AN ORDINANCE AUTHORIZING THE EXTENSION OF THE CONTRACT BETWEEN THE CITY
OF RIVERSIDE AND THE CITY OF KANSAS CITY, MISSOURI FOR AMBULANCE SERVICE
WHEREAS, on or about the 15` day of October, 2009, the City of Riverside ("Riverside")
entered into an agreement with Metropolitan Ambulance Services Trust ("MAST") to provide
paramedic ambulance services pursuant to approval granted by Ordinance 2009-149
("AgreemenY'); and
WHEREAS, the MAST ambulance service was merged into the Kansas City, Missouri Fire
Department in April of 2010 and at such time the City of Kansas City, Missouri ("Kansas City")
assumed all of the rights, duties and obligations of MAST under the Agreement; and
WHEREAS, the Agreement will terminate on October 14, 2012 unless the parties take
action to extend the terms of such Agreement; and
WHEREAS, the Mayor and Board of Aldermen find that it would be in the best interests of
the City of Riverside for the City to enter into an Amendment to the Agreement to Provide
Paramedic Ambulance Services in order to extend the termination date of such contract to April 30,
2013;
NOW, THEREFORE, be it ordained by the Board of Aldermen of the City of Riverside,
Missouri, as follows:
SECTION 1— AMENDMENT AUTHORIZED. Execution and delivery of Contract
Amendment No. 1 for the Agreement to Provide Paramedic Ambulance Services to be substantially
in the form attached hereto as Exhibit A, (the "AmendmenY') to extend the termination date of the
Agreement to April 30, 2013 is hereby approved and authorized.
SECTION 2— AUTHORITY GRANTED. The Mayor is authorized to execute the
Amendment and the o�cers, agents, and employees of the City are hereby authorized to take such
further action and execute and deliver such documents and instruments as may be necessary or
desirable to carry out and comply with the intent of this ordinance on behalf of the City.
SECTION 3— EFFECTIVE DATE. This Ordinance shall be in full force and effect from and
after its passage and approval.

AGREEMENT TO PROVIDE PARAMEDIC AMBULANCE SERVlCES
KANSAS CITY, MISSOURI FIRE DEPARTMENT
THIS CONTRACT AMENDMENT is made and entered into thiso�' day of �,( , 2012
between KANSAS CITY, MISSOURI, a constitutionally chartered municipal corporation (City),
and the City of Riverside, Missouri, whereby the parties desire to amend the contract that was
entered into on October 15, 2009 as follows:
Section 1.2, Term and Termination, is amended by mutual consent to postpone
contract expiration until April 30, 2013.
All other terms and conditions shall continue without change.

WHEREAS, City has determined that the sernices of MAST are necessary for the gr.nerai welfare and
safeiy of the inhabitants of said City and City has the authnriiy to enter irito contracts to provide paramodie
embularax services to its in6ahitants and has adopted the appropriate ordinances end taken such acHon as
required to anter into this Agreement

days' wtitteu notice of its intenti� to traminate thia Agreament.
1.3 Compg�sah'q�, 'I'he primery g�na�lal compenearion for MAST for Paramedic Ambulance Services
rendered under this Agreeme�tt sheli be from fiuids received by MA3T for service blllings and coliecfions,
including but not limited to, billiugs to insiu�ance companies, Medicere, Medicaid and Individuals who
receive serviccs under tltis Agreemwrt. MAST shall be solely responsibk for assessing, bilting and
collecting sil costs and paymente associated with Pazamedic Ambulanee Services provided by MAST under
ttils Agreement. MAST shall be entifled to implement its prepaid membership program W residents of Ciry
and en6Ued m retain suoh prepsid memberstup feea as a pert of ita compensatton.
1.4 �1 Subsidv. MAST is eareeabie to provid'mg Paramedic Ambulance Services to City under this
Agramcnt only if City pays its proportionate share of operating the MAST syatem. Therefore, in sdctition
to the compensation set fmlh in sectioa 1.3 of this Agi�eement and 'm consideration of lhe Peramedic
Ambulance Servicea provided by MAST pursusnt to this Agreemant, the City shall pay to MAST an aonual
subsidy (the "Subsidy") payable in eguai monUily installmems due on the first day of the month. For the
£ust Contiact Yeaz, beginning October 15, 2009, and endiag on Ocrober 14, 2010, the Subsidy shall l� in
the amount of Forry eight thousand pine hundred forty 8ve and 60/I00 Dallars ($48,945.b0). For each
subseqaent Contract Yesr, the Subsidy shali be adjusted based on a caiculaHon based on the annual
percentage cheage in the Caieumer Price Index far All urban Consumers ("CPI-U'�, CPI-U means tbe
Coneumor Prica Index for All urban Consumers for the U.S. �j1y Average for All Itans, t 982•84 =100, ar

the succes�r of that index calculeted on a calendaz yeaz basis and as published by the Buc,esu of Labor
Stadstics, U.S. Deparhnetrt ogLa}wr, 7n no event wili the annuaI adjustment resuit in compensetion being
less thffi the amount charged diuing the prior year or more than 5% above the amount charged ducing the
P� Y�r. The most recent available CPI-U as of AuuQuust 15 of each year, cs(cutated over tlu preced[ng
twelve months, shall be used to adjust the annual compensation for the nact year.

1.6 F�p j�y. In considerarion for providing Paremedic qmbulance Savices in accordence with tbe terms
described hercin, City shali utiiize MAgT exclusively for the performat�ce of Paramedic Ambulance
Sc�vixs and MAST shsll be entitled to be the exclusive provider of all Paramedic Ambulance Services
originating within the City,

coverage containcd thcroin, MpgT we�� pmvide a certiflcate of iasurnnce W City to this effect upon
eaceculion of tLis Agreement. Notably, it is contemplated that MAST wlll assign this Agreement W the City '•
of Kaasas City, Missouri on or beSore May l, 2010. IIpon the efFecdve date of tha easignment, ncither
