HomeMy WebLinkAbout2012-09-11 Special Meeting MINUTES SPECIAL MEETING BOARD OF ALDERMEN RIVERSIDE, MISSOURI Tuesday, September 11, 2012 530 p.m. The Board of Aldermen for the City of Riverside, Missouri, met in regular session in the Board of Aldermen Chambers at City Hall, 2950 NW Vivion Road, Riverside, Missouri, on Tuesday, September 11, 2012. Mayor Rose called the special meeting to order at 5:30 p.m. Those in attendance were Mayor Kathy Rose, Aldermen Seth DeRose, Mike Fuller, Brad Cope, Art Homer, and Aaron Thatcher. Alderman Ron Super was absent. Also present were Interim City Administrator Greg Mills, City Attorney Nancy Thompson, City Clerk Robin Littrell, Community Development Director Mike Duffy, Capital Projects Engineer Travis Hoover, Finance Director ponna Resz, Captain Chris Skinrood, and Community Relations Director Meredith Hauck. SPECIAL SESSION Mayor Rose announced that R-2012-126 would be removed from the agenda with no action taken. WORKSHOP SESSION Community Relations Director Meredith Hauck addressed the Board regarding the Private Event Rental Policy. She explained that she and City Attorney Nancy Thompson worked together to revise some of the language identifying the categories of use. There was a memo provided in the packet detailing the revisions. We would like finalization on these details tonight and we will bring a resolution to you on the October 2" meeting. The other item we wish to discuss with you this evening is regarding the Riverside Chamber. While reviewing this private use policy we discovered that the Chamber has historically not paid fees for rental of the Community Center for any of their meetings. They also have office space here at city hall that they have paid $100 a month. After analyzing the situation, it is our recommendation to the Board that we enter into a contract with the Chamber saying that in return for services provided to the City, we will waive their fees for monthly meetings at the Community Center and provide them o�ce space at city hall free of charge. We want this all documented and formalized through a service type contract as we do with other groups that provide services in our City. 1 NORTHPOINT WORKSHOP Brent Miles and Brad Haymond with NorthPoint presented a PowerPoint of the landscaping and signage plans for the Horizons area. This is a planning session to show the Board the landscaping and irrigation plan, the signage plan, and the obelisk plan drafts. This is all for Phase I infrastructure and there will be the same for the other phases. There was exploration by NorthPoint to see if the Board had any interest in landscaping the median of Horizons Parkway and it then could be bid as an alternate. Discussions were held by the Board and NorthPoint regarding the number of trees, shrubs, the types of trees, site lines, irrigation, and maintenance. Signage and the obelisk were discussed. The Board would like to see options on the Elm trees, the obelisk will not be decorated for specific holidays only with lighting, and the city would like NorthPoint to explore the alternate for the west side of the median, to keep our options open. An update will be presented on September 25' MOTION TO ENTER INTO Alderman Fuller moved that the meeting go into closed CLOSED @ 6:13 P.M. session pursuant to RSMo 610.021 (1) Legal Action and litigation, RSMo 610.021 (2) Leasing, Purchase or sale of real estate, and RSMo 610.021(12) Sealed bids and related documents, until the bids are opened; and sealed proposals and related documents or any documents related to a negotiated contract until a contact is executed, or all proposals are rejected, second by Alderman DeRose. Yes: Fuller, DeRose, Thatcher, Cope, and Homer. Motion carried 5-0. MOTION TO ADJOURN Alderman Thatcher moved at 7:04 p.m. to adjourn closed session CLOSED @ 7:04 P.M. with no action taken, second by Alderman Cope. Yes: Thatcher, Cope, Homer, Fuller, and DeRose. Motion carried 5-0. MOTION TO ADJOURN Alderman Thatcher moved to adjourn the meeting at 7:05 p.m., second by Alderman Homer. Yes: Thatcher, Homer, Cope, Fuller, and DeRose.
