght (48) hours before the time
of the regular Board of Aldermen meeting. .
I. Board And Committees. The City Administrator shall work with all City boards and
committees to help coordinate the work of each.
J. Atfend Board Of Aldermen Meefings. The City Administrator shall attend ali meetings of
the Board of Aldermen.
K. Bid Specifications. The City Administrator shall supervise the preparation of all bid
spec�cations for services a�d equipment and receive sealed bids, open the bids in the
presence of one (1) or more witnesses, review and make recommendations for acceptance to
the Board of Aldermen.
L. State And Federal Aid Programs. The City Administrator shall coordinate Federal and
State programs which may have application to the City of Riverside.
M. Conference Attendance. 7he City Administrator shall attend State, Regional and/or
National Conferences and programs applicable to the office and the business of the City of
Riverside, whenever such attendance is directed and approved by the Board of Aldermen.
N. Press Release. The City Administrator or his desfgnee shall be responsible for keeping
the public informed in the purposes and methods of Ciry Govemment through al� available news
media and shall act as the only spokespersons for City news releases and conferences.
O. Record Keeping. The City Administrator shalf keep full and accurate records of all actions
taken by him/her in the wurse of his/her duties and shall safely and properly keep all records
and papers belonging to the City of Riverside and entrusted to his/her care. Ali such records
shall be kept on the premises at City Hall and remain the property of the City of Riverside and
open to inspection by the Mayor and the Board of Aldermen at all times.
P. Misce/laneous. In addition to the foregoing duties, the City Adminislrator shall perform any
and all other duties or functions prescribed by the Board of Aldermen.
Q. City Property. The City Administrator shall be accountable to the Board of Aldermen for all
real and personal property of the City of Riverside. He/she shall have responsibility for all
inventories of such property and for the upkeep of all such properry. Personal prope�ty may be
sold by the City Administrator only with approval of the Board of Aldermen. Real property may
be sold only with the approval of the Board of Aldermen by ordinance.
R. Set Adminisfrafive Policies. The City Administrator shall recommend to the Board of
Aldermen such rules and regulations as he/she may deem necessary or expedient for the
conduct of administrative agencies subject to his/her authoriry. He/she shall have the power to
revoke, suspend or amend any rule or regulation of the administraiive service, subject to the
approval of the Board of Aldermen.

S. Coordinate Deparfinents. The City Administrator shall have the power to coordinate the
work of all the departments of the City and, at times of an emergency, shall have authority to
assign the employees of the City to any department where they are needed for the most
effective discharge of the functions of CHy Government.
T. lnvesfigate And Report. The City Administrator shall have the power to investigate and to
examine or inqufre into the affairs or operation of any department of the City under his/her
jurisdictfon and shall report on any condltion or fact concerning the City Govemmeni requested
by the Mayor or the Board of Aldermen.
U. Coordinafe Officials. The City Administrator shall have the power to overrule any action
taken by a dapartment head and may supersede him/her in the function of his/her o�ce.
V. Appear Before The Board Of Aldermen. The City Administrator shail have the power to
appear before and address the Board of Aldermen at any meeting.
W. Administrafor May Not Supersede Acfion O/ Mayor And Board Of Aldermen. At no time
shall the duties or powers of the City Administrator supersede the action by the Mayor and the
