Home My WebLink About1153 Amending Agreement for Engineering Services with HDR Engineering BILL NO. 2012-059 ORDINANCE NO. ��s3 AN ORDINANCE AMENDING THE AGREEMENT FOR ENGINEERING SERVICES WITH HDR ENGINEERING, INC. TO PROVIDE FOR A CHANGE IN THE SCOPE OF SERVICES TO INCLUDE SPECIFIC DESIGN AND CONSTRUCTION SERVICES IN CONNECTION WITH THE LOWER LINE CREEK TRAIL PROJECT AND AUTHORIZING PAYMENT FOR SERVICES IN CONNECTION WITH SUCH PROJECT IN AN AMOUNT NOT TO EXCEED $55,757.19 WHEREAS, the City of Riverside, Missouri ("City") approved the qualifications of HDR Engineering, Inc. ("HDR") to provide certain engineering services within the City and entered into an agreement with HDR at such time for provision of on-call engineering services within the City pursuant to Ordinance 2009-110 (hereinafter the "AgreemenY'); and WHEREAS, there is a need to amend the Scope of Services under the Agreement to authorize specified engineering services related to the Lower Line Creek Trail Project; and ' WHEREAS, the amount of $36,297.19 has previously been paid out of the city treasury for such services with a remaining amount due not to exceed an additional $19,460.00; and WHEREAS, the Board of Aldermen find it is in the best interest of the citizens of the City of Riverside to provide for such additional services, ratify prior expenditures and authorize additional expenditures as set forth in Exhibit A attached hereto; NOW THEREFORE, BE IT ORDAINED BY THE BOARD OF ALDERMEN OF THE CITY OF RIVERSIDE, MISSOURI, AS FOLLOWS: SECTION 1— AMENDMENT APPROVED. Execution and delivery of an amended scope of services to the Agreement with HDR Engineering, Inc. in substantially the form attached hereto as Exhibit A, is hereby approved and all prior actions taken with regard to the acquisition and payment of such services from HDR in connection with the Lower Line Creek Trail Project are hereby approved, ratified and authorized. SECTION 2—AUTHORITY GRANTED. The Mayor, the City Administrator, the City Attorney and other appropriate City officials are hereby authorized to take any and all actions as may be deemed necessary or convenient to carry out and comply with the intent of this Ordinance and to execute and deliver for and on behalf of the City all certificates, instruments, agreements and other documents, as may be necessary or convenient to perform all matters herein authorized and any actions taken prior to the adoption of this ordinance are hereby ratified and approved. SECTION 3— EFFECTIVE DATE. This Ordinance shall be in full force and effect from and after its passage and approval. (HDR) has coYnpleted design and development of 95% construction plans and specifications for the referenced project as part of our On-Call City Engineering Services contract dated August 4, 2009. The services completed by HDR to date include the following tasks. • Topographic survey of•the west bank of Line Creek in the vibinity of Tullison Road and Highway 9 • Preliminary Plan Development of a mulN-use trail along Line Creek from tlrgosy Pazkway undemeath the Tullison Road and Highway 9 bridges north to Cliffview Drive • Performed HEC-ItAS hydraulic analysis of the proposed trail's affect on the FEMA floodplain, completed a No-Rise'certification, and flood plain development permit. • Coordinated with and obtained MoDOT approval to encroach on Hwy 9 ROW • Conducted review meetings with the Corps of Engineers and Riverside Quindero Levee District (RQLD) • Competed a geotechnical analysis of the slope stability of the levee caused by the proposed modifications due to the trail installarion , . Developed Final Construction Plans and Specification for review and approval by the Corps nf Engineers and RQLD These services have been completed on an hourly basis plus reimbursable expenses. HDR's September invoice, which will account for chazges through August 25, 2012, indicates total project related billings of $36,297.19. Work remaining to finalize the Bid Package for Advertisement includes satisfactorly addressing the Corp of Engineers and the RQLD review comments and updating the Project Manual based on City review comments. At that point the project will be ready to advertise for bid . ("HDR") entered inio an Agreement on Auaust 9lh . 2009 to perform engineering services for the Citv of Riverside ("Riverside"l; Riverside desires to amend this Agreement in order for HDR to perform services beyond those previously contemplated; HDR is willing to amend the agreement and perform the additionai engineering services.
