RIVERSIDE PARKS BOARD MEETING
MINUTES
August 1, 2012
6:00 p.m.
The Riverside Parks Board held their regularly scheduled meeting at Riverside City Hall, 2950 NW Vivion Road, Riverside
Missouri 64150. Those in attendance were: Julie Rule, Terri Dwyer, Norma Parrot, Ken Smith, Public Works Director Tom
Wooddell and Community Relations Director Meredith Hauck (recorder). Alderman Mike Fuller was absent.
Call to Order The August Parks Board Meeting was called to order at 6:06 p.m.
Public Works Parks and Public Works Director Tom Wooddell provided an overview of the maintenance activities in
Trails Maintenance the City's parks and trails. The following items are of note.
Update
Renner Brenner
He reported that they are still addressing vandalism at the skateboard park at Renner
Brenner and are hoping to have the vandalized panels replaced in the coming weeks.
Wooddell also asked the Park Board to consider proposing new lights in Renner Brenner to
the Board of Aldermen during the FY 2013 -2014 budget process. This is the only
outstanding item that needs to be completed in the Renner Brenner Park Update project,
which started in 2010.
EH Young Park
Wooddell told the Board that he was not planning on aerating and re- seeding the park after
the event season ended this year because of plans to re- configure the park in 2013. The
Park Board agreed with Wooddell plan.
MRT
Wooddell update the Board on how the City and County have been working together to
address the recent security concerns on Zone 1 of the MRT. The trail should re -open to the
public the week of August 6.
YMCA Pool Management Hauck reported that during the Board of Aldermen meeting on July 31, there were
comments made about the new life jacket policy at the pool. Hauck explained the policy,
which was implemented on July 1, to the Park Board and asked for feedback.
Terri Dwyer commented that she is a frequent patron of the pool and has heard very little
negative feedback about the new policy. She said that she has observed it is actually
helping kids learn how to swim because they don't want to wear the life jackets. She thinks
it is a worthwhile policy and should be kept in effect. She suggested that the YMCA should
post the same sign they have at the Platte County Community Center South — "Pass the
Test, Lose the Vest" — because it very clearly explains the new policy.
Dwyer did ask that the City review another policy that was implemented at the same time
which does not allow any non -USCG certified floatation devices (such as noodles, floaties,
etc.) in the pool. This hasn't been the case in the past and these devices are used during
swim lessons. Hauck said she would follow up with the YMCA on this issue.
Review Private Function Hauck distributed staff's proposed updates to the Private Function Rental Policy and Special
and Special Event Policies Event Policy, both of which were adopted by the Board of Aldermen in February 2011. Staff
provided updates based on changes to procedures and to make the process more efficient.
The Park Board reviewed the changes indicated in both documents and agreed that they
were in line with their vision of how the process should work. One exception is that the
Special Event Policy did indicate that special events could be scheduled through November.
Wooddell asked the board to consider moving the end date of event season to September
to allow Public Works time to seed and prepare the park for the next spring. The Park Board
unanimously agreed to this policy suggestion.
Other Updates Julie Rule provided information items from the Platte County Parks and Recreation Board.
A boat ramp is planned for the new Platte Landing Park in Parkville. The County has
received a number of grants for this project because it would be one of the only
access points to the River within a considerable distance.
The County submitted a MOU to the City to begin the planning process for Platte
Meadows Park, which is planned at the intersection of Northwood and 52n street.
That process should start this fall.
Hauck updated the Board on the meeting schedule for the rest of the year
- Next meeting will be in October and Mike Duffy will attend to discuss trail projects.
Staff will also plan on having a draft of a "resident- friendly" trails map to present to
the Board.
The planning process for Platte Meadows Park is scheduled to begin in late fall. An
attempt will be made to coordinate Park Board meetings with those meetings.
- The Master Planning process for EH Young Park will begin in the spring.
Adjournment — 7:06 p.m. Dwyer made a motion to adjourn and Parrott seconded. All present voted in favor.
